About this file

This memorandum details the results of an industrial hygiene sampling event conducted at Flight Simulator Building 2049 on Fort Drum. The sampling tested for hexavalent chromium, lead, and asbestos. Analysis found hexavalent chromium and lead above established exposure limits in some samples. Asbestos was found only in trace amounts below 1% in all samples tested. The memorandum instructs posting the attached sample results for employee review and provides contact information for questions.

MEMORANDUM FOR: Timothy R. McDougall Jr. – Supervisor Training Instructor (Flight Simulation)

SUBJECT: Sampling at Flight Simulator Building 2049

References: AR 40-5, 25 May 2007, Preventive Medicine; DA PAM 40-503, 2 April 2013, the Army Industrial Hygiene Program; OSHA 1910.1025 Toxic and Hazardous Substances; OSHA 1910.1026 Hexavalent Chromium; Environmental Protection Agency (EPA) Toxic Substance Control Act 40 CFR 745.227 Work Practice Standards for Conducting Lead-based activities; OSHA 1926.1101 Asbestos; OSHA, Polarized Light Microscopy of Asbestos Publication T-ID191-FV-01-9502-PM; TG 141 Industrial Hygiene Sampling Guide.

1. On 14 October 2021 Industrial Hygiene sampled for Hexavalent Chromium (Cr+6), Lead (Pb), and Asbestos in building 2049. Samples were taken in various locations and sent to a lab for analysis. The sampling event was conducted as a follow up to samples that were taken on 14 and 15 September 2021. (see previous report dated 29 September 2021).

2. Results:

a. Hexavalent Chromium Wipes Per OSHA Directive number CPL 02-02-074, a wipe sample is collected to determine whether the contaminant is in fact present, (limit of detection), not to measure against any quantitative threshold of dust loading. The limit of detection the lab used is 0.030 microgram per wipe. All 7 wipe samples taken were above the limit of detection.

b. Lead Wipes According to the U.S. Department of Housing and Urban Development HUD (EPA), wipe samples in a 100 centimeter square area (wiped area) should not exceed 6.7 micrograms. One wipe sample was above this limit.

c. Asbestos (Bulk) The asbestos samples were analyzed to determine the presence of asbestos in the debris. Per OSHA 1910.1001 (b), Asbestos-Containing Material (ACM) means any material containing more than 1% asbestos. None of the 3 samples taken contained more than 1% asbestos. According the lab results, all 3 of the samples are labeled as TR. TR = Trace equals less than 1% asbestos.

3. The attached Sample Event Posting of the sample results should be posted for employee review.
