SOURCES SOUGHT SYNOPOSIS

THIS IS A Sources Sought Notice ONLY. The U.S. Government currently intends to award a contract for Maintenance and Repair of Wind Profilers and Radar Equipment on a “Sole Source Basis”, but is seeking vendors that may be able to supply the required equipment and perform installation/programming/setup for this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside.

The proposed contract type and any set aside strategy will be determined after proper market research has been conducted.

A signed FAR Part 6 Sole Source Justification and Approval (JA) will be completed if no other sources other than Manufacturer is identified.

The government intends to award the purchase and install of all equipment, on a Sole Source basis utilizing:

RADIOMETRICS CORPORATION

4909 NAUTILUS CT N STE 110

BOULDER CO 80301-3692

Radiometrics is the Original Equipment Manufacturer.

The FAR Authority and U.S. Code are: 6.302-1. Only one responsible source and no other supplies or service will satisfy agency requirements. This acquisition is conducted under the authority of United States Code (U.S.C.) 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1).

This is intended to be a Sole Source J&A for a specific manufacturer’s equipment. To the best of the government knowledge, these items are manufactured by and Service by Radiometrics Corp and are only available and maintained by Radiometrics Corp.

THIS NOTICE OF INTENT/SOURCES SOUGHT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry (GPE).

If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by 3:00 P.M. Mountain Standard Time, 30 August, 2019. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.

It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. The NAICS code is: 811219. SBA Size Standard is $20.5M Employees.

Acquisition purpose and objectives: To maintain, upgrade, or return to service critical meteorological sensing systems, including two radiometers, five radar wind profiles, and a Frequency-Modulated Continuous-Wave radar (FM/CW).

The Government requires detailed information about the atmospheric boundary layer (the lowest 1-2 km of the atmosphere). The radiometers provide information about the thermodynamic characteristics (temperature and humidity) in and above the boundary layer, and the radar wind profilers provide information about the dynamic characteristics (wind speed and direction) in and above the boundary layer. Together, the network of radiometers and radar wind profilers provide a detailed depiction of the atmospheric parameters in the boundary layer. The Frequency-Modulated Continuous-Wave (FMCW) boundary layer radar provides additional information about the depth and structure of the boundary layer.

Maintenance and repair tasks may be onsite at DPG or at Vendor location.

Training on functionality is also required on any newer software upgrades or hardware issues.

The Individual System tasks include:

1. Microwave Radiometer(s) These two units are currently working, calibrated at manufacture specified full performance. Each unit will require annual maintenance with a fixed list of actions. Any additional repairs will be done VIA a work order or on a Time and Material (T&M) basis.

2. 449 MHz Radar Wind Profilers. The Government has one (1) 449 MHz Radar Wind Profiler, which is operational and operated by current version of Red Hat Linux. The 440 MHz Radar Wind Profiler will require annual maintenance with a fixed list of actions. Any additional repairs will be done VIA a work order or on a T&M basis.

3. 924 MHz Radar Wind Profilers. The Government has four (4) 924 Radar Wind Profilers. These systems are operational and will require annual maintenance with a fixed list of actions. Any additional repairs will be done VIA a work order or on a T&M basis.

4. Frequency-Modulated Continuous-Wave (FMCW) Boundary Layer Radar. The Government has one (1) Frequency-Modulated Continuous-Wave (FMCW) radar which is operational and operating on windows 10. This system will require an annual maintenance with a fixed list of actions. Any additional repairs will be done VIA a work order or on a T&M basis.

This notice will be distributed solely through the Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition.

Coordinated pre-planning and communication can help minimize this impact. The notarized letters must be postal service mailed (not emailed or faxed) to the "Federal Service Desk" and must contain the information outlined in the SAM posted FAQ at: (https://www.gsa.gov/about-us/organization/federal-acquisition-service/office-of-systems-management/integrated-award-environment-iae/sam-update)
