C.1 Introduction

C.1.1 Project Title

Repairs for Fire Stations Crew Rest Facilities

C.1.2 Background

The sleeping quarters lack the required backup power and communications systems for Dorm Rooms as required by UFC 4-730-10, Fire Stations, to ensure rapid response to emergencies by fire department personnel in the facility. Repairs are necessary to mitigate negative impacts to emergency response times.

C.1.3 Summary of Work

C.2 General Requirements

This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort.

C.2.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It is the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it is the contractor's responsibility to notify the KO immediately.

C.2.2.1.3. Ensuring customer satisfaction and professional and ethical behavior of all contractor personnel.

C.2.2.2 Project management and coordination includes, but may not be limited to: Scheduling of all work, coordinating delivery of materials, quality control testing, request for an excavation permit, requesting blue staking of utilities, request for a hot-work permit, inspections of the work, coordination for scheduling road closures, and coordination for scheduling utility outages

C.2.2.3 A delay cannot be claimed due to the Contractor's lack of coordination of the work and any testing, inspection, permit or blue staking requests, road closures, utility outages, and etc.

C.2.2.4 Contractor-Furnished: The contractor is responsible for furnishing all supplies, equipment, facilities and services required to perform the Work, including but not limited to the following:

C.2.2.4.1 Temporary utilities including electricity, i.e., generated power. See 4.1.7 for additional requirements.

C.2.2.4.2 Electrical Power Cords: Provide grounded extension cords with receptacle outlets equipped with ground-fault circuit interrupters, reset button, and pilot light for connection of power tools and equipment. Use hard-service cords where exposed to abrasion and traffic.

Provide waterproof connectors to connect separate lengths of electric cords if single lengths will not reach areas where construction activities are in progress. Do not exceed safe length-voltage ratio.

C.2.2.4.3 Lamps and Light Fixtures: Provide general service lamps of wattage required for adequate illumination. Provide guard cages or tempered-glass enclosures where exposed to breakage. Provide exterior-rated fixtures when exposed to moisture.

Keep these working as-built marked drawings current on a weekly basis and at least one set to be available on the jobsite at all times. Changes from the contract plans which are made in the work or additional information which might be uncovered in the course of construction must be accurately and neatly recorded as they occur by means of details and notes. Prepare final record (as-built) drawings after the completion of each definable feature of work as listed in the Contractor Quality Control Plan (Foundations, Utilities, Structural Steel, etc., as appropriate for the project).

C.2.14.3.2.2 Information shown on the working and final record drawings shall include but is not limited to the following:

5) The topography, invert elevations and grades of drainage installed or affected as part of the project construction.

6) Changes or modifications which result from the final inspection.

7) Where contract drawings or specifications present options, show only the option selected for construction on the final as-built prints.

8) Systems designed or enhanced by the Contractor, such as HVAC controls, fire alarm, fire sprinkler, and irrigation systems.

C.2.14.3.2.3 Modify the record drawings as may be necessary to correctly show the features of the project as it has been constructed by bringing the contract set into agreement with approved working as-built prints, and adding such additional drawings as may be necessary. These working as-built marked prints must be neat, legible and accurate. These drawings are part of the permanent records of the project and must be returned to the Contracting Officer after approval by the Government.

C.2.14.3.2.4 Provide electronic copies of the record drawings in both PDF and AutoCAD compatible format. Verify AutoCAD format version with the COR. Only employ personnel proficient in the preparation of CADD drawings to modify the contract drawings or prepare additional new drawings. Additions and corrections to the contract drawings must be equal in quality and detail to that of the originals. Line colors, line weights, lettering, layering conventions, and symbols must be the same as the original line colors, line weights, lettering, layering conventions, and symbols. If additional drawings are required, prepare them using the specified electronic file format(s). The title block and drawing border to be used for any new final record drawings must be identical to that used on the contract drawings. Accomplish additions and corrections to the contract drawings using CADD files. The Contractor will be furnished "as-designed" drawings in AutoCAD format. The electronic files will be supplied on compact or DVD disc. Provide all program files and hardware necessary to prepare final record drawings.

(i.e., 98-C-10-.DWG). Use only those renamed files for the Marked-up changes. Make all changes on the same layer/level as the original item.

C.2.14.3.2.7 When final revisions have been completed, show the wording "RECORD

DRAWINGS/AS-BUILT CONDITIONS" followed by the name of the Contractor in letters at least

3/16 inch high on the cover sheet drawing. In the revision block, mark all other contract drawings either "RECORD" drawing denoting no revisions on the sheet or "REVISED

RECORD" denoting one or more revisions.

Government facilities. Ensure that Contractor employees entering Army-controlled installations or facilities have obtained access badges and passes IAW installation and facility regulations and that these badges and passes are obtained in advance in order to avoid delaying contracted services (see paragraph 4.1.2.3.12 Security Badge Requirements for additional information). Delay caused by Contractor failure to obtain badges and passes in advance will not be a basis for claim by the Contractor. Return all issued US Government Common Access

Cards (CAC), installation badges, and/or access passes to the COR when the contract is complete or when a Contractor employee no longer requires access to the installation or facility.

Comply with all personnel identity verification procedures. If the COR determines that the

Immediately report any occurrences of lost or duplicate keys/key cards to the

KO. In the event keys, other than master keys, are lost or duplicated, the Contractor, upon direction by the KO, is responsible for re-keying or replacement of the affected lock or locks; the

Government may, at its discretion, replace the affected lock or locks or perform re-keying. When the Government replaces locks or performs re-keying, the total cost of the re-keying or replacement will be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, the Government will replace all locks and keys for that system, and the total cost deducted from the monthly payment due the Contractor. The Contractor is responsible for prohibiting the use of Government issued keys/key cards by any persons other than Contractor employees. The opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the KO is prohibited.
