About this file

This is a Questions and Answers Pre-Solicitation Synopsis for General Leonard Wood Community Hospital Shuttle Driver Service. The document clarifies key operational and contractual parameters for prospective offerors.

The Government will furnish fuel from an approved on-post source, and all maintenance and repair of the GSA-owned shuttle vehicles will remain the Government's responsibility under standard GSA procedures. The shuttle service will operate ambulatory shuttles with 12-16 seats (approximately 22 feet long, 7 feet wide, 9 feet high, and 9,000 pounds). The Government has provided a route map and tentative stop list but is still testing shuttle frequency and route times; unplanned schedule changes, typically limited to inclement weather, will receive maximum advance notice. Drivers are limited to minimal assistance duties—escorting is not required. The eight-person personnel limitation applies to drivers funded for background checks and onboarding at any given time, with the contractor responsible for continuously furnishing new driver names as personnel leave. For accidents or vehicle issues, the Government will handle notification per local reporting guidelines, towing, and vehicle replacement. No additional insurance requirements beyond auto liability coverage apply. Government-controlled delays related to onboarding, background checks, installation access, or vehicle availability will not be held against the contractor regarding the 100% fill-rate requirement; the contractor must maintain a pipeline of qualified drivers to ensure adequate staffing.

Q&A Pre Solicitation Synopsis

General Leonard Wood Community Hospital Shuttle Driver Service

1. Will fuel for the Government-owned shuttle vehicles be Government-furnished, or should offerors include fuel as a contractor cost?

Fuel will be government furnished from the government approved fuel source on post.

2. Can you clarify the maintenance and repair responsibility for the shuttle vehicles, including which items fall under Tab A versus Tab B of the incidental property attachment?

These are GSA vehicles. Maintenance and repair will fall under the standard GSA procedures and not be the responsibility of the contractor

3. Is a route map, a stop list, an estimated daily passenger volume, or trip frequency available for shuttle operations?

We have a route map and a tentative stop list. We are testing out the shuttle frequency and route times

4. For any unplanned or unannounced schedule changes, how much advance notice will normally be provided to the contractor?

Unplanned schedule changes generally only happen during inclement weather.

As much notification as possible will be given.

5. Does the limitation of eight personnel apply only to active shuttle drivers, or does it also include supervisors, alternates, and personnel undergoing background checks or onboarding?

The 8 personnel limitation applies to the number of drivers that will be funded to undergo the background check/onboarding process. GLWCH will fund 8 personnel to hold background checks at any given time.

6. Are drivers expected only to operate the shuttles, or are they also expected to assist non-ambulatory passengers with boarding, wheelchair securement, or escort support?

Escorting is not required and only minimal assistance will be provided.

7. In the event of an accident or vehicle issue, please clarify the responsibilities for reporting, towing, providing a replacement vehicle, and maintaining service continuity.

These are GSA vehicles. Any accident notification will be in accordance with local reporting guidelines. Towing and/or replacing vehicles will be the responsibility of the government.

8. Are there any additional insurance requirements beyond the auto liability coverage identified in the draft PWS?

No

9. How will the Government evaluate the 100% fill-rate requirement in situations where delays are caused by Government-controlled onboarding, background checks, installation access, or vehicle availability?

Government controlled delays are not the fault of the contractor and cannot be held against them. The Government intends to fund up to 8 drivers to complete the background check process. Contractor is expected to furnish new driver’s names for background checks as drivers leave so that there are always enough qualified drivers to render service.

10. What type of vans will be used

Will be ambulatory shuttles with 12-16 seats; approx. 22ft. long, 7ft wide, 9th high, and 9000lbs.
