About this file
This is a Solicitation Amendment for a Paint and Repairs Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solicitation number is W911S7-26-B-A006, issued by the Department of the Army Materiel Command Mission and Installation Contracting Command. This is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside, with only SDVOSB-certified firms eligible to submit bids. The work encompasses paint preparation and application on various interior and exterior surfaces at Fort Leonard Wood, Missouri and the Lake of the Ozarks Recreation Area (LORA) in Linn Creek, Missouri, performed on a task order basis as directed by the Contracting Officer. The contract term is five years consisting of a 12-month base year and four optional 12-month periods. The total estimated contract magnitude ranges from $5 million to $10 million. Bids were due by 1:00 PM CST on August 6, 2026, with a public bid opening at that same date and time. Technical questions were to be submitted by July 23, 2026 to Shania McBride (Contract Specialist) and Blia Vue (Contracting Officer).
Bidders must complete a fully detailed Task List with unit prices and total prices for all items, acknowledge any solicitation amendments, and submit a bid guarantee (SF24) equal to 20 percent of the overall bid, not to exceed $3 million. A Performance and Payment Bond (SF25) in the amount of the base year, not to exceed $750,000, is required within 10 days after award. Award will be made to the lowest priced responsive and responsible bidder using sealed bidding procedures under FAR Part 14. The contract is structured as a Firm Fixed Price agreement with pricing for the base year and four option years evaluated together for total contract value. The amendment issued on July 29, 2026 updated the wage determination per the Davis-Bacon Act (Wage Determination #MO20260019), and no questions were submitted during the question period.

Section 00 22 00 - Supplementary Instructions
EVALUATION FACTORS FOR AWARD
Basis for Award: The Government intends to award utilizing the policies and procedures for Sealed Bidding in accordance with FAR Part 14, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) Part 214, and the Army Federal Acquisition Regulation Supplement (AFARS) Part 5114. Award will be made to the lowest priced responsible bidder, whose bid is responsive to the terms of the IFB and is the most advantageous to the Government, considering only price and price-related factors included in the IFB.
Evaluation Criteria: The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors.
A. Responsiveness of Bid. For a bid to be determined responsive and considered for award, the bid must comply in all material aspects with the IFB.
To be considered responsive, the Bidder:
1. Shall be currently registered on SAM.GOV,
2. Shall submit a complete sealed bid package and be received by the contracting office prior to the cutoff for receipt of bids,
3. Properly signed bid, with Original Signature,
4. Acknowledgement of all Amendments (if any),
5. Fully completed Task List (Attachment 1),
6. Fully completed Section B of the SF 1442,
7. Shall comply with the instructions of the solicitation
8. Shall include Bid Guarantee (SF24).
Non-responsive bidders shall not be considered for contract award.
Price Evaluation: The total evaluated price of the Base Year and Four Option Years will be evaluated to determine the lowest bidder using the following method:
TOTAL EVALUATED PRICE =
[BASE YEAR TOTAL EVALUATED PRICE, CLIN 0001 + CLIN 0002] +
[OPTION YEAR 1 TOTAL EVALUATED PRICE, CLIN 1001 + CLIN 1002] +
[OPTION YEAR 2 TOTAL EVALUATED PRICE, CLIN 2001 + CLIN 2002] +
[OPTION YEAR 3 TOTAL EVALUATED PRICE, CLIN 3001 + CLIN 3002] +
[OPTION YEAR 4 TOTAL EVALUATED PRICE, CLIN 4001 + 4002]
If adequate price competition is not obtained or if a price reasonableness cannot be determined using price analysis of Government obtained information, additional information may be required from the bidder to support the proposed bid. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
Responsibility Determination: In Accordance with FAR Part 9.1, Purchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only.
To be determined responsible, a prospective contractor must -
1. Have adequate financial resources to perform the contract, or the ability to obtain them (see 9.104- 3(a));
2. Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments;
3. Have a satisfactory performance record (see 9.104-3(b) and Subpart 42.15). A prospective contractor shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history,- except as provided in 9.104-2;
4. Have a satisfactory record of integrity and business ethics (for example, see Subpart 42.15);
5. Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors). (See 9.104-3 (a).)
6. Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them (see 9.104-3(a)); and
7. Be otherwise qualified and eligible to receive an award under applicable laws and regulations.
No purchase or award shall be made unless the contracting officer makes an affirmative determination of responsibility. In the absence of information clearly indicating that the prospective contractor is responsible, the contracting officer shall make a determination of non-responsibility.

Certification Regarding Responsibility Matters (Feb 2026) (Deviation 2026-O0038)
(a)
(1) The Offeror certifies, to the best of its knowledge and belief, that-
(i) The Offeror and/or any of its Principals-
(A) Are [ ] are not [ ] presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;
(B) Have [ ] have not [ ], within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (Federal, State, or local) contract or subcontract; violation of Federal or State antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property (if offeror checks "have", the offeror shall also see 52.209-7, if included in this solicitation);
(C) Are [ ] are not [ ] presently indicted for, or otherwise criminally or civilly charged by a governmental entity with, commission of any of the offenses enumerated in paragraph (a)(1)(i)
(B) of this provision; and
(D) Have [ ], have not [ ], within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds the threshold at 9.104-5(a)(2) for which the liability remains unsatisfied. Federal taxes are considered delinquent if both of the following criteria apply:
(1) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if a pending administrative or judicial challenge remains. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(2) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) The Offeror has [ ] has not [ ], within a 3-year period preceding this offer, had one or more contracts terminated for default by any Federal agency.
(2) "Principal," for the purposes of this certification, means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.
g., general manager; plant manager; head of a division or business segment; and similar positions).
(b) The Offeror shall provide immediate written notice to the Contracting Officer if, at any time prior to contract award, the Offeror learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances.
(c) A certification that any of the items in paragraph (a) of this provision exists will not necessarily result in withholding of an award under this solicitation. However, the Government will consider the certification in connection with a determination of the Offeror's responsibility.
Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible.
(d) This provision does not require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a). The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.
(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award. If the Government later determines that the Offeror knowingly rendered an erroneous certification, in addition to other remedies available to the Government, the Contracting Officer may terminate the contract resulting from this solicitation for default.
