5. Reasons for Authority Cited: Welcome America, Inc. is a 501c3, non-profit organization engaged in a public-private partnership with the City of Philadelphia and is the sole production company already supporting the lighting and technical support needs of the 250th Celebration of the United States Army at the event venue. The TRADOC Band requires additional equipment and services for their performance which are not currently provided to the 250th Celebration of the Unites States Army by Welcome America, Inc.

If the requested sole source is not approved, the TRADOC Band will not be able to produce a product at a caliber equivalent to performances a public audience expects. A full-scale production of any lesser caliber decreases the ability for the TRADOC Band to support the following higher HQ authorities and initiatives:

a) OSD-PA Engagement Plan: Innovative and proactive community engagement remains vital for earning trust and confidence in the United States Armed Forces.

b) SECARMY Priority: Reach out to American from all backgrounds, talents, and geographies and give them multiple reasons to come in and stay in our great Army.

c) TRADOC Campaign Plan CG Key Tasks: Support Enterprise Efforts to Improve

Propensity; Reconnect America to its Army.

7. Market Research:

The TRADOC Band has conducted extensive market research on this requirement, as it is in support of our primary mission.

Other production companies do not have the authority to provide lighting and technical support within the event venue as Welcome America, Inc is the only approved vendor supported by the event. The TRADOC Band is being provided with lighting and technical support for the event by Welcome America, Inc at no cost to the individual performance groups in the 250th Celebration of the United States Army.

This research was completed from Summer of 2022 to present by multiple individuals in the TRADOC Band. This data was compiled by SFC Matt Hansen, TRADOC Band
