W911S223B8000 Responses (#2) to Requests for Information (RFI)
NOTE: As a result of these RFI’s, an updated Statement of Work (SOW), dated 29 March 2023 has replaced the SOW dated 18 January 2023. All changes with the updated SOW are identified in Bold, Red font.
RFI #1: Regarding the release of task orders following award of this overall 5-year contract, are all individual task orders fully designed and stamped by the Government before being released? Please confirm that no stamped design is required by the contractor after task orders are issued as this is not addressed in the SOW.
Response: No, projects under the contract will not be fully designed and stamped by the Government. Contractor plans will not require a P.E. stamp.
RFI #2: After the overall 5-year contract is awarded and task orders are issued, please further clarify the process of negotiating an individual project’s cost? Will the Government post all applicable features of work and associated quantities when design plans are issued as part of the task order RFP, or is the contractor responsible for quantity takeoffs on plans that are then compared to internal Government estimates and negotiated before a task order award is made?
Response: Task Orders will not be negotiated. The Government will issue Task Orders in accordance with FAR Clauses 52.216-18 (Ordering), 52.216-19 (Order Limitations) and 52.216-21 (Requirements – Alternate I).
RFI #3: After the overall 5-year contract is awarded and task orders are issued, should features of work be present in a specific task order that are not listed in the Detailed Pricing Schedule, would those features of work be negotiated on a per task basis as a lump sum?
Response: Task Orders will only include work described in the Statement of Work.
RFI #4: For bidding purposes, does the Government have an assumed quantity of individual task orders and magnitude in cost range of individual task orders for a single given year of the total 5-year contract?
Response: Contractors are to bid based on the total estimated quantities specified in the solicitation. As specified in W911S223B8000, in accordance with DFARS 236.204, the project magnitude is between $10,000,000 and $25,000,000.
RFI #5: SOW Section 1.d.8 Hot Mix Asphalt (HMA) Paving states “HMA pavement shall be provided and installed in accordance with NYSDOT Standard Specifications for Type F2 conditions”. Please confirm the NYS DOT Standard Specification (SS) year and month that is being referenced and used for this 5-year contract.
Response: NYSDOT Standard Specifications dated 1 January 2023. See updated SOW which corrects NYSDOT Items consistent with the 1 January 2023 NYSDOT Standard Specifications.
RFI #6: Should temporary pavement markings be required during construction, would the Government view those temporary markings as a MPT item that is included in the Contractor’s General Requirements %, or would temporary markings be accounted for per the applicable unit cost rate as listed in Attachment 2 (items 0009A thru 0009M)?

Response: Contractor prepared MPT plans that include temporary pavement markings are included in the contractor’s percentage for General Requirements. Government prepared MPT plans that include temporary pavement markings will be included in the Task Order line items ordered for the applicable line items 0009A through 0009M.
RFI #7: SOW Section 1.d.12 Airfield Pavement Crack and Concrete Joint Repair and Sealing describes the new joint sealant being required as “equal to or better than General Services Administration Federal Specifications (SS-S-1401C or SS-S-1614A, as applicable) or as per ASTM Specifications ASTM D6690 or ASTM D7116 as applicable”. All above references are for a hot-applied sealant. Would the Government consider a cold applied Dowsil 890-SL Silicone joint sealer as an acceptable alternative in lieu of the hot-applied sealant stated in the SOW? Attached is a technical data sheet for this product. Note that this cold-applied product has been recently specified and used at concrete paved areas for the 174th Air National Guard at Hancock for similar joint repair.
Response: No. Compete concrete joint repair and sealing shall be in accordance with contract requirements.
