Welcome Letter

Welcome to US Army Dugway Proving Ground. On behalf of the Soldiers, workforce and residents who work and live at Dugway, we are delighted you are interested in our installation.

Dugway serves as THE focal point for chemical and biological defense. It is a large, remote, high-desert closed post that employs approximately 1,450 military, government civilians and support contractors. State-of-the-art facilities and subject-matter experts are readily available to help customers with chemical or biological defense testing and training needs in areas such as protection, detection and decontamination to assist in improving capabilities to defend our military and support homeland security.

Dugway has all assets necessary to support the 1,000 residents of the small, close-knit community and infrastructure across the entire installation.

Environmental stewardship is high priority here. Abundant wildlife and vast terrain are protected in accordance with national environmental policies.

Dugway is continually working on restoration operations.

Utah National Parks

There are five national parks in Utah:

• Capitol Reef - Encompasses Waterpocket Fold, a huge warp in the earth’s crust.

• Arches - Preserves over 2000 natural sandstone arches.

• Canyonlands - A colorful maze of canyons, mesas and buttes.

• Bryce Canyon - A huge series of natural amphitheaters famous for it’s rock formations called “hoodoos”.

• Zion - Home to some of the most breathtaking geology in North America, you have to see it to believe it.

Things to do in Salt Lake

Salt Lake is a thriving city with plenty to keep you busy.

There are myriad recreational opportunities, including golf courses, city parks, municipal pools, Hogle Zoo, etc.

Salt Lake is home to the Utah Jazz, as well as the Salt Lake Bees and Real Salt Lake.

Many cultural events take place every year, including the Sundance Film Festival (in Park City) and Salt Lake International Jazz Festival. The Salt Lake Arts Council produces many public programs as well.

Other things to do in Tooele County

Be sure to check out the Deseret Peak Complex, located just northwest of Tooele. The complex features a number of indoor and outdoor tracks for BMX bikes, ATVs and dirt bikes. The complex also has softball fields, an archery park, miniature golf course and much more. For more info, visit http:// www.deseretpeakcomplex.com/.

Adjacent to the Deseret Peak complex, the Miller Motorsports Park is one of the finest road racing facilities in North America.

There are also pioneer and railroad museums, golf courses, parks and canyons.

Utah Skiing

Utah was home to the 2002 Winter Olympics, and has 12 world class ski resorts where snow enthusiasts can enjoy alpine and cross-country skiing, snowboarding and showshoeing. Eleven of them are within an hour of Salt Lake City.

Averaging 500 inches of light, dry powder annually; Utah features some of the best skiing in the world.

Housing

DPG provides a variety of on-post housing options. Dormitories and 2-bedroom housing units are available to single individuals, and 3-6 bedroom units and detached homes are available to families.

Because Dugway is somewhat remote, there is a high demand for on-post housing. Housing is subject to availability, and there is usually a lengthy waiting list.

On-Post Recreation

DPG tries hard to provide a variety of things to do on post:

• Fitness Center - A full-featured gym offering a basketball court, cardio room, indoor track, racquetball courts, weight room, aqua massage beds, and tanning beds.

• Swimming Pool - Open to all Dugway personnel and residents June through August.

• Library - Over 25,000 books, movies, audio books, etc.

• Craft Shop - Woodworking, ceramic, and lapidary (jewelry-making) equipment available to all Dugway residents.

• Outdoor Recreation Office - Offers rental equipment, group trips and more.

• Hunting - Hunting is permitted in designated areas on post under the jurisdiction of the Commander and Utah Department of Fish and Game.

For information about necessary permits and more, contact the Outdoor Recreation Office.

• Golf Course - 9-hole course open Tuesday-Sunday. Rentals available.

• Bowling Center - Open limited hours. Also available for group reservations.

• Movie Theater - Current films offered every weekend.

Schools

Dugway has both an elementary and a high school that are under the jurisdiction of the Tooele School District (www.tooele.k12.ut.us).

The size and location of Dugway dictates small class sizes (usually less than 20 students) which allows for individualized attention and a high quality of education.

Additionally, several child care and after-school programs are available:

• Family Child Care (FCC) - Care for children up to 12 years old in a home or small group setting.

• Child Development Center (CDC) - Care for children younger than school age.

• School Age Services (SAS) - After-school programs for grade school age children.

• Youth Services (YS) - After school programs for kids in middle and high school.

Dining

Breakfast and lunch are served Monday through Thursday at the Ditto Diner in the test area as well as the Community Club in English Village. A Subway sandwich shop is also available in English Village.

Hours and directions are included.

A limited selection of sandwiches, snack foods and microwaveable items is available at the Dugway Shoppette.

Dugway Mall

The Post Office, ATM, Dugway Federal Credit Union, Thrift Store, and Barber Shop/Beauty Salon are all located in the Dugway Mall.

Desert Lodge

The newly built Desert Lodge features 56 extended stay rooms, with kitchenettes, microwaves and safes in every room. Rooms also include standard hotel amenities.

Additionally, four family suites include dishwashers as well.

Guests are encouraged to register and make payments in advance.

Commissary

Dugway’s location allows all residents, including military, government civilian and contractor personnel to shop at the full-service commissary. Hours are Monday through Thursday from 11 a.m. to 7 p.m. and Friday and Saturday from 9 a.m. to 4:30 p.m. The commissary is closed on Sundays. For more information, call (435) 831-2164 during the hours listed above.

Attire

Utah’s climate can vary significantly from season to season, so visitors are advised to pack for high temperatures during the summer months, up to 100 degrees F, and cool temperatures at night. Light clothing and sunglasses, a rain jacket, and a long sleeved shirt, sweater, or jacket for the evening should be sufficient for summer visits. Spring and fall are mild, with winter temperatures averaging 30 degrees F. Wind speeds up to 60 mph are not uncommon on the ranges, with flash thunderstorms occurring frequently during the summer. No shorts, skirts or open-toe shoes are permitted on the range.

Transportation

Travel time from the Salt Lake City airport to the main gate at Dugway Proving Ground is approximately 1 hour, 30 minutes. Travel time from Tooele to the main gate at DPG is approximately 45 minutes. Refer to the maps included in this package for directions on both routes.

Use caution when travelling on the open range. It is not uncommon to see local livestock and wildlife on our open range, including deer and antelope, so please be cautious while driving.

Fuel Station

Be sure to fuel up at the Dugway Shoppette prior to departing the installation as it will be the only service station for 30 miles if traversing the mountain route to Tooele. If departing via Skull Valley the next available service station is over 50 miles away.

A limited selection of sandwiches, snack foods and microwaveable items is available at the Dugway Shoppette.

Health Screen

If your visit to the Test Center or Chemical Facility will require the use of a respirator or M40 gas mask, you are required to undergo a health screening and obtain a medical card.

Please call for an appointment two weeks in advance. For additional information, or to schedule an appointment, please contact the Health Clinic at (435) 831-2211.

Be aware that the Dugway Health Clinic has been relocated next to the Community Center, so please refer to the English Village map included in this packet for location.

Clearances

If you are a Foreign National contractor, contact the Intelligence Office one month prior to your arrival at DPG. All Foreign Nationals are required to be escorted at all times.

Tap Laundry

If your visit will require the use of Personal Protective Equipment (PPE), TAP Laundry can fit test you with M40 gas masks and respirators.

Emergency escape bottles and Toxicological Agent Protection (TAP) gear will be issued here as well. For additional information, please contact TAP Laundry at 435-831-5262.

Phone/Internet

AT&T is the only cell phone service provider at Dugway.

The DSN telephone prefix is 789. To call out from an office phone, dial 9, wait a second or two, then dial the number. Please note that calls to and from Tooele are local, while Salt Lake calls are long distance. You will need to use area codes when calling someone further away than Tooele.

To call Dugway from off-post, please dial (435) 831-xxxx, where xxxx represents the extension you are trying to reach. If calling from Tooele, omit the area code.

Internet access is available at the post Library in the Community Center building, and at the Desert Lodge.

Camel’s Back Mountain, Ditto Area

Range Control

Encompassing over 1,300 square miles, DPG is a vast installation. As safety is paramount, it is imperative that your whereabouts are known.

Prior to going west of the test area, you are required to clear access through Range Control. Contact them by radio (call sign “Range Control”), or telephone at (435) 831-5141. A West Test Area map is included in this packet for your reference.

Installation Access

All visitors should have a sponsor or point of contact prior to accessing Dugway. Your sponsor should meet you at the Main Gate, or place your name on the Visitor Roster.

Information needed to put a visitor on the roster is:

•Fullname
•Citizenship
•Rank/Agency
•Datesofvisit
•Reasonforvisit

Be ready to show your vehicle registration and driver’s license at the Main Gate. Ask you DPG sponsor or point of contact to request a Form 5 if you are going into the test area.

He or she should also indicate the area you will be visiting to obtain proper clearance on the Form 5. All forms and passes should be placed in the white box at the Main Gate exit when leaving the installation. Please remember all weapons, ammunition and cameras cannot be brought on Dugway without prior authorization.

Please keep in mind that many offices at DPG are open Monday through Thursday from 7 a.m. to 5:30 p.m. only.

Be aware that your vehicle may be searched upon entrance and is subject to search at any time while on the installation. An extended vehicle pass may be obtained for up to 90 days at Pass & ID Registration.

Please be aware that Dugway has a Chemical Agent Incident Response system. If at any time you hear a siren, please proceed to the nearest building and stay inside until cleared to leave.

Prohibited Items

The following items are not permitted past Access Control Point #2, and may be brought on post only with proper authorization:

• Cameras (or cell phones with cameras)

•Weapons
•Ammunition
•Alcohol

Stryker at Camel’s Back Mountain

Retreat

Every day at 5 p.m., Retreat is played and the flag is lowered. Military personnel must stop to render appropriate honors, and the same is expected of civilians. If in a vehicle, safely stop at the side of the road, exit your vehicle, and stand facing in the general direction of the flag. If the flag is not in clear view, face the direction of the music. If wearing a hat in civilian attire, remove it. If walking, stop and face in the general direction of the flag, or face the direction of the music. Retreat lasts less than two minutes.

Security

Dugway has diligent law enforcement officers who strictly adhere to seat belt use and speed limit signs. They also have a ‘Zero Tolerance’ drinking and driving policy. If you visit one of Dugway’s lounges and have too much to drink, contact the Dugway Police Department at X2933/2929 for a courtesy ride home.

Cell phone use while driving on Dugway is strictly prohibited.

Be aware that security and law enforcement have the authority to ticket anyone violating this policy.

Call (435) 831-2000 for information regarding inclement weather or other situations that might cause the installation to delay opening hours or be closed.

UXO

Unexploded Ordnance (UXO), may work its way back to the surface.

Visitors planning to embark past the ‘Y’ Ditto area must attend a UXO Range Hazard Orientation, a one-time requirement. If during the course of your travels you notice a suspicious item, DO NOT TOUCH IT! Mark the spot and contact law enforcement and security at 435-831-2933.

Cameras

Please observe the following rules regarding photography at Dugway:

• Cameras and camera cell phones are not allowed past Access Control Point #2. Camera passes are issued on a very limited basis. If necessary, coordinate with your DPG POC to obtain.

Foreign visitors will not be issued a camera pass or allowed to take photographs while on the installation.

• Photos of the main gate are strictly prohibited.

1. Travel south on Route 36 (Main Street, Tooele)

2. Continue through Tooele and Stockton

3. Turn right onto Route 199

4. Follow 199 over Johnson’s Pass to Dugway Proving Ground

Note: there are no services between Stockton and Dugway. Please make sure you have enough gas.
