About this file
This is a Statement of Objectives for the United States Army Aviation Center of Excellence (AVCOE) SIPR VTC Lifecycle Replacement project. The AVCOE requires modernization of its classified video teleconference systems at Building 101, 2218 6th Ave, Fort Rucker, Alabama 36362. The scope encompasses upgrading three room-based and three desktop SIPR VTC systems, with the contractor responsible for installing ceiling-mounted speakers and microphones integrated with the room systems.
The contractor must provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and services necessary to complete the technology refresh. Technical objectives require all equipment to be IL6 (SIPR) DoWIN-approved and TAA-compliant where possible, with a minimum five-year operational lifespan post-acceptance and a five-year warranty/service plan. The contractor shall program and configure all control systems to ensure ease of use and exceptional user experience. All cabling must be new; existing equipment and cables must be removed and returned to the government. Audio systems must include sound threshold control, 5% startup settings to reduce noise pollution, and ceiling-mounted speaker outputs with microphones featuring visible active/inactive status lighting. The contractor must provide user training in basic equipment operation and troubleshooting. All technicians must be U.S. citizens with military installation access clearance. All configured AV equipment must meet NIST 800-53 and Army Regulation 25-2 cybersecurity requirements and be DISA JITC certified for classified environments up to Secret. The contractor is responsible for all facility modifications, structural requirements, electrical work coordination with DPW, wall repairs including patching and painting, and ceiling tile replacement as needed. Project completion occurs when all deliverables are met, training is conducted, systems are fully functional and updated, documentation is delivered, and the government lead signs acceptance documentation.
