About this file
This is a Justification and Approval (J&A) document for a sole source procurement of 4,400 gallons of liquid runway deicer from Seneca Mineral for $29,000.00 at Wheeler-Sack Army Airfield located at Fort Drum, NY. The document was issued in September 2021 under control number 002-25.
The urgent sole source procurement was necessitated by an unforeseen increase in flight operations following the January 20, 2025 Presidential Inauguration, when several Fort Drum units were alerted for deployment. This, combined with returning units from deployment and severe winter weather conditions, depleted the existing runway deicer supply. While Fort Drum normally procures deicer through competitive Small Business BPAs, this emergency purchase was authorized via verbal communication on January 24, 2025 to ensure continued airfield operations through January 25-26. The J&A cites authority under FAR 13.106-1(b)(1)(i) and notes that Seneca Minerals was selected based on their history of quick, efficient delivery at fair market prices.

Sole Source Justification and Approval Under FAR 13.501
1. Contracting Activity: U.S. Army Mission and Installation Contracting Command (MICC)-Fort Drum, 4205 Po Valley Road.
2. Description of Action: Fort Drum DPW requires the purchase of 4400 gallons (EST) Liquid Runway Deicer.
3. Description of Supplies/Services: 4,400 gallons of liquid runway deicer.
4. Authority Cited: 41 U.S.C. 3304(a)(2), as implemented by Federal Acquisition Regulation (FAR) Part 13, specifically FAR 13.106-1(b)(1)(i).
5. Reason for Authority Cited: Due to and unforeseen increased volume of flights out of Wheeler-Sack supply of liquid runway deicer has been depleted. It is vital for the function of Wheeler-Sack and a lack of liquid runway deicer will hinder the Army’s Global mission capabilities. After the Presidential Inauguration on January 20, 2025 several Fort Drum units were alerted for deployment drastically increasing the need for liquid deicer as several additional flights were being coordinated. The amount of deicer had already been increased due to returning units from deployment. Other factors include limited ability to store liquid deicer. This is being addressed for the future.
Weather was an additional factor not only were the number of flights increased but weather in our area has seen several inches of snow and extremely cold temperatures over the last few weeks. The airfield would not have enough for the weekend of 25-26 January 2028.
6. Efforts to Obtain Competition: None, exception under FAR 5.202(a)(2) applies.
7. Actions to Increase Competition: Due to urgent and compelling circumstances this requirement could not be competed. However, every other purchase of liquid runway deicer is competed using a BPA suite for liquid runway deicer the Fort Drum MICC holds.
8. Market Research: Market research was limited, this is frequently purchased so previous market research is applicable. Fort Drum has 2 active Small Business BPA holders for this type of supply purchase.
