Q and A’s for Solicitation W911S7-20-Q-0100

Q1. What is the required amount of the Bid Bond for this Request for Quote (RFQ) if necessary? Also, will there be a scheduled site visit?

A1. Please refer to FAR 28.102-2 for Bid Bond information. There will be no schedule site visit as this will be a requirement contract for repair flooring on an "as needed basis" using for estimate the previous contract utilization.

Q2. We are bidding this as a GC. We have spoken to several flooring contractor. They all have the same concern. There are no drawing of the sizes of rooms? There is nothing about the prep after the removal of the old flooring? The age of the buildings the flooring is going in?

A2 (RA). This is an IDIQ contract that has no defined projects associated. The prep and removal is addressed in the PWS multiple times. Reference 5.1.1.2.3, 5.2.1.1, 5.4.1, 5.4.1.2, 5.6.1.1, 5.7.1.2, &

5.10.1.2 of the PWS to list a few. The age of the buildings range from 1941 to 2020.

Q3. Who was the last contract awarded to and what was the solicitation number and contract award amount?

A3 (KO). The current contract is W911S7-15-D-0018 and it can be found in https://beta.sam.gov/.

Q4. I don’t understand your response on the "Technical Exhibits". The technical exhibits give quantities for the entire project, not small, medium and large situations. Normally I see contracts similar to these list the same line item with differing quantities &/or sizes to allow for some type of Average size? Based on unknowns in flooring if you get into a situation where subfloors need to be replaced, etc. is that considered an "unknown" and therefore allowed to be renegotiated?

A4 (RA). There is no average size, it is based on the government’s requirements. This is a task item based contract that and is not negotiated. If there are unforeseen conditions the appropriate task item to correct the issue will be added to the delivery order.

Q5. Will the government provide specifications for the following items: Border Carpet, Ceramic Tile, Floor Sealer and Sheet Vinyl?

A5 (RA). Border carpet- See 5.2.0.3 in revised PWS.

Ceramic tile- See 5.6.0.1.

Floor sealer- See 5.5.0.3. in revised PWS.

Sheet Vinyl- See 5.4.0.4 in revised PWS.

Q6. Will waxing of VCT be required and included in the installation line item for VCT?

A6 (RA). Yes, See 5.4.1.5.2.

Q7. Can you please clarify what labor classification we are supposed to use on this contract for the floor installers? I'm assuming it will be "23140 Carpet Layer" for a $19.60 rate plus benefits of $4.54hr and $4.22hr for a total of $28.36hr? Or would it be "23130 Carpenter Maintenance" for a $33.24 rate plus benefits of $4.54hr and $4.22hr for a total of $42.00hr?

A7. (KO) Sir, The Government is not to advise the exact wage category (occupation code - title) that should be used, when referring to the Service Contract Act. We can however advise you to contact the U.S. Department of Labor for guidance on which category should be utilized for your type of requirement.
