Questions and Answers for the W911S6‐16‐R‐0004 Waste Water

A. Question posted after site visit:

1. Contractor Question:

Please let us know the flow to be treated in gpm (gallons per minute) or is it a batch at a time?

Answer: Batch at a time currently.

Georgia has a max demand of 500L during any one hour and Wyoming has a max demand of 3000L during any one hour. There are other peripheral systems that could add 20% additional demand.

2. Contractor Question: Is it intermittent as in sporadic or is it continuous?

Answer: It is sporadic at the current time.

The waste supply to this system would be considered intermittent/sporadic, but the re‐supply of treated water back into the system should be designed to be continuous. It is the responsibility of the contractor to propose a functioning/controllable system that maximizes re‐supplied water for each of these facilities.

3. Contractor Question: Is the bacteria content IDLH?

Answer: No, the bacteria content is not IDLH (immediate danger life and health).

4. Contractor Question: Can the filtrate be disposed on Dugway?

Answer: The filtrate is disposed on Dugway.

B. Question posted after Site Visit

1. Contractor Question: In the (Statement of Objectives (SOO)) Performance Work Statement (PWS), Section 2 states that there are no security clearance requirements; Section 4.1 paragraph 3 states that all personnel hold a Secret level clearance and some positions require Top Secret clearance. What if any security level is required? What training is required? There are references to TARP; ATEC annual security awareness training; AT level 1 training; iWatch training; OPSEC training. Which of these is required and how long does each course take to complete? Not required for this contract.

Clarification: Please remember that the Statement of Objective for what the government requires through the objectives, and requires the contractor to provide a contractor statement of work (CSOW) to be incorporated into the contract at time of award.

Answer: In the Statement of Objectives (SOO), the Section 2, is a template information that is not required for this requirement. So you may state this as an exemption in your response. The training is not required, the SOO Section 2 is a template and is not required for this contract and may be added to your exemptions when writing Statement of Work.
