About this file
This is a Presolicitation document for a multiple-award Blanket Purchase Agreement (BPA) suite for commercial landscaping, grounds maintenance, and equipment repair supplies at Fort Drum, NY. The Government intends to establish parallel BPAs with a five-year ordering period under FAR Part 12 commercial acquisition procedures. All awardees must maintain a physical, fully stocked commercial storefront within a 120-mile driving radius of Fort Drum to ensure immediate response times for critical facility maintenance and minimize Government downtime and travel costs; storefronts outside this radius do not meet minimum requirements and will not be considered.
The BPA suite encompasses four product categories: Category 1 covers landscaping, grounds, and forestry maintenance equipment, replacement parts, consumables, and agricultural supplies; Category 2 includes facilities, infrastructure, and environmental protection materials and containment systems for HAZMAT storage and spill response; Category 3 covers industrial tools, machinery, and consumables including hand and power tools, portable machinery, lubricants, and spraying components; and Category 4 includes fleet maintenance, heavy machinery, and safety equipment such as replacement parts, filters, accessories for vehicles and heavy equipment, PPE, and traffic safety devices. Subcontracting is not permitted. Interested vendors must submit their Entity Name, SAM.gov UID, CAGE Code, and storefront address to mary.e.summerlin3.civ@army.mil, jeffery.l.frans.civ@army.mil, and ernie.a.ixtlahuac.civ@army.mil with Notice ID "W911S227Q5331, Roads and Grounds Equipment and Maintenance BPA" in the email subject line.

1. Description of Requirement
The Government intends to establish a multiple-award suite of Blanket Purchase Agreements (BPAs) for commercial off-the-shelf general landscaping, grounds maintenance, and equipment repair supplies. The Contracting Officer conducts this procurement as a commercial acquisition under the streamlined procedures of RFO FAR Part 12.
2. 120-Mile Local Pickup Constraint
To ensure immediate response times for critical facility maintenance and to minimize Government downtime and travel costs, the Government requires that all awardees possess a physical, fully stocked commercial storefront within a 120-mile driving radius of the designated facility at Fort Drum, NY. Storefronts located outside of this driving radius do not meet the minimum requirements, and the Contracting Officer will not consider them for a BPA. Immediate local pickup represents a mandatory operational business necessity.
3. Broad-Class BPA Scope and Item Categories
The BPAs will cover four primary general supply categories of commercial products to support daily and emergency facility operations. The table below defines these categories:
Category Number
BPA Product Category
Includes (but not limited to) the following items:
Category 1 Landscaping, Grounds, and Forestry Maintenance
