Is the patch to be the same color and thickness of the roofing membrane that it is going to be covering?
Answer: Statement of Work has been revised to reflect the patch shall be the same thickness and color (white or gray).
6. Under ELIN A011, does the new roofing material have to be the same manufacturer of what is on that roof? Will the EPDM and all products have to be the same manufacturer, or can a substitute be used for the replacement of those sections?
Answer: New material does not need to be from same manufacturer but the product does need to meet the material specifications.
7. ELIN A016 it states that Existing wood nailers shall not be reused and if new nailers are used it will be at no additional cost to the Government.

Is the awarded contractor required to pay sheet metal rate for work on metal trims and metal roofs while paying at least the lower minimum rate for all other roof work? If the metal rate is required to be paid does that apply to metal roofs only or all metal trims and other metal work?
Answer: All work will be performed under the Roofer wage rate classification.
13. Is the current wage rate applicable for all 5 years of the contract?
Answer: As identified in the Instructions to Bidders, Item 10 (Construction Wage Rate Requirements), the Davis-Bacon Wage Decision will be updated annually
14. According to the drawings (sheet 2 of 2) related to ELIN A006a, 2” x 4” pressure treated nailers are required on top of 2’ x 4” pressure treated nailers. Since pressure treated lumber cannot be in contact with metal roofing as it is corrosive to the metal, shouldn’t a 2” x 4” common nailers be required for the top layer?
Answer: Statement of Work has been revised to identify the correct installation.
15. In reference to the Base Period’s ELIN A009 please provide additional detail in regards to the material and materials specifications for the new roof coping.

Answer: The Contractor will be required to coordinate with the Airfield Safety office to sign out a communication radio or gate access remote when necessary. A driver safety training will be required to access roofs on the airfield. If/when a Task Order is issued for work to be performed on or near the airfield, additional information will be provided during the Pre-Construction Conference.
20. Please clarify if the new roofs in ELIN A007 and ELIN A008 are to be Thermoplastic Polyolefin roofs or if they are to be PVC?
Answer: Thermoplastic Polyolefin
21. Exhibit C, Drawing 2 of 2 has details indicating typical Ice Panel Details, Typical Flashing Detail, Attic Ventilation Repair, and typical Water Barrier Installation Plan, all dealing with Shingle roofs. Is there any work in the ELIN’s on the shingle roofs or is the only shingle work at areas where shingle roofing will be removed and metal roofing installed as in ELIN A006?

The detail for Metal Roofing – Typical Section of Standing Seam Metal Roofing appears to indicate that it is a continuous flashing metal closure from the metal roof to the siding all as one piece forming the fascia/soffit area. Which is correct (Metal or Vinyl) soffit?
Answer: The soffit must be metal and will be separate from the fascia.
29. Are the fascia covers under ELIN A005 to be replaced on Shingle Roofs or Metal Roof systems?
Answer: Metal Roof Systems

Answer: The specific makeup of the metal roof system will vary for each building.
32. In exhibit D pages 21, 24, 28, in the Roof Section for Colors & Materials, is the flat referring to the membrane roofs, suggesting that the TPO/PVC would be grey colored?
Answer: Gray Thermoplastic Polyolefin is required on all flat roofs.
33. In ELIN A006, are we to presume there are existing penetrations through the roof that would need to be flashed into the metal roofs? Approximately how many and what type should we figure per square for pricing correctly?
Answer: There are existing penetrations through metal roofs. The quantities and sizes will vary for each building.
34. Are the buildings FM Global Insured?
Answer: No
35. Please clarify the makeup of the different roof systems required.

Answer: No thermal barrier is required.
37. What is the mechanically fastened ½” cover board to be, gyp or high density polyiso?
Answer: The cover board material will be determined based on the Contractors choice of manufacturer in order to achieve the 105 mph wind resistance and the 20 year warranty.
38. ELIN A007 indicates a new Retrofit Roof Drain. Is it only one drain, how many drains are to have new retrofit drains for the 356 SQ or 712 SQ areas indicated?
Answer: The amount of drains will vary based on size of roof.
39. In ELIN A007, is the R-48 roof insulation to be a minimum thickness, is it an average R-48 if the roof gets tapered insulation, is the roof structurally sloped to get flat R-48 with some tapered crickets, and is the deck flat requiring fully tapered insulation?
Answer: For flat roofs not structurally sloped, the R-48 will be an average since tapered insulation for proper drainage is required. Flat roofs structurally sloped will be R-48 minimum thickness where some crickets will be used to provide positive drainage.
40. ELIN A007 indicates replacement of existing EPDM in accordance with EPDM section 075323, but then it goes on to indicate the roofing with 60 mil TPO. Please clarify if it’s to be TPO or EPDM and if the EPDM is .060 or .090 thickness?
Answer: Existing EPDM will be replaced with 60 Mil Thermoplastic Polyolefin.
41. ELIN A008 indicates replacement of existing EPDM in accordance with EPDM section 075323, but then it goes on to indicate the roofing over the existing insulation with 60 mil TPO. Please clarify if it’s to be TPO or EPDM and if the EPDM is .060 or .090 thickness?
Answer: Existing EPDM will be replaced with 60 Mil Thermoplastic Polyolefin.
