SEWER REPLACEMENT REQUIREMENTS CONTRACT

SECTION 01010

SUMMARY OF WORK

1 DESCRIPTION OF WORK:

1.1 Work to be Done: The work consists of furnishing all plant, labor, equipment, supplies, and materials, and performing all work in accordance with these specifications and drawings as indicated at Fort Leonard Wood, Missouri.

1.2 Location: The site of the proposed work is the entire Fort Leonard Wood Military Reservation, Fort Leonard Wood, Missouri, and at the Fort Leonard Wood Recreation Area at the Lake of the Ozarks, Linn Creek, Missouri. The term Fort Leonard Wood Military Reservation includes the entire Cantonment area including family housing and other privatized areas and all training areas.

2 PRINCIPAL FEATURES: The work to be performed will include, but not be limited to, providing, replacing and rehabilitating sewer pipe, manholes and other miscellaneous items in accordance with (IAW) the attached Task List in Technical Exhibit A and specifications. This contract will be a delivery order style contract. All work required shall be on a requirement basis as directed by the Contracting Officer on a delivery order. The Contractor will be paid only for actual quantity of work performed for each Task Item.

3. BACKFILLING: The Contractor shall backfill as required to return the site to original contour or meet new construction. Ponding water is unacceptable.

4. TURF: The Contractor shall provide 3” of topsoil and seed, fertilizer and mulch on all disturbed areas. See Section 02935 Turf.

5. TRENCHING: Final grades shall match existing. Contractor may cross roads with open trenches unless otherwise directed under the Task Items for Sewer Pipe Lining (CIPP) or Pipe Bursting. Provide notification to Contract Inspection minimum seven days prior to final closure of trench with aggregate, asphalt or concrete.

Backfill the trenches daily with crushed rock to level of road surface after placing and bedding pipe in order to get road in service by end of day. This includes all lanes of traffic.

5.1. Contractor shall supply and maintain high visibility fencing, four foot high, around all open trenches or excavations while work is not in progress. The contractor shall not dig trenches within the drip line of any trees without prior approval of the Contracting Officer. See trenching details at the end of this Section for trenching requirements.

6. MARKING TAPE: Plastic marking tape shall be installed directly above the utility lines. The tape shall be placed 12" below finished grade for the full length of the line. Plastic marking tape shall be acid and alkali-resistant polyethylene film, 6-inches wide with minimum thickness of 0.004 inch. Tape shall have a minimum strength of 1750 psi lengthwise and 1500 psi crosswise. The tape shall be of a type specifically manufactured for marking and locating underground utilities. Tape color to be green for sewer and shall bear a continuous printed inscription describing the utility line.

7. PIPE TO MANHOLE CONNECTIONS: Connect sewer pipe to existing manholes as shown in Detail 2 at the end of this Section.

8. MANHOLES: Provide manholes IAW Detail 1 at the end of this Section.

9. MANHOLE RING AND COVER: Provide manhole ring and cover IAW Section 02531.

10. BYPASSING SEWAGE:

By-Pass Pumping: The Contractor, when and where required, shall provide diversion for the pipe lining/bursting/rehabilitation/replacement process or the manhole lining/rehabilitation/replacement process. The pumps and by-pass lines shall be of adequate capacity and size to handle all flows.

a. The Contractor shall be responsible for continuity of sanitary sewer service to each facility connected to the section of sewer during the execution of the work.

b. If sewage backup occurs and enters buildings, the Contractor shall be responsible for clean-up, repair, property damage cost and claims.

11 STORAGE OF MATERIALS AND EQUIPMENT. The area concerned in this project is Government owned and will be in use during the course of this project. Contractor’s equipment, supplies and materials are authorized to be at the various sites of work for daily use only. After work hours all equipment, supplies and materials must be removed from work sites and stored at the on post storage facility designated by the Contracting Officer. The Contractor may store equipment, supplies and materials when not in use at the DPW Base Maintenance Contractor’s compound storage yard located near the intersection of First St. and Minnesota Ave. No exceptions will be granted.

All costs associated with the daily movement of equipment, materials and supplies to-and-from work sites must be included in the prices bid for the work.

12 SCHEDULING:

12.1 The Contractor shall schedule all activity at the job site through the DPW Contract Inspection Branch a minimum of 24 hours in advance of work.

12.2 Contractor shall schedule his working hours to coincide with the working hours of the military reservation.

Normal working hours of the reservation are 7:30 a.m. to 4:00 p.m., Monday thru Friday, legal public holidays excepted.

The Contractor shall not perform work on the reservations beyond the aforementioned working hours without the written approval of the Contracting Officer.

12.3 If the Contractor, for his convenience, desires to perform work during other than normal working hours or on other than normal workdays, he shall notify the Contracting Officer and the Directorate of Public Works Inspection Branch at least 72 hours in advance. The Contractor shall not perform work beyond the normal working hours or normal workdays without written approval of the Contracting Officer and the DPW Inspection Branch approval. The Contractor shall reimburse the Government for any additional expense occasioned the Government thereby, such as, but not limited to, overtime pay for Government inspectors, utilities service, etc.

12.4 Time extensions due to adverse weather or material lead time, must be received in writing prior to scheduled completion date.

13. UTILITY INTERRUPTIONS: Coordinate with the Contracting Officer, DPW Contract Inspection Branch, and the user for any utility work that interrupts service to facilities, any area outside the facilities, or any real property facility.

Establish a schedule of interruptions listing starting and ending times of disconnection 48 hours prior to interruption.

Water and sewer service to facilities shall not be interrupted except between the hours of 8:00 a.m. to 5:00 p.m., Monday thru Friday, legal public holidays excepted. Sewer flow between manholes shall be maintained at all times. It is the Contractor’s responsibility to provide temporary flow between manholes during repair and replacement work under this contract.

14 FIELD MEASUREMENTS: The Contractor shall verify all measurements at the project site and shall be responsible for all dimensions, fittings, and the proper installation of all materials and equipment specified.

15 PERMITS: The Contractor shall be responsible for obtaining permits for each worksite.

15.1 Digging: A digging permit is required prior to ANY earthwork operations. The DPW Contract Inspection Branch will assist the Contractor in obtaining this free permit.

15. 2 Land Disturbance: A land disturbance permit is required for any projects that disturb one (1) acre or more.

Land disturbance is defined as any activity that disturbs the roots of vegetation such as clearing, grubbing and grading.

The Contractor shall apply for the permit from the Missouri Department of Natural Resources (MODNR), after the FLW Environmental Office has approved the permit application. MODNR by law may take up to 180 days to review and issue a permit. Copy of the permit shall be forwarded to the DPW Environmental Office. The Contractor shall not begin land disturbance operations until they have received and complied with the MODNR permit. MODNR charges a fee for the permits.

15.3 Hot Work Permit: The Contractor shall obtain a written “Hot Work Permit” (DA Form 5383-R) prior to commencing all hot work outside an approved shop area. Permits will be issued by the FLW Fire & Emergency Services at Fire Station #1, Bldg. 580, Phone: (573) 596-0883. The Contractor shall be liable for any fire loss to Government property attributable to negligence on the part of the Contractor, including failure to comply with fire prevention measures prescribed by terms of this contract. The Inspection Branch will assist the Contractor in obtaining this free permit

15.4 Confined Space Permit: The Contractor shall obtain a written “Confined Space Permit” prior to commencing all confined space activity above and/or below ground. Title 29 CFR 1910.146 OSHA (Confined Space Entry) and FLW Regulation 385-7 sets forth the definition of confined spaces and establishes responsibility and procedures for protection of personnel that shall be entering, work in, and existing confines space. If a permit is required the Contractor shall contact the FLW Fire Department, Fire Station #1, Assistant Chief of Operations, Bldg. 580, Phone: (573) 596-0883 prior to, and after the permit required entry is conducted. The Contractor shall keep the permit copy within the work area until all workers have been accounted for after completion of the workday. The Inspection Branch will assist the Contractor in obtaining this free permit.

16 SAFETY REQUIRMENTS:

16.1 General Safety: During progress of work, the Contractor shall protect all personnel, whether Government or civilian, from any and all safety hazards caused by the construction operations. The contractor shall follow all Federal, State and local laws in accordance with 29 CFR 1910 (General Industries Standards), and 29 CFR 1926 (Construction Standards).

16.2 Fire Prevention: The current version of FLW Regulation 420-2 “Post Fire Regulations” is by this reference made a part of this solicitation and resultant contract. The Contractor’s operation shall conform to all applicable portions of this document. All personnel entering on duty as Contractor’s employees shall be instructed in the fire prevention program of the Post and shall be advised of the requirement of the Post Fire Regulations as they pertain to this particular contract.

16.3 Traffic Control: Contractor shall provide all temporary signs and markers as necessary to maintain safety in the worksite. All signs shall conform to the latest edition of the Manual of Uniform Control Devices (MUTCD) and shall be coordinated with, and approved by, DPW Inspection Branch. Contractor shall ensure road user movement is inhibited as little as practical during the work day and that all lanes of traffic are restored at the end of each workday.

17. SPECIAL REQUIREMENTS:

17.1 Use of Fire Hydrants – The temporary use of fire hydrants as sources of water is not authorized without prior approval by the Fire Department, 596-0886. Fire hydrant connections shall include an approved backflow preventer. Use of backflow preventers must comply with Missouri Department of Natural Resources, Division 60, Public Drinking Water Program, Chapter 11 – Backflow Prevention, Title 10CSR60-11. Government furnished backflow preventers shall be utilized and are available at Bldg. 1601, Water Treatment Plant on a first come basis. The Contractor shall be required to sign a hand receipt prior to obtaining a backflow preventer. The Contractor shall be accountable to return the checked out backflow preventer equipment undamaged and as soon as possible. The contractor shall furnish and use an approved fire plug wrench to open and close the hydrant. Pipe wrenches shall not be used. When the hydrant is not being used it shall be shut off. When the need for the hydrant is finished, the hydrant shall be shut off, the temporary connection and backflow preventer shall be removed, the fire hydrant caps shall be replaced and the Fire Department shall be notified that the hydrant will no longer be used.

18. SECURITY:

18.1 The Contractor shall not be on site without prior notification to the DPW Contract Inspection Branch.

18.2 Contractor personnel shall have valid civilian ID’s.

19 APPLICABLE PUBLICATIONS/REFERENCES: The publications referenced herein after shall be the most recent at the time of solicitation, unless otherwise specified at the beginning of each Specification Section under paragraph 1.

20 WORKSITE HOUSEKEEPING:

20.1 The Contractor shall remove all trash and disposal material from the worksite before the end of each day. The Contractor shall take all possible precautions to maintain the work site, at all times, in a condition that will prevent damage or injury to person or property, Government or otherwise. The above precautions shall include protection from weather conditions. The Contractor shall be responsible for all damages caused by the negligent acts or omissions of his employees, sub-contractors, or agents during Contract

20.2 Materials to be used within 1 week of delivery and scrap material to be used as work progresses shall not be required to be in screened area. However, all such items shall be placed in an orderly manner (i.e. dirt, rock, etc., in piles and stackable items such as pipe, brick, lumber, etc., stacked off the ground on pallets in an orderly manner).

20.3 Grass and weeds at work/storage site shall be kept at a height of 4”or less. Work site/storage site shall be policed for trash and disposal material a minimum of once per day.

20.4 All trailer and material storage sites shall have an identification board/sign, with company and job name on it, i.e. ABC Construction – ABC building complex. Signs shall meet the following criteria: min 3’ X 3’ max of 4’ X 8’ in size, 3” high legible print, and be approved by DPW Inspection Branch.

21 RESPONSIBLITY FOR DAMAGE

21.1 Damage to Personal Property: The Contractor shall be solely responsible for all damage to Government and occupant personal property caused by the Contractors’ personnel, subcontractors, his agents, or by the performance of his work.

21.2 Damage by Negligence: Damage resulting in gas leaks, electrical outages, loss of heat during cold weather, water leaks, unsecured facilities, weather damage, or oil/hazardous waste spills shall be responded to by the Contractor within 2 hours and repaired within one workday. If the Contractor fails to comply with these requirements, the Government reserves the right to repair the damage and charge the cost to the Contractor. Contractor shall protect all areas through which he will be transporting demolition debris or construction materials. Any damaged turf, sidewalks, roads, vegetation, site amenities, etc., shall be replaced or repaired by the Contractor prior to final Contract closeout.

22 DISPOSAL OF MATERIALS: All materials removed and not reused or designated as salvage material in this project shall become the property of the Contractor, unless otherwise specified, and shall be the Contractor's responsibility for lawful disposal.

22.1 The Contractor may use the Fort Leonard Wood Compost area for the disposal of wood chips, leaves, and grass clippings generated by this project.

22.2 All other wastes generated during Contractor operations shall be disposed of off post by the Contractor at his/her expense.

22.2.1 The disposal of demolition waste is regulated by the Missouri Department of Natural Resources under Chapter 260, Revised Statutes of Missouri and 10 Code of State Regulations Chapter 80-4. Such waste, in types and quantities established by the Department, shall be taken to a demolition landfill or a sanitary landfill off of the Installation for disposal. The Contractor shall provide any information requested by the landfill operator to complete forms required by the Missouri Department of Natural Resources or other Government-required landfill records.

22.2.2 Wastes classified as hazardous wastes under the Resource Conservation and Recovery Act shall be disposed of off the installation, unless otherwise specified in this contract. No hazardous waste shall be disposed of without prior review of the disposal documents, and the approval of the Contracting Officer and the Directorate of Public Works Environmental Coordinator, or his designated representative. The Contractor shall provide an original copy of the disposal document from the approved EPA or State permitted disposal facility for each shipment of hazardous waste generated in this project to the Contracting Officers Representative.

23 ACCESS AND GENERAL PROTECTION/SECURITY POLICY AND PROCEDURES:

23.1 All Contractor and sub-contractor personnel performing tasks on this SOW shall comply with all applicable installation, facility and area commander installation/facility access and local security policies and procedures which will be provided to the Contractor by a Government representative upon written request to the Contracting Officer. Contractor shall provide all information required for background checks to meet installation access requirements as performed by the installation Provost Marshal Office, Director of Emergency Services or Security Office. Requesting Contractor shall submit request for installation pass to the KO at https://vcc1.icmvcc.com/im3500/. There is no charge to the Contractor for this pass. Contractor personnel shall comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of the base contract to this task order, should the Force Protection Condition (FPCON) at any facility or installation change, the Government may require changes in Contractor security matters or processes.

23.1.1 In the event that the automated system at https://jkodirect.jten.mil is not available (e.g., server problems), Level I AT Awareness Training can be provided by a qualified instructor. However, if the training is not completed online, the Level I AT Awareness Instructor qualification must be coordinated with the Installation Antiterrorism Officer (or Installation Security equivalent) and the resultant name(s) of approved instructors shall be provided to the KO.

23.2 Antiterrorism (AT) Level I Training: All contractor and sub-contractor employees requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training available at https://jkodirect.jten.mil.Users need to enroll in "Course #JS-US007-14" to receive credit for the training within 10 calendar days of contract award; or for new employees within 10 working days of beginning performance on this contract. Contractor shall submit certificates of completion for all personnel to the KO within five calendar days of completion of the training. There is no charge to the Contractor for this training. The burden to complete this training is approximately 1-hour per employee.

23.3 iWatch Training: Within 10 calendar days of contract award and within 10 calendar days of new

Contractor employees commencing work on this contract, all Contractor and sub-contractor employees shall review the FLW Directorate of Emergency Services (DES) web link for iWatch training located at http://www.wood.army.mil/LEC/iWatch/iWatch.htm. This locally developed training will inform employees of the https://jkodirect.jten.mil/ https://jkodirect.jten.mil/ types of behavior to watch for and how to report suspicious activity. Suspicious activity shall be reported to the KO.

There is no charge to the Contractor for this review. The burden to complete this training is approximately 20-minutes per employee.

23.4 OPSEC Standard Operating Procedure/Plan (SOP): The KO will ensure the contractor (after selected) is aware of the MSCoE OPSEC Plan and is in compliance with the MSCoE OPSEC Plan during contract performance.

23.5 OPSEC Training: New contractor employees must complete Level I OPSEC training within 30 calendar days of their reporting for duty in accordance with AR 530-1. All contractors shall complete annual OPSEC Awareness training if the contract duration is longer than 30-days. MSCoE OPSEC Officer will provide training. Contact information for this Government employee will be provided at the kick-off meeting. Proof of training, including a detailed listing of attendees, shall be provided to the KO. A nominal fee shall be charged to the Contractor for this training equal to 1-hour of Government time. The burden to complete this training is approximately 1-hour per training evolution. There are no restrictions to number of attendees in a given training evolution.

23.5.1 All costs associated with employee training and review must be included in the CLIN prices bid/offered for the underlying requirement. No other payments are authorized.

23.5.2 Contractor shall reimburse the Government for classroom OPSEC training. The established fee is $30 per face-to-face training session conducted. Contractor personnel may all attend the same training session; however, in the event of new hires, additional session(s) shall be required. Contractor shall submit payment to the US Treasury, Attention: Budget Officer, MSCoE G-8, 14000 MSCoE Loop, Ste 335, Fort Leonard Wood, MO 65473.

24. Definitions of Units and Terms:

24.1Each: Each (EA) is defined as an individual item.

24.2Vertical Feet: A vertical foot (VFT) of manhole shall be a measure of the actual linear footage (12”) measured vertically on the manhole.

24.3 Vertical Inch: A vertical inch (VIN) of manhole shall be the vertical measurement by the inch.

24.4 Square Feet: A square foot (SF) of the manhole shall be measured on the actual square foot of the interior surface of the manhole.

24.5 Diameter in Feet: The diameter in feet (DFT) of the manhole shall be measured as the inner diameter of the manhole.

24.6 Linear Feet: A linear foot (LF) of pipe or capping material shall be measured along the pipe trench. A linear foot (LF) of temporary piping for bypass pumping shall be measured along the length of the temporary piping.

24.7 Gallons Per Day: The gallons per day (GPD) of bypass pumping shall be measured by the flow rating of the pump required to provide the bypass pumping.

24.8 Acre: Acre is defined as 43,560 square feet of land projected on a horizontal plane.

SECTION 01300

SUBMITTALS

1. General: All items of equipment and/or materials that are defined or described in the contract require submission in accordance with this section. Brochures, samples, certificates of compliance, test reports, as applicable, shall be submitted by the Contractor to the Contracting Officer, and approval given by the Contracting Officer before any equipment or material is installed under this contract.

1.1. All of the data required shall be submitted prior to inclusion into the Work. Approval of materials and equipment requiring color selection will be withheld until all of the required information has been submitted and is in the hands of the Contracting Officer. All submissions must be in sufficient detail to adequately determine that the item will meet the requirements of this specification.

1.2. All submittals shall be transmitted to the Contracting Officer for review and approval within 30 calendar days after contract award date on Engineer Form 4025 in quadruplicate. The forms shall be completed as directed. No submittal will be accepted unless it is on the subject form. The forms will be furnished to the Contractor by the Government. All attachments to the transmittal form, such as catalog cuts, brochures, certifications, etc., shall be submitted in four (4) copies.

1.3. The Contractor shall complete and submit to the Contracting Officer for approval, five copies of ENG Form 4288 Submittal register. At a minimum, the submittal register shall include a listing of all items listed in paragraph 2 of this Section. This submittal register shall be provided with the initial set of submittals the Contractor submits for approval. ENG form 4288 will be furnished to the Contractor by the Government. This register will be maintained by the Government to insure that all required materials are submitted and approved IAW the contract requirements.

1.4. Scheduling: A minimum of 14 calendar days will be scheduled for review and approval of material submittals and possible resubmittal of any items subject to approval. For shop drawings submittals, a minimum of 21 calendar days will be allowed for review and approval and possible resubmittal. Unless otherwise specified in the contract, the Notice to Proceed with performance will be issued within 50 calendar days after contract award date. If shop drawings are required, Notice to Proceed with performance will be issued within 60 calendar days after contract award date. The scheduling shall be coordinated with the approved progress schedule.

2. MATERIAL APPROVAL SUBMITTALS:

At a minimum the following list of materials will require approval under the Contract Clause, FAR 52.236-5, titled Material and Workmanship. The Contracting Officer may require submission of additional materials as deemed necessary. If additional items are required to be submitted a revised ENG form 4288, SUBMITTAL REGISTER, shall be prepared by the Contractor and submitted with the additional material submittals. The Contractor shall not proceed with any work using materials which are subject to approval, until materials are approved.

DEMOLITION

PART 1 - GENERAL

1.1 SUBMITTALS: The procedures proposed for the accomplishment of this contract shall be submitted for approval. The procedures shall provide for safe conduct of the work, careful removal and disposition of materials indicated, protection of property which is to remain undisturbed, coordination with other work in progress, and timely disconnection of utility services. The procedures shall include a detailed description of the methods and equipment to be used for each operation, and the sequence of operations.

1.2 GENERAL REQUIREMENTS: The work includes demolition and/or removal of all construction indicated or specified. All materials resulting from demolition work, except as indicated or specified otherwise, shall become the property of the Contractor and shall be removed from the limits of Government property. Rubbish and debris shall be removed from Government property daily. Materials that cannot be removed from the installation daily shall be removed from the work sites and stored in the designated storage area provided to the Contractor. See paragraph 11, Section 01010.

1.3 DUST CONTROL: The amount of dust resulting from demolition shall be controlled to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted.

1.4 PROTECTION:

1.4.1 Protection of Existing Work: Before beginning any digging or demolition work, the Contractor shall carefully survey the existing work and examine the drawings and specifications to determine the extent of the work.

The Contractor shall take all necessary precautions to insure against damage to existing work to remain in place, to be reused, or to remain the property of the Government, and any damage to such work shall be repaired or replaced as approved by the Contracting Officer at no additional cost to the Government. The Contractor shall construct and maintain shoring, bracing, and supports as required. The Contractor shall insure that structural elements are not overloaded and be responsible for increasing structural supports or adding new supports as may be required as a result of any cutting, removal, or demolition work performed under any part of this Contract

1.5 BURNING: The use of burning at the project site for the disposal of refuse and debris will not be permitted.

1.6 USE OF EXPLOSIVES: Use of explosives will not be permitted.

1.7 AVAILABILITY OF WORK AREAS: Areas in which demolition work is to be accomplished will be available in accordance with the schedule established by the Contracting Officer.

PART 2 - EXECUTION

2.1 EXISTING FACILITIES:

2.1.1 Utilities: When utility lines are encountered that are not indicated on the drawings the Contracting Officer shall be notified.

2.2 DISPOSITION OF MATERIAL:

2.2.1 Material for Contractor Salvage: Material for Contractor salvage shall be stored as approved by the Contracting Officer. Salvage materials shall be removed from Government property before completion of the Contract. Material for salvage shall not be sold on the site.

2.3 CLEAN-UP:

2.3.1 Debris and Rubbish: Debris and rubbish shall be removed from area of work and job site as soon as possible.

2.3.2 Debris Control: Debris and Contractor salvage shall be removed and transported in a manner as to prevent spillage on streets or adjacent areas.

CLEARING AND GRUBBING

PART 3 EXECUTION

3.1 CLEARING

Clearing shall consist of the felling, trimming, and cutting of trees into sections and the satisfactory disposal of the trees and other vegetation designated for removal, including downed timber, snags, brush, and rubbish occurring within the areas to be cleared. Trees, stumps, roots, brush, and other vegetation in areas to be cleared shall be cut off flush with or below the original ground surface, except such trees and vegetation as may be indicated or directed to be left standing. Limbs and branches to be trimmed shall be neatly cut close to the bole of the tree or main branches.

3.2 GRUBBING

Grubbing shall consist of the removal and disposal of stumps, roots larger than 2 inches in diameter, and matted roots from the designated grubbing areas. Material to be grubbed, together with logs and other organic or metallic debris not suitable for foundation purposes, shall be removed to a depth of not less than 18 inches below the original surface level of the ground in areas indicated to be grubbed and in areas indicated as construction areas under this contract, such as areas to be cleared for roads. Depressions made by grubbing shall be filled with 3-inch clean rock and compacted to make the surface conform to the original adjacent surface of the ground.

3.3 DISPOSAL OF MATERIALS

3.3.1 Saleable Timber

3.3.1.1 The Government shall, by separate contract, harvest all saleable timber from the project site. All remaining timber, limbs, tops, stumps, and debris shall be cleared and disposed of by the Contractor off-Post.

1.2 DEFINITIONS

1.2.1 Degree of Compaction

Degree of compaction is expressed as a percentage of the maximum density obtained by the test procedure presented in ASTM D1557, for general soil types, abbreviated as percent laboratory maximum density.

1.2.2 Hard Materials

Weathered rock, dense consolidated deposits, or conglomerate materials which are not included in the definition of "rock" but which usually require the use of heavy excavation equipment, ripper teeth, or jack hammers for removal.

1.2.3 Rock

Solid homogeneous interlocking crystalline material with firmly cemented, laminated, or foliated masses or conglomerate deposits, neither of which can be removed without systematic drilling, drilling and the use of expansion jacks or feather wedges, or the use of backhoe-mounted pneumatic hole punchers or rock breakers;

also large boulders, buried masonry, or concrete other than sidewalks or pavement exceeding 1 cubic yard in volume. Removal of hard material will not be considered rock excavation because of intermittent drilling that is performed merely to increase production. Hard and compact materials such as cemented gravel, glacial till, and relatively soft or disintegrated rock that can be removed without continuous and systematic drilling will not be considered as rock. Rock excavation shall be considered a change site condition and require a modification to the contract. Excavation of the material claimed as rock shall not be performed until a unit price has been established and the material has been cross-sectioned by the Contractor and approved by the Contracting Officer. Common excavation shall consist of all excavation not classified as rock excavation.

All common excavation shall be performed at no additional cost to the Government. Excavation shall be by open cut.

1.3 SUBMITTALS

Government approval is required for submittals. The following shall be submitted in accordance with Section

01300 SUBMITTAL PROCEDURES:

Submit 15 days prior to starting work.

Test Reports

Sieve analysis of base rock material from samples of material delivered to site

Sieve analysis of 3-inch clean rock

Fill and backfill test

Select material test

Density tests

Moisture Content Tests

Granular Material: Certified copies of aggregate type and gradation showing compliance to appropriate specification.

1.4 DELIVERY, STORAGE, AND HANDLING

Perform in a manner to prevent contamination or segregation of materials.

1.5 QUALITY ASSURANCE

1.5.1 Utilities

Movement of construction machinery and equipment over pipes and utilities during construction shall be at the Contractor's risk. Perform work adjacent to non-Government utilities as indicated in accordance with procedures outlined by utility company. Excavation made with power-driven equipment is not permitted within two feet of known Government-owned utility or subsurface construction. For work immediately adjacent to or for excavations exposing a utility or other buried obstruction, excavate by hand. Start hand excavation on each side of the indicated obstruction and continue until the obstruction is uncovered or until clearance for the new grade is assured. Support uncovered lines or other existing work affected by the contract excavation until approval for backfill is granted by the Contracting Officer. Report damage to utility lines or subsurface construction immediately to the Contracting Officer.

PART 2 PRODUCTS

2.1 SOIL MATERIALS

2.1.1 Satisfactory Materials

Any materials classified by ASTM D2487 as GW, GP, GM, GP-GM, GW-GM, GC, GP-GC, GM-GC, SW, SP, free of debris, roots, wood, scrap material, vegetation, refuse, soft unsound particles, and frozen, deleterious, or objectionable materials. Unless specified otherwise, the maximum particle diameter shall be one-half the lift thickness at the intended location.

2.1.2 Unsatisfactory Materials

Materials which do not comply with the requirements for satisfactory materials. Unsatisfactory materials also include man-made fills, trash, refuse, or backfills from previous construction. Unsatisfactory material also includes material classified as satisfactory which contains root and other organic matter, frozen material, and stones larger than three inches or other materials that are determined by the Contracting Officer as too wet or otherwise unsuitable for providing a stable subgrade or stable foundation for structures. The Contracting Officer shall be notified of any contaminated materials.

2.1.3 Cohesionless and Cohesive Materials

Cohesion less materials include materials classified in ASTM D2487 as GW, GP, SW, and SP. Cohesive materials include materials classified as GC, SC, ML, CL, MH, and CH. Materials classified as GM, GP-GM, GW-GM, SW-SM, SP-SM, and SM shall be identified as cohesion less only when the fines are nonplastic (plasticity index equals zero). Materials classified as GM and SM will be identified as cohesive only when the fines have a plasticity index greater than zero.

2.1.4 Common Fill

Approved, unclassified soil material with the characteristics required to compact to the soil density specified for the intended location.

2.1.5 Backfill and Fill Material

ASTM D2487, classification GW, GP, GM, SW, SP, SM, with a maximum ASTM D4318 liquid limit of 35, maximum ASTM D4318 plasticity index of 12, and a maximum of 25 percent by weight passing ASTM D1140, No.

200 sieve.

2.1.6 Select Material

Provide materials classified as GW, GP, SW, or SP by ASTM D2487 where indicated. The liquid limit of such material shall not exceed 35 percent when tested in accordance with ASTM D4318. The plasticity index shall not be greater than 12 percent when tested in accordance with ASTM D4318, and not more than 35 percent by weight shall be finer than No. 200 sieve when tested in accordance with ASTM D1140.

2.1.7 Topsoil

Provide as specified in Section 02935 Turf.

2.2 ROCK MATERIALS

2.2.1 1-inch minus Type 5 base rock: Crushed limestone or dolomite conforming to the following gradation requirements:

2.2.2 3-inch clean rock: Limestone or dolomite having at least 10 percent retained on the 3-inch sieve and having less than five percent passing the 3/4-inch sieve.

2.2.3 1-inch clean rock: Limestone or dolomite having at least 10 percent retained on the 1-inch sieve and having less than five percent passing the 3/4-inch sieve.

2.3 UTILITY BEDDING MATERIAL

Except as specified otherwise in the individual piping section, provide bedding for buried piping in accordance with AWWA C600, Type 4, except as specified herein. Backfill to top of pipe shall be compacted to 95 percent of ASTM D698 maximum density. Plastic piping shall have bedding to spring line of pipe. Provide ASTM D2321 materials as follows:

a. Class I: Angular, 0.25 to 1.5 inches, graded stone, including a number of fill materials that have regional significance such as coral, slag, cinders, crushed stone, and crushed shells.

b. Class II: Coarse sands and gravels with maximum particle size of 1.5 inches, including various graded sands and gravels containing small percentages of fines, generally granular and noncohesive, either wet or dry. Soil Types GW, GP, SW, and SP are included in this class as specified in ASTM D2487.

2.4 BORROW

Obtain borrow materials required in excess of those furnished from excavations from sources outside of Government property.

3.1 PROTECTION

3.1.1 Shoring and Sheeting

Provide shoring, bracing, trench boxes and sheeting installed as necessary to protect workmen, banks, adjacent paving, structures, and utilities. In addition to Section 25 A and B of EM 385-1-1, include provisions in the shoring and sheeting plan that will accomplish the following:

a. Prevent undermining of pavements, foundations and slabs.

b. Prevent slippage or movement in banks or slopes adjacent to the excavation.

c. Shoring, bracing, and sheeting shall be removed as excavations are backfilled, in a manner to prevent caving.

3.1.2 Drainage and Dewatering

Provide for the collection and disposal of surface and subsurface water encountered during construction.

3.1.2.1 Drainage

So that construction operations progress successfully, completely drain construction site during periods of construction to keep soil materials sufficiently dry. The Contractor shall establish/construct storm drainage features (ponds/basins) at the earliest stages of site development, and throughout construction grade the construction area to provide positive surface water runoff away from the construction activity and/or provide temporary ditches, swales, and other drainage features and equipment as required to maintain dry soils, prevent erosion and undermining of foundations. When unsuitable working platforms for equipment operation and unsuitable soil support for subsequent construction features develop, remove unsuitable material and provide new soil material as specified herein. It is the responsibility of the Contractor to assess the soil and ground water conditions presented by the plans and specifications and to employ necessary measures to permit construction to proceed. Excavated slopes and backfill surfaces shall be protected to prevent erosion and sloughing. Excavation shall be performed so that the site, the area immediately surrounding the site, and the area affecting operations at the site shall be continually and effectively drained.

3.1.2.2 Dewatering

Groundwater flowing toward or into excavations shall be controlled to prevent sloughing of excavation slopes and walls, boils, uplift and heave in the excavation and to eliminate interference with orderly progress of construction. French drains, sumps, ditches or trenches will not be permitted within 3 feet of the foundation of any structure, except with specific written approval, and after specific contractual provisions for restoration of the foundation area have been made. Control measures shall be taken by the time the excavation reaches the water level in order to maintain the integrity of the in situ material.

3.1.3 Underground Utilities

Location of the existing utilities indicated is approximate. The Contractor shall physically verify the location and elevation of the existing utilities indicated prior to starting construction. The Contractor shall contact the Directorate of Public Works for assistance in locating existing utilities.

3.1.4 Machinery and Equipment

Movement of construction machinery and equipment over pipes during construction shall be at the Contractor's risk. Repair, or remove and provide new pipe for existing or newly installed pipe that has been displaced or damaged.

3.2 SURFACE PREPARATION

3.2.1 Clearing and Grubbing

Unless indicated otherwise, remove trees, stumps, logs, shrubs, brush and vegetation and other items that would interfere with construction operations within the clearing limits. Remove stumps entirely. Grub out matted roots and roots over 2 inches in diameter to at least 18 inches below existing surface.

3.2.2 Stripping

Strip suitable soil from the site where excavation or grading is indicated and stockpile separately from other excavated material. Material unsuitable for use as topsoil shall be stockpiled and used for backfilling. Locate topsoil so that the material can be used readily for the finished grading. Where sufficient existing topsoil conforming to the material requirements is not available on site, provide borrow materials suitable for use as topsoil. Protect topsoil and keep in segregated piles until needed.

3.2.3 Unsuitable Material

Remove vegetation, debris, decayed vegetable matter, sod, mulch, and rubbish underneath paved areas or concrete slabs.

3.3 EXCAVATION

Excavate to contours, elevation, and dimensions indicated. Reuse excavated materials that meet the specified requirements for the material type required at the intended location. Keep excavations free from water.

Excavate soil disturbed or weakened by Contractor's operations, soils softened or made unsuitable for subsequent construction due to exposure to weather. Excavations below indicated depths will not be permitted except to remove unsatisfactory material. Unsatisfactory material encountered below the grades shown shall be removed as directed. Refill with satisfactory material and compact to 95 percent of ASTM D1557 maximum density. Unless specified otherwise, refill excavations cut below indicated depth with satisfactory material and compact to 95 percent of ASTM D1557 maximum density. Satisfactory material removed below the depths indicated, without specific direction of the Contracting Officer, shall be replaced with satisfactory materials to the indicated excavation grade; except as specified for spread footings. Determination of elevations and measurements of approved over depth excavation of unsatisfactory material below grades indicated shall be done under the direction of the Contracting Officer.

3.3.1 Pipe Trenches

Excavate to the dimension indicated. During excavation, material satisfactory for backfilling shall be stockpiled in an orderly manner at a distance from the banks of the trench equal to 1/2 the depth of the excavation, but in no instance closer than 2 feet. Excavated material not required or not satisfactory for backfill shall be removed from the site. Grading shall be done as may be necessary to prevent surface water from flowing into the excavation, and any water accumulating therein shall be removed to maintain the stability of the bottom and sides of the excavation. The trench shall be excavated as recommended by the manufacturer of the pipe to be installed. Trench walls below the top of the pipe shall be sloped, or made vertical, and of such width as recommended in the manufacturer's installation manual. Where no manufacturer's installation manual is available, trench walls shall be made vertical. Trench walls more than 5 feet high shall be shored, cut back to a stable slope, or provided with equivalent means of protection for employees who may be exposed to moving ground or cave in. Vertical trench walls more than 15 feet high shall be shored. Trench walls which are cut back shall be excavated to at least the angle of repose of the soil. Special attention shall be given to slopes which may be adversely affected by weather or moisture content. The trench width below the top of pipe shall not exceed 24 inches plus pipe outside diameter (O.D.) for pipes of less than 24 inches inside diameter and shall not exceed 36 inches plus pipe outside diameter for sizes larger than 24 inches inside diameter. Where recommended trench widths are exceeded, redesign, stronger pipe, or special installation procedures shall be utilized by the Contractor. The cost of redesign, stronger pipe, or special installation procedures shall be borne by the Contractor without any additional cost to the Government. Grade bottom of trenches to provide uniform support for each section of pipe after pipe bedding placement. Tamp if necessary to provide a firm pipe bed.

Recesses shall be excavated to accommodate bells and joints so that pipe will be uniformly supported for the entire length. Rock, where encountered, shall be excavated to a depth of at least 6 inches below the bottom of the pipe. Stones of 3 inches or greater in any dimension, or as recommended by the pipe manufacturer, whichever is smaller, shall be removed to avoid point bearing.

3.3.2 Stockpiles

Stockpiles of satisfactory shall be placed and graded as specified. Stockpiles shall be kept in a neat and well drained condition, giving due consideration to drainage at all times. The ground surface at stockpile locations shall be cleared, grubbed, and sealed by rubber-tired equipment, excavated satisfactory and unsatisfactory materials shall be separately stockpiled. Stockpiles of satisfactory materials shall be protected from contamination which may destroy the quality and fitness of the stockpiled material.
