B. EXPERIMENT CONSTRUCT.
1. The MSSPIX experiment construct includes the use of operational Soldiers.
Soldiers will be requested from FORSCOM based on systems to be assessed and organized under an ad hoc construct unless assessment requires an organic element.
Sponsoring Centers of Excellence (CoE) are responsible for providing subject matter experts (SMEs) required to assess CoE sponsored technologies.
2. There is no dedicated vehicle set for MSSPIX. Vehicles are requested depending on the experiment requirements.
3. There is currently no network for MSSPIX ’20. If technologies selected require a network the Cyber CoE will be included as a part of the planning cell to determine the potential of including an unclassified network.
4. Fort Leonard Wood provides terrain to replicate doctrinal force frontages and depths for the maneuver support and sustainment elements participating in the experiment.
C. GENERAL GUIDELINES.
1. All costs of preparing, submitting, and presenting technology submissions for
MSSPIX ’20 are solely those of the submitting/proposing organization.
2. Technology providers, hereafter identified as vendors, will receive a capabilities and limitations report on their technology only.
3. All costs associated with participating in the experiment to include travel, shipping, technical training costs, technical integration costs, technology maintenance, and sustainment costs are the responsibility of the submitting/proposing organization.
4. All participating technologies must obtain an Army Test and Evaluation Center
(ATEC) safety release specific to MSSPIX ’20, at their own cost, to participate in the experiment. Funds to cover the acquisition of safety releases has been requested but is currently an unfunded requirement.
5. All participating aircraft, to include unmanned aerial systems, must obtain an Air Worthiness Release for MSSPIX ’20 IAW Army Regulation 70-62, Air Worthiness Qualification of Aircraft Systems.
6. Selected technologies from private industry or academia, developed outside the scope of a Government contract, must sign a Vendor Demonstration Agreement (VDA) in order to participate in the experiment. The VDA is an agreement between the vendor and U.S. Government that states the following:
a) Participating in experiment in any way does NOT obligate the U.S. Government to purchase or otherwise acquire the items or services demonstrated or displayed.
b) U.S. Government assumes NO cost or obligation, expressed or implied, for damage to, destruction of, or loss of any vendor provided equipment or materiel used in the experiment.
c) The U.S. Government is NOT responsible for any lodging, transportation, and meals and incidental expenses incurred by technology providers during the experiment.
d) The U.S. Government is NOT bound nor obligated in any way to give any special consideration to the vendor on future contracts as a result of this experiment.
e) Display of vendor’s product, its capabilities, and the presentation of any technical data associated with it may involve the participation of foreign military personnel assigned as liaisons to the U.S. Army and other components of the Department of Defense (DoD), as well as personnel of U.S. coalition partners. Such displays and disclosures may be considered an “export” of technical data under the International Traffic in Arms Regulations (ITAR), 22 CFR Chapter I, Subchapter M.
f) Selected technologies will be required to participate in coordination meetings.
The schedule and venue (live or telephonic) will be announced after technology selection.
We are concerned with keeping your costs to a minimum and generally allow telephonic meetings.
g) Selected technologies will be required to provide New Equipment Training
(NET) to Soldiers who will employ their technology during the experiment. Logistics will be arranged during the planning conferences or other meetings.
h) Selected technologies to be integrated with other systems, or operate on an unclassified network, will be required to conduct the integration necessary to employ their technology during the experiment. Technology integration will take place prior to MSSPIX ’20 execution
D. SUBMISSION INSTRUCTIONS.
1. All technology proposals should be submitted via email to usarmy.leonardwood.mscoe.mbx.msspix@mail.mil. All correspondence pertaining to the technology selection process will be sent to the original submitter’s email address unless a change is requested by the vendor.
2. Submissions must include the following documents:
a) Quad chart prepared using approved MSSPIX ‘20 template in Microsoft (MS) PowerPoint. Do not submit in PDF format.
b) White paper prepared using the approved MSSPIX ‘20 template in MS Word.
The white paper should not exceed three total pages including coversheet. Do not submit in PDF format.
c) Document file names must be named in the following format: Technology Name_Document_Date. ( Example: HMMWV_WhitePaper_01OCT19 or HMMWV_QuadChart_01OCT19.)
3. Due to the potentially large number of technologies in the experiment, MSSPIX management personnel will coordinate with one primary point of contact (POC) per technology. The quad chart and white paper must list the same POC. This POC should be someone who can answer technical questions about the technology and be authorized to make commitments on behalf of the technology’s organization. Should a change to your POC occur at any time during the experiment, you must notify the MSSPIX team and submit a modified quad chart and white paper.
4. NO PDF DOCUMENTS WILL BE ACCEPTED. Documents submitted in PDF or any format other than MS Word (white paper) and MS PowerPoint (quad chart) will result in submission rejection.
5. NO CHANGES TO THE MSSPIX TEMPLATES ARE ALLOWED (font type, font color, font size, bold text, italic text, template margins or other changes). Submission documents not in accordance with the MSSPIX templates will result in submission rejection.
mailto:usarmy.leonardwood.mscoe.mbx.msspix@mail.mil
6. NO PROPRIETARY INFORMATION WILL BE ACCEPTED. All submission documents must be approved for public release and no documents with proprietary markings of any kind will be accepted. Documents with proprietary markings will result in submission rejection.
7. NO CLASSIFIED OR FOUO INFORMATION WILL BE ACCEPTED. All submission documents must be unclassified and approved for public release.
8. Submission of additional information such as brochures or other technology material is not allowed and will not be considered as part of your submission.
E. SELECTION CRITERIA.
1. Experiment Objective Relevance. Which experiment objective does the technology address? List the experiment objective this technology is aligned with and elaborate on how this technology addresses that objective. Refer to objectives listed in the technology call memorandum.
2. Military Problem Relevance. What is the military problem this capability addresses? Reference the applicable Army Modernization Priority (AMP), established capability gap(s), approved requirement(s), Cross Functional Teams (CFT), etc.
