About this file
This document is a Questions and Answers (Q&A) file for the Fort Leonard Wood Community Hospital (GLWCH) Shuttle Driver Services contract. This is a new project with an estimated start date between August and September 2026. The contract requires shuttle driver services to transport an estimated 400 to 600 passengers daily. Drivers will circle designated parking lots with an average wait time of 2-3 minutes at each stop. Dispatch occurs once monthly, taking approximately 10 minutes, with logbooks submitted daily to the staff duty desk and retrieved each morning. The Government will handle vehicle dispatch while the contractor annotates driver information on paper copies.
Contractor personnel will have access to staff parking (with dedicated shuttle parking), the logistics break room for breaks, and guest internet access, though no dedicated administrative office space is currently available. The contractor must maintain Hired and Non-Owned Automobile liability insurance only, with the Government covering primary physical damage on assets. Permanent shuttles will include GPS tracking; however, cameras are not believed to be installed. Contractors must ensure drivers complete Anti-Terrorism Level I Training and iWATCH webpage review, maintain Basic Life Support (BLS) certification (which will be incorporated into the Performance Work Statement upon award), and pass drug screening at the contractor's expense before employment and within 24 hours after accidents. All required training links and clarifications regarding training requirements are provided in the Q&A responses.

Questions and Answers – General Fort Leonard Wood Community Hospital (GLWCH) Shuttle Driver Services
1) Question: Is there any incumbent/recompete or is this a brand-new project?
Answer: This is a new project.
2) Question: Anti-Terrorism (AT) Level I Training: The link provided is not working.
Could you please provide an updated link so we can confirm the training is still available?
Answer: Below are the two proper links.
https://jkodirect.jten.mil/pdf/atl1/launch.html https://jko.jten.mil/courses/AT-level1/launch.html
3) Question: iWATCH Training: Could you please clarify if this is only a webpage for review? It appears there is no specific training module or video to watch.
Answer: Yes, this is only a website.
4) Question: Can the Government provide an estimated average daily passenger volume, or any historical/anticipated ridership information, to assist with staffing and operational planning?
Answer: Estimated passenger volume is 400 to 600 people.
5) Question: Will dedicated parking areas, break areas, or administrative workspace be available for contractor personnel during the performance period?
Answer: Parking will be in the staff parking lot (shuttles have their own dedicated parking place), The logistics break room would be the acceptable break area, there is no dedicated admin area at this time. The Government is currently working on that issue.
6) Question: Can the Government provide additional information regarding shuttle dispatch procedures, expected response times, or anticipated service frequency/average wait time expectations?
Answer: Dispatch will be once per month takes about 10 minutes. Log books will be turned in each day to the staff duty desk and picked up each morning. The drivers will circle the parking lots. Average wait at each stop is 2-3 minutes.
7) Question: What is the first date the contract starts?
Answer: Estimated start date is between August and September 2026.
8) Question: Does the Government provide any on-site administrative office space, break rooms, or utilities (internet, etc.) inside the hospital for the contractor's dispatch and management personnel?
Answer: The logistics break room would be available. At the current time there is no identifiable office area and internet would be via the guest internet.
9) Question: Do the GOCO shuttle vehicles have cameras and GPS tracking installed, and is the contractor required to use a specific routing/tracking software program to manage the dispatch?
Answer: I do not believe there are cameras in the GOCO shuttles. There will be GPS tracking once the permanent shuttles are received. The government will handle the dispatch of the vehicles, and the contractor would be responsible for annotating on the paper copies the pertinent driver information.
10) Question: Section 4.2 states the contractor must maintain Hired and Non-Owned Automobile liability. Can you confirm this is the only vehicle insurance the contractor must carry for the GOCO shuttles, while the Government handles the primary physical damage coverage on the assets?
Answer: That would be the only required insurance.
11) Question: Citizenship and BLS: These appear in the solicitation’s driver-hiring subfactor but are not expressly included in the PWS §5.1 minimum list.
Answer: BLS is a requirement for all contracts at the hospital and will be incorporated into the PWS upon contract award.
12) Question: Incomplete drug-screen sentence: The solicitation’s requirement ends with the unfinished phrase “at no.” The obligations to screen before employment and within 24 hours after an accident are clear, but the incomplete cost/responsibility language should be clarified.
Answer: The cost of the drug testing would be at the contractor’s expense.
