Completed work shall result in each building or facility being watertight and impervious to the weather and its elements.

SW-2 GENERAL: All work shall be done by personnel skilled in the type of work involved. When new work adjoins, connects or abuts existing work or facilities, the existing work or facilities shall be altered as required and the connections made in an approved, workmanlike and professional manner. All existing work or facilities damaged by the Contractor’s operations, other than facilities to be removed, shall be repaired or replaced by the Contractor at no cost to the Government. SW-4 PRINCIPAL FEATURES: Each task order issued by the Government under this contract shall specifically identify the building or buildings to receive roof repair and/or replacement work and the associated Exhibit Line Items (ELINs) and quantities necessary to complete each building roof or portion thereof. Although the contract does not explicitly identify individual buildings, roofs or other structures to be constructed, repaired or replaced, the contract bid schedule is structured to order quantities of materials, rather than buildings, sufficient to complete all work required to provide a completed project. It is the Government’s intent that the ELINs and quantities identified in a task order, with respect to a particular building, shall be sufficient to complete all work related to that building. All work and quantities of material ordered to complete a particular building, to include within scope task order modifications, are a bona fide requirement of the fiscal year in which the task order is placed.

Roof work shall be performed on "BUILDINGS", which include warehouses, administrative and operation buildings, shops, barracks, mess halls, and other miscellaneous structures on Fort Drum.
