1.4.2. Volume II - Factor 1: Past Performance

1.4.2.1. The past performance evaluation factor assesses the degree of confidence the Government has in an offeror's ability to supply the services that meet the users' needs based on a demonstrated record of performance. The past performance evaluation will be accomplished by reviewing aspects of an offeror's recent and relevant past performance, focusing on, and targeting performance which is relevant to the effort as it directly relates to the work being procured under this solicitation and as defined in Addendum to FAR 52.212-2, Evaluation - Commercial Products and Commercial Services. The offeror shall organize Volume II according to Table 1 above and further defined below:

1.4.2.2. Consent Letters. In Volume II, of its proposal the offeror shall provide Consent Letters authorizing the releases of past performance information executed by a subcontractor, teaming partner, and/or joint venture partner. The Government requests consent before disclosing subcontractor present and past performance information to the prime contractor and/or requesting such information about the prime contractor from references. The completed consent forms shall be submitted as part of the Past Performance Volume.

1.4.2.3. Commercial Client Authorization Letters. In Volume II, of its Proposal, the offeror shall provide a Commercial Client Authorization Letter authorizing the Government to request information from the Commercial Client regarding the offeror's and/or or Teaming Partner's performance when Commercial Clients are used.

1.4.2.4. Past Performance References. In Volume II, of its proposal, the offeror shall identify up to three (3) recent and relevant past performance references for the offeror, and/or its Teaming Partner(s), performed as a Prime or as a subcontractor. Only past performance performed by a Teaming Partner which will perform 25% or more of the work under the awarded contract will be considered. The offeror shall include documentation regarding its relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than three (3) years from the date of issuance of this solicitation. The past performance data shall document a successful history of past contract performance.

1.4.2.4.1. For each past performance reference, the offeror shall provide the following information: Name of effort, contract and/or task order number, period of performance, Government point of contact responsible for monitoring performance under the contract (name, phone, email, address), Administrative Contracting Officer (name, phone, email, address), dollar value of work actually performed during the three (3) years prior to the date of issuance of the solicitation, and the specific primary task area(s) for which the offeror believes the reference demonstrates relevancy and quality of services performed under the reference.

1.4.2.4.2. The offeror shall demonstrate why each past performance reference is recent and relevant.

1.4.2.4.2.1. To be recent, the reference must have been performed for at least six (6) months within three (3) years from the date of initial issuance of this solicitation (not including subsequently issued amendments). Yet-to-be performed work, experience prior to the last three (3) years, and work performed for less than six (6) months will not be considered.

1.4.2.4.2.2. To be relevant, the effort must be similar in scope and magnitude to the services being procured under this solicitation. Scope is the measure of the services similarity to the requirements identified in the PWS. Magnitude is the measure of the similarity of the dollar value that exists between the current requirement and the past performance reference. Magnitude will be evaluated using the dollar amount of work actually performed on the past performance reference during the three (3) years prior to the date of initial issuance of this solicitation (not including subsequently issued amendments). For references with performance periods that exceed one (1) year in length, the dollar value of the reference will be divided by the total performance period to determine if it meets the required magnitude. Magnitude will be evaluated using the dollar amount of work performed during the recent time period established by the solicitation

1.4.2.4.3. The offeror shall demonstrate the quality of work performed by the offeror, or its Teaming Partner(s), for each past performance reference by providing the two (2) requirements described below.

1.4.2.4.3.1. For all contracts identified by the offeror as a past performance reference, the offeror shall forward a copy of the Past Performance Questionnaire (PPQ) and Cover Letter (Attachment 3) to the points of contact responsible for monitoring performance under such contracts. The PPQ cover letter includes instructions to return completed PPQs by electronic mail to the points of contact responsible for receiving proposal submissions identified in paragraph 1.1.4. of this solicitation no later than the closing date and time identified in block 8 of the SF 1449. The offeror shall identify when, and to whom (with contact information), each PPQ and Cover Letter were sent.

1.4.2.4.3.2. For all contracts identified by the offeror as past performance references, the offeror shall provide a copy of all completed performance assessment reports from CPARS. Teaming Partners may submit completed performance assessment reports directly to the points of contact responsible for receiving proposal submissions identified in paragraph 1.4.1. of this solicitation no later than the closing date and time identified in block 8 of the SF 1449. Submission requirements of Addendum to FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, paragraph 1.1, (including subparagraphs within), of this solicitation apply to the submission of CPARs information from Teaming Partners. The offeror shall identify in its proposal whether CPARS for a past performance reference will be separately submitted by a Teaming Partner as described above. Failure to submit these requirements may render a reference unusable.

1.4.2.4.3.3. The Government reserves the right to obtain additional past performance information from any other sources available to the Government, to include, but not limited to, CPARS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.

1.4.2.4.4. Small Business Participation Past Performance. All Offerors shall submit information substantiating the Offeror's past performance in complying with FAR 52.219-8, "Utilization of Small Business" and FAR 52.219-9, Small Business Subcontracting Plan, to maximize opportunities for U.S. small business subcontractors. Offerors shall also provide a statement indicating whether any negative information has been reported in the past three years from the date of initial issuance of this solicitation (not to include any subsequently issued amendments) concerning the Offeror's past compliance with FAR 52.219-8 or FAR 52.219-9. If any such negative information has been reported, the Offeror may submit explanations or comments responding to such negative information. Offerors with no prior contracts containing FAR 52.219-8 and/or 52.219-9 shall certify the same. For Other than small business, include SF 294 and SF 295 (or Individual Subcontracting and Summary Subcontracting Reports in eSRS) information for Government contracts with these reporting requirements for the last three years. All Offerors shall provide descriptive information for all small business categories.

Any information concerning long-term relationships with small business subcontractors, such as mentor-protege relationships should also be addressed.

1.4.2.4.5. Separate from the SBPCD , Offerors identified as "Other than Small Business" under NAICS 611710 must also submit a Subcontracting Plan meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003 (or DFARS 252.219-7004 if the offeror has a comprehensive subcontracting plan).

Other than Small Businesses must submit acceptable subcontracting plans to be eligible for award. Subcontracting Plans shall reflect and be consistent with the commitments offered in the Small Business Participation Commitment Document. The small businesses considered in the evaluation shall be listed in any subcontracting plan submitted pursuant to FAR 52.219-9 to facilitate compliance with 252.219-7003(e).

The Small Business Subcontracting Plan is not a requirement for evaluation in source selection, but rather, a requirement for award to Other than Small Businesses and will be incorporated and conformed into any resultant contract. The Small Business Subcontracting Plan will not count against the page limitation for this volume. Other than U.S. Small Business Offerors shall provide the Small Business Subcontracting Plan with their proposal submission. Offerors that have approved Comprehensive subcontracting plan must still submit a separate SBPCD.

1.4.3. VOLUME III - Factor 2: Technical Capability.

1.4.3.1. The Technical Capability Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror's proposal. The Offerors' submission will be evaluated against the Technical Capability elements below and defined in the addendum of FAR 52.212-2 Evaluation - Commercial Items.

1.4.3.2. The proposal shall not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as "standard procedures will be employed" or "well known techniques will be used," etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

1.4.3.3. The Technical Capability Volume shall, at a minimum, be prepared in a form consistent with the PWS and the evaluation criteria for award set forth in Basis of Award of the RFP. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor's technical competence and ability to comply with the contract task requirements specified in the PWS. The offeror shall address as specifically as possible the actual methodology you would use for accomplishing the PWS tasks. The Offeror shall organize Volume III as shown in Table 1 above and further defined below:
