Fort Rucker JOC RFP Questions

1. It looks like the RFP suggests task orders will range from $2,000 ‐ $2,000,000? Can you give us a better idea for the average anticipated size of task orders under this JOC?

A: Task orders vary between the amounts stated. Due to this variance an average size cannot be stated.

2. Is there a current or recent contract for these services at this location? If so, please provide the contract number.

A: Last contract for this requirement is W9124G‐15‐D‐0001 currently there is not a contract in place.

3. RFP Page 41 ‐ Early Proposal Information: Can you please confirm that you require an early submittal of Volume II Past Performance ‐ 20 days after the RFP issuance date? To be clear, is

Volume III due by March 22 but the remaining Volumes are due on April 1?

A: Due to delay in the posting of the answers to the questions submitted Volume III, ie past performance, is now due 27 days after the RFP posting date, or March 29th. The remaining volumes are due April 8th. See Amendment 1 for details.

4. Past Performance Questionnaires: Are the PPQs due by March 22 from the clients or are they due by the Proposal deadline of April 1?

A: IAW pg 43 of the RFP, “Questionnaires must be received by the KO prior to the date and time established for the RFP closing.” The RFP closing date is now 8 Apr 2019 as stated in block 13 of the SF 1142.

5. Past Performance Contracts: What is the maximum number of project examples we can submit;

it is clear that three (3) is the minimum?

A: There is no minimum established for past examples other than the stated minimum number of questionnaires.

8. The past performance requirement narrative in Sections L and M seem tailored more towards

Offerors submitting similar IDIQ contracts as examples of past performance; however

Attachment 2 (specifically, item 10) seems pertain to individual task order requirements. Please clarify if the Government requires Offerors to submit IDIQ contracts or individual task orders as examples of past performance.

A: IAW the RFP Section M Factor 2 Past Performance (c) the offeror’s submitted past performance will be evaluated for relevancy. To be relevant, the effort must be of similar in nature of work, scope, and complexity. It is up of the offeror to determine what past performance examples to submit based on that criteria. If the prior contract did not have an established COR or inspector for work performed overall, offerors are advised to identify a

11. What percent of work will be performed in each location: Fort Rucker and satellite installations in Dale, Houston, Geneva, Pike, Covington, and Coffee Counties? What estimated distance between Fort Rucker and these satellite installations?
