MCTP’s Core Functions Control Exercises
Monitors, synchronizes and controls the stimulation of designated training units during the execution of the WFX to ensure that training units have an opportunity to meet their training objectives based on the guidance of the exercise director, chief controller, and Operations Groups’ chiefs.
Provide Observations & Feedback
Observe, coach, and train WFX audiences; Instructs academics tailored to unit needs and provides feedback to the Exercise Control Group to ensure training objectives are achieved.
Design Fictional Scenarios & Orders
Produce the fiction (stimulation) not provided by the simulation that immerses the Training Audience in the scenario. (Environment)
- Design Scenarios
- Produce Fictional Orders
- Develop Storylines
- Create Actionable Intelligence
Plan Exercises
Identify problems unique to each exercise, govern planning processes in accordance with army doctrinal planning and exercise design frameworks. Receive and incorporate input from external agencies and provide feedback at echelon. Request, allocate, and manage resources including facilities. Synchronize detailed planning efforts across the organization.
Competitive WCOPFOR Provides a “free thinking,” near-peer competitive, operational level hybrid threat that challenges the execution of collective tactical tasks by Army service components, corps, divisions, and brigades while stressing and challenging the ability of commanders and staffs to guide, integrate, and synchronize Army forces throughout the conduct of unified land operations.
Employ C4I Instrumentation
Provide linkage of command and control systems with simulation of large scale combat in multi-domain operations to facilitate the immersion of training audiences within plausible scenarios.

HICOM Integration HICOM Integration Principles Orient on the training audience’s training objectives.
Maintain the integrity of the training audience’s immersion.
Continuously monitor the operational environment.
Provide time and space for the exercise director to influence direction of the exercise.
HICOM Key Functions Place a demand signal on training audiences through battle rhythm systems and processes.
Transmit exercise director guidance through orders and directives.
Provide a venue to enable CDR to CDR dialogue.
Definition HICOM integration is the process by which the ECG staff links with their HICOM counterparts to ensure unity of effort in setting of training conditions.
The HICOM is not an independent actor trying to “win” the WFX, but a training enabler that translates “White Hat” requirements into “Blue Hat” direction.
While each staff section has its own internal HICOM integration SOPs and requirements, the S35 maintains overall HICOM integration responsibility.

Again, Warfighter 23-1 is not a normal warfighter.
This is a crosswalk from the HICOM responsibilities to the corresponding manning requirements. As the G2 leadership develop their personnel plan for execution this is a good baseline for planning that process.
As we get closer to execution we will do a HICOM integration sync. To help solidify some of these processes between the USARPAC G2 and the MCTP S2

-This slide represents all of the available information and intelligence that a training audience has access to.
-IC1, IC2, and MUSE are overseen by the Intelligence Coordination Division (ICD).
-Scenario Design Division(SDD) has control of OSINT and the SDD HUMINT scripter, and provides all official orders and FRAGORDS for the scenario.
-Information Warfare Division (IWD), a directorate under the Strategic Effects Group (SEG), provides CYBER, EW, and Space_STO effects.
-SEG provides SOF strategic reporting, NTM reports, and Unified Action Partner reports.
-HUMINT reporting is provided to the training audience via an e-mail generated in the echelon appropriate intel cell. The report is provided to the intel cell by MCTP scripters or scripters augmenting the WFX.
- IC1, IC2, and MUSE provide USMTF messages, except for HUMINT, through the intelligence network architecture to the training audience.
-All other sources of information and intelligence are provided via HICOM portal, TRADOC G2 ION website, or e-mail. These reports may be routed through the G3 from the producers.

WIM reports are ingested into the G2 TCSP/HSG and populates Common Intel Picture
(Optional) DIV shares CIP with BDE (BDE IFS required)
CAOC
DIV, Corps & Above FMV Operations
G2 Collection Manager at echelon through G3/G3 Air who tasks and deconflicts air routes for intel assets
CAB at echelon coordinates aircraft availability for mission builds CONOPs (assign aircraft Tail #, Call Sign, 5Ws, Alt, waypoints, etc.)
UAV Coordinator in the CAB RC reviews CONOPs and 5Ws and sends to MUSE Cell. For 116th AEB assets, the Intel Cell OIC reviews CONOPs and sends to MUSE.
MUSE Cell flies mission per 5Ws and takes direction from G2/EMIB designated Mission Controller and Payload operator through chat

It takes ~400+ Intel personnel to conduct “real world” collection operations. But a WFX uses less than ~50 Intel personnel in this process.
Bottom Line: “We do a lot with a little!”

Acknowledge that this is a complicated one slider. What it dies is explain the intel collection during a warfighter. Highlighted in the yellow box in the top. Normal methods would have 400+ personnel, but during a warfighter it is an economy of force. We complete this process with about 50 personnel.
[briefly talk about each portion of the cells] How we do this is by the INTEL Cell and MUSE Cell. As highlighted in the Green and red boxes the intel cell controls different assets at echelon. The green box controls mainly the DIV and below assets. The red box controls corps and above assets. These are the assets that will only generate WIM message traffic.
The MUSE cell is the cell that generates the MTI and FMV intel feeds. Each of the information flow on the chart is described in detail with the corresponding box below. Moving forward in the planning process we will go through this in greater detail. This is a great take away slide for your collection manager.
Next we will introduce the AOC collection manager and how to process the Theater collection requests. This is specific to the HICOM collection manager.
