About this file

This is a Standard Form 30 Amendment of Solicitation for solicitation number W911S726RA009, issued by the U.S. Army Materiel Command at Fort Leonard Wood, Missouri, with an effective date of March 4, 2026. The amendment is not extended and offerors must acknowledge receipt prior to the specified deadline.

The amendment accomplishes four primary objectives: (1) notifies offerors that the solicitation posting at sam.gov has been updated to include government answers to questions; (2) provides information for the table within FAR 52.222-42 regarding Statement of Equivalent Rates for Federal Hires, identifying Technical Instructor/Course Developer positions at GS-11 ($74,678-$97,087) and GS-09 ($61,722-$80,243) salary levels; (3) adds Service Contract Act Wage Determination No. 2015-5093 Rev. 29 as an attachment to the solicitation; and (4) corrects a typographical error in paragraph 2.3.5.1 of the Addendum to 52.212-1 where Volume III was incorrectly referenced instead of Volume IV. The amendment also modifies proposal submission requirements to clarify that artificial intelligence tools may be used to support proposal evaluation while maintaining that all final evaluation judgments remain the exclusive responsibility of Government personnel. Proposals must be submitted electronically via email to specified Government contacts, organized into four volumes addressing technical approach, staffing approach, pricing, and solicitation/award documents, with specific page limits and formatting requirements detailed in the amendment.
