Dugway is a remote location approximately 100 miles West from Salt Lake City UT. The location of the Special Program Buildings is approximately 35 miles from the front gate. The facility does not have a source for water. Water is brought in by truck to the facility for use.
Electricity is available at the site. The two buildings are named Wyoming and Georgia.
Accomplishment of the results contained in this Statement of Objectives requires work at Dugway Proving Ground or Contractor’s Work Site. Normal workdays are Monday through Thursday except US Federal Holidays. Workers typically work eight 10 hours per day, 40 hours per week. . Core hours of work are from 0700 to 1730 daily. All employees are expected to be available during core hours.
NORMAL WORK HOURS
U.S. Army Dugway Proving Ground operates on a four (4) day work week, Monday through Thursday, from 7:00 A.M. to 5:30 P.M. (local time) except for Federal Holidays. Deliveries will be accepted on regular scheduled work days between 7:00 A.M. and 4:30 P.M. (local time). The following Federal Holidays are observed:
(a) January 1st (f) 1st Monday in September
(b) 3rd Monday in January (g) 2nd Monday in October
(c) 3rd Monday in February (h) November 11th
(d) Last Monday in May (i)4th Thursday in November
(e) July 4th (j) December 25th When any of the above holidays fall on a Sunday, the following Monday will be observed as the holiday; when a holiday falls on a Friday or Saturday the preceding Thursday is observed as the holiday.
2.8 Travel
The only travel that should be required for this effort is travel to and from Dugway Proving Ground which will be fully burdened by the contractor.
2.9 Contractor Access to DPG
Access to U.S. Army Dugway Proving Ground (DPG) requires that Contractor employees voluntarily submit personal data (e.g., name, social security number, etc.) when applying for a DPG Identification Card or temporary access pass. This information is routinely used by DPG Law Enforcement and Security personnel to conduct drivers license and criminal history / background checks. Adverse information revealed by such checks (e.g., outstanding criminal warrants, criminal history indicating a potential risk to DPG Installation security, or similar negative information indicating a potential security and/or Law Enforcement risk to DPG), may result in a denial of access and/or reentry to U.S. Army Dugway Proving Ground.
Delays caused by any adverse employee information do not constitute a basis for claim by the Contractor. It is the Contractor’s responsibility to assure all personnel scheduled to work on the installation have acceptable backgrounds.
3.0 Period of Performance
Contract completion shall be approximately 120 days from time of award..
4.0 Place of Performance
SEE Section 2.7 above.
5.0 Background
The facilities have no human waste, all waste generated is part of a biological production and research process. Currently, both Georgia and Wyoming buildings use water transported from a site 10 miles from the buildings, and then placed in each facilities holding tanks. The water is from a potable source on Dugway Proving Ground. The processes use approximately 5,000 to 10,000 gallons of water per week but only run on the average of 12-18 times per year. The reason the systems are not ran as much as needed is due to the lack of water and the cost of having water and waste water shipped to and from the sight. The contaminated water is drained off into separate holding tanks. Chlorine (pool shocking type chemical) is used on the contaminated water to disinfect/sterilize the water. The water is then tested for contaminates by Government personnel, and drained into an evaporation pond outside the facility. Electricity is available at the sight.
6.0 Performance Objectives:
The contractor shall provide a Contractor Statement of Work (CSOW) based on the below statements of objectives to include all language enclosed in this SOO or identify exemption in the proposal and CSOW.
The objective of the requirement is to have two waste water recycling systems (one for each building) which reduce water use at Special Programs Divisions' biological testing facilities by 75% within the existing power and holding tank capabilities. This effort shall require the contractor to analyze, design and build, and ultimately train Government/Contractor personnel on the operation of the new waste water systems. At a minimum the new systems shall capture, treat and re-introduce waste water back into the into a biological production system’s supply water holding tank.
6.1 The Contractor shall provide waste water recycling systems for Wyoming and Georgia Buildings that provide water that match drinking water quality as noted in Table 1 below and complies with all federal, state or local standards before being re-introduced back into the main tanks
a. The water coming back into the system shall match the following drinking water quality in the Table 1. The Wyoming Facility and Georgia Facility shall be considered separate efforts. Reference: https://www.epa.gov/sites/production/files/2014-12/documents/utwqs.pdf and the following charts are the latest results:
Table 1
The contractor shall conduct an assessment and detail a cost effective modification to the existing systems to ensure the proper operation and water quality of the water recycled, provide an implementation plan, and upon Government approval install the water recycling system and test for proper operation and water quality. The deliverables are made in accordance with Section 6 schedule at 95% on time identification of any issues and on-time resolution of a problem.
Deliverable A006, A007
6.2 The contractor shall provide a drawing package with the CSOW for the water from 3.1 to fill the existing supply tanks and augments the control systems with the water supply.
The drawing package consist of the following documents: Drawings, Piping and Instrumentation Diagram (PI&D), Specifications, and Instructions Manuals
Deliverable A001, A004, A006, A007
6.3 The Contractor shall either purchase or fabricate and install a waste water recycling system for each designated building.
The contractor shall use the drawing package from 3.2 to make any modifications within existing systems to ensure the proper operation of the water recycling system, install the water recycling system and test for proper operation. The Wyoming building waste water recycling system is subject to availability of funds (SAF).
Deliverables A002 (For each system), A009 (For each system)
6.4 The Contractor shall provide training for waste water recycling systems.
If both systems are identical the contractor is only required to provide training for one system, if there are any differences training on both of the systems will be trained. The performance standard is 100% completion of this task. There will be a range up to four Government personnel to be trained.

7.0 Contraints:
This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
4.1 Security and Safety
This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
ATTENTION:
REAL ID Act – 5 Jan 2016 Background: The REAL ID Act of 2005 establishes minimum standards for the production and issuance of state-issued driver licenses and identification cards which include requirements for a photograph and certain biographic information, such as name, DOB, gender, height, eye color & address. State-issued driver licenses and identification (ID) cards from states not meeting the standards cannot be used for accessing Federal facilities beginning 10 Jan 2016, unless the issuing state’s compliancy deadline has been extended by the Department of Homeland Security
(DHS).
As of 31 Dec 2015, DHS indicates Driver Licenses and ID cards from the following states are not compliant with the standards of the REAL ID Act:
Illinois, Minnesota, Missouri, New Mexico and Washington
23 other states are pursuing compliancy for their programs and have an extended compliancy deadline of 10 Oct 2016; Alaska, California, New Jersey and South Carolina are included in the extended compliancy deadline list.
Current Status: Since many states are not yet compliant with the Act, DoD is pending a final policy implementation date. Once final implementation guidance is received from DoD, visitor control centers will no longer accept a non-REAL ID driver’s license for vetting without an additional form of identification which is specified in Directive Type Memorandum (DTM) 09- 012, Attachment 4:
• United States Passport or United States Passport Card
• Permanent Resident Card/Alien Registration Receipt Card (Form I-551)
• Foreign passport with a temporary (I-551) stamp or temporary (I-551) printed notation on a machine readable immigrant visa
• Employment authorization document that contains a photograph (Form I-766)
• In the case of a nonimmigrant alien authorized to work for a specific employer incident to status, a foreign passport with Form I-94 or Form I-94A bearing the same name as the passport and containing an endorsement of the alien’s nonimmigrant status, as long as the endorsement has not yet expired and the proposed employment is not in conflict with any restrictions or limitations identified on the form.
• Current/valid driver’s license from a Real ID Act-compliant state or state with a REAL ID Act extension for implementation
• Driver License or ID card issued by Federal or Local Government Agencies meeting REAL ID standards with photo, name, DOB, gender, height, eye color & address
• School identification card with a photograph
• U.S. Military or draft record
• U.S. Coast Guard Merchant Mariner Cards• Transportation Worker Identification Card
• Native American Tribal Document
All persons requesting unescorted access will continue to be vetted through the National Crime Information Center, prior to being issued a locally produced ID or pass. If a visitor requesting access does not have REAL ID Act compliant form of identification and cannot provide supplemental identity proofing documents, they must be escorted at all times while on the installation.
For the most current information concerning state-by-state compliance with the REAL ID Act, please visit https://www.dhs.gov/ current-status-states-territories.
