The configuration of the controllers, data collection, and chamber operation shall satisfy the given specifications, and the equipment shall meet the standards of performance and quality as specified.

1 Introduction

It is the intent of the government to procure ten (10) cRIO-9068 environmental chamber controllers over a three year period. With year one (FY 17) procuring four (4) cRIO-9068s; year two (FY 18) procure three (3) cRIO-9068s; and year three (FY 19) procure three (3) cRIO-9068s. The cRIO-9068s would be installed into each of the 300 series chambers, and each chamber would be acceptence tested. The contract will be a three year contract with CLINs to be funded in each of the three years.

1.1 Mission

U.S. Army, Dugway Proving Ground (DPG), West Desert Test Center (WDTC) is the Major Range and Test Facility Base (MRTFB) for conducting Chemical, Biological, and Smoke & Obscurant testing.

1.2 Background

WDTC developed a Technical Upgrade Master Plan for MIL-STD-810 operations. As part of this master plan a number of areas were identified as requiring the procurement of new equipment, specialty chambers, and sustainment required to support WDTC’s test mission. One of the items identified for major sustainment is the 300 Series Chamber controllers. The current chamber controllers have a life of about 5 years and WDTC is in year 11 with the old controllers.

1.3 Objective

It is the objective of WDTC to procure a contract to have the 300 Series chamber controllers replaced with cRIO-9068s controllers. And to have the controllers installed and configured to operate the 300 series chambers in accordance with (IAW) temperature and humidity controls as required in conducting MIL-STD-810 operations in support of the chemical, biological, and smoke & obscurant mission.

1.4 Scope

This Statement of Work (SOW) details the task required to provide the required labor, material, equipment and services to fabricate, deliver, program and install a cRIO-9068 controller in each of the 300 series chambers. The contractor quote shall include preliminary design. 4 Special Requirements

This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.

4.1 Security and Safety

ATTENTION:

REAL ID Act – 5 Jan 2016 Background: The REAL ID Act of 2005 establishes minimum standards for the production and issuance of state-issued driver licenses and identification cards which include requirements for a photograph and certain biographic information, such as name, DOB, gender, height, eye color & address. State-issued driver licenses and identification (ID) cards from states not meeting the standards cannot be used for accessing Federal facilities beginning 10 Jan 2016, unless the issuing state’s compliancy deadline has been extended by the Department of Homeland Security (DHS).

As of 31 Dec 2015, DHS indicates Driver Licenses and ID cards from the following states are not compliant with the standards of the REAL ID Act:

Illinois, Minnesota, Missouri, New Mexico and Washington

23 other states are pursuing compliancy for their programs and have an extended compliancy deadline of 10 Oct 2016; Alaska, California, New Jersey and South Carolina are included in the extended compliancy deadline list.

Current Status: Since many states are not yet compliant with the Act, DoD is pending a final policy implementation date. Once final implementation guidance is received from DoD, visitor control centers will no longer accept a non-REAL ID driver’s license for vetting without an additional form of identification which is specified in Directive Type Memorandum (DTM) 09-012, Attachment 4:

• United States Passport or United States Passport Card

• Permanent Resident Card/Alien Registration Receipt Card (Form I-551)

• Foreign passport with a temporary (I-551) stamp or temporary (I-551) printed notation on a machine readable immigrant visa

• Employment authorization document that contains a photograph (Form I-766)

• In the case of a nonimmigrant alien authorized to work for a specific employer incident to status, a foreign passport with Form I-94 or Form I-94A bearing the same name as the passport and containing an endorsement of the alien’s nonimmigrant status, as long as the endorsement has not yet expired and the proposed employment is not in conflict with any restrictions or limitations identified on the form.

• Current/valid driver’s license from a Real ID Act-compliant state or state with a REAL ID Act extension for implementation

• Driver License or ID card issued by Federal or Local Government Agencies meeting REAL ID standards with photo, name, DOB, gender, height, eye color & address

• School identification card with a photograph

• U.S. Military or draft record

• U.S. Coast Guard Merchant Mariner Cards• Transportation Worker Identification Card

• Native American Tribal Document

All persons requesting unescorted access will continue to be vetted through the National Crime Information Center, prior to being issued a locally produced ID or pass. If a visitor requesting access does not have REAL ID Act compliant form of identification and cannot provide supplemental identity proofing documents, they must be escorted at all times while on the installation.

For the most current information concerning state-by-state compliance with the REAL ID Act, please visit https://www.dhs.gov/ current-status-states-territories.
