About this file
This is a Sources Sought Notice issued by the Mission Installation Contracting Command (MICC) at Dugway Proving Ground (DPG) seeking vendors capable of providing inspection and certification services for the Pyrotech Portable High Speed Deluge System (LMF-7489). The Government currently intends to award the contract on a sole source basis but is seeking competitive sources to support a potential competitive procurement. The anticipated NAICS code is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a corresponding size standard of $13 million. The Government particularly encourages responses from small businesses in all socioeconomic categories, including 8(a), SDB, HUBZone, SDVOSB, and WOSB concerns.
The required services include conducting a complete functional test of all system components (control panel, detectors, response modules, alarms, and monitoring systems), providing official safety certification guaranteeing the system's reliability and operational integrity to original design specifications, and supplying all technician labor, specialized test equipment, and travel. Because the Pyrotech system is a proprietary, brand-name safety system used in the Munitions Assembly Building for operations involving loose hazardous powders, proper inspection and certification require technicians with access to Original Equipment Manufacturer (OEM) proprietary technical data and specialized diagnostic equipment, typically available only to OEM-certified personnel. Interested vendors must submit a capability statement not exceeding five pages to laurel.j.brown7.civ@army.mil by August 4, 2026 at 10:00 AM Mountain Daylight Time. Responses should address firm information (UEI, CAGE code, business size, certifications), technical capabilities, prime versus subcontractor interest, relevant experience on similar requirements, commercial availability and pricing information, recommendations for structuring competition, and any concerns about competition restrictions. Vendors may also contact Scott Kukes, MICC Advocate for Competition, at scott.d.kukes.civ@mail.mil or 210-466-3015 to identify conditions unnecessarily restricting competition.

ACQUISITION PURPOSE AND OBJECTIVES:
The Government requires inspection and certification services to ensure the operational readiness and safety compliance of the Pyrotech Portable Deluge System. This deluge system is an essential piece of safety equipment required for all operations involving loose hazardous powders at the Munitions Assembly Building. Its proper function is critical to mitigating risks, and maintaining a certified, fully compliant safety system is mandatory to prevent an unacceptable risk of system failure during an emergency.
Because this is a proprietary, brand-name safety system, proper inspection and certification require technicians who have access to the Original Equipment Manufacturer’s (OEM) proprietary technical data and specialized diagnostic equipment, which is typically only available to OEM-certified personnel. Interested vendors must submit a capability statement demonstrating their ability to meet the Government’s requirement.
The Contractor shall furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the Performance Work Statement (PWS)/Performance Requirement Summary (PRS) and associated contract documents. Required services include:
• A complete functional test of all system components (control panel, detectors, response modules, alarms, and monitoring systems).
• Official safety certification guaranteeing the system's reliability and operational integrity to its original design specifications.
• Provision of all technician labor, specialized test equipment, and travel.
Please see attached draft PWS/ PRS for key deliverables and full details of this requirement.
