Mission and Commander’s Intent

Mission: MCTP designs, plans, executes, and controls Warfighter Exercises (and other exercises as directed) to train Commanders and their staffs to achieve FORSCOM approved training objectives on behalf of the Chief of Staff, Army.

Commander’s Intent

Expanded purpose: MCTP prepares FORSCOM units to fight and win in large-scale combat operations against a free-thinking opposing force in a contested, multi-domain environment.

Key Tasks:

1. Design realistic scenarios and produce mission orders to inform the training audience’s operations process.

2. Plan, execute, and control Warfighter exercises to support unit training objectives.

3. Develop and maintain an immersive training environment that balances training objectives with a challenging experience.

4. Challenge the training audience with a free-thinking opposing force.

5. Observe, coach, and teach FORSCOM units, and provide informal feedback on staff processes, products, and tools through daily interaction and formal feedback through After-Action Reviews and Final Exercise Reports.

Endstate: Warfighter Exercises achieve unit training objectives, training audiences are prepared to fight and win in multi-domain environments, and MCTP key observations are shared across the Army. Leaders in MCTP enhance their knowledge and expertise in the practical application of doctrine and increase proficiency in operational art.

The WFX Operational Planning Team (OPT) consists of a core of representatives from across the staff and Operations Groups that develop the plan to execute a WFX. Proponency of the OPT transitions between integrating cells based on time horizons and key events. The S-37, a functional cell, provides essential input to the OPT as changes to FORSCOM guidance, training audiences, and resourcing impact all aspects of WFX planning. OPT members will often also serve as the proponents for subordinate working groups that create and refine detailed aspects of the plan for a WFX (scenario, simulation control plan, exercise control, personnel manning, etc.)

WFX Top Trends

FY 21.2 MCTP Warfighter Exercise Top Trends Trend 1 - Planning horizon discipline. Unenforced discipline in planning horizon and prioritization challenges a training audience’s ability to focus on mid- and long-term planning requirements.

Trend 2 - Applying standard operating procedures to define the fight. Deviation from SOPs that define and delineate the fight, at echelon, misinforms fire support coordinating measures and assessments, inhibiting effective handover from one echelon to another.

Trend 3 - Effectively planning combat aviation brigade (CAB) operations. Corps and division deliberate attacks incorporating CAB operations in the deep area are less effective than anticipated.

Trend 4 - Role and manning of the support area command post (SACP) and rear area command post (RCP). The SACP/RCP lacks the structure and functions to synchronize warfighting functions in the support area.

Trend 5 - Holistic risk assessments. Corps and division staffs do not conduct holistic risk assessments to allow commanders to make informed decisions that mitigate risk to the mission and force.

Warfighter Exercise trends demonstrate challenges faced by Division and Corps staffs when stressed and time constrained. These challenges in staff systems and integrating processes increase risk within multi-domain operations.
