PART 1
GENERAL INFORMATION
1. General: This is a non-personal services contract to provide analysis, customer implementation, functional reviews, and Tier 2 support for the Army Training Information Architecture (ATIA) systems. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform analysis, customer implementation, functional reviews, and Tier 2 support for the ATIA systems as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract. Note: See section 1.4.1 for clarifications on the scope/services required for this contract to ensure that the contractor response to the solicitation matches the expected scope of the contract.
1.2 Background: TCM ATIS provides oversight of ATIA systems for training content development, storage, and delivery of Army doctrine, training and educational materials to Soldiers and units on a 24 hour-a-day/7 days a week basis at any location with internet access to the ATIA services. ATIA supports all three Army training domains (Operational, Institutional, and Self-Development). Use of the ATIA systems is critical to TRADOC and the Army to manage training products, Soldier qualification and training assets. Use of ATIA systems has improved oversight of limited training resources, and identified areas where modifications are necessary to manage training assets.
ATIA includes six primary systems:
1.2.1 Training Development Capability (TDC). TDC provides Training Developers (TD) at the Centers of Excellence (COE) the automated tool used to develop training products described in TRADOC Regulation 350-70 (Unit Task List, Collective Task, Drill, Individual Critical Task List, Individual Task, Lesson Plan, Individual Training Support Package, Course, Program of Instruction, Course Administrative Document, Collective Training Support Package.
1.2.2 ATIA Legacy Applications system: ATIA Legacy Applications system is a system of systems, and is comprised of the following:
Central Army Registry (CAR). CAR is a digital registry/repository that allows knowledge managers and authorized systems to publish training, education and doctrine content for use by Soldiers. CAR contains 34,000+ Field Manuals, Training Aids, Training Circulars, Collective/Individual Tasks, Drills, Individual Task Lists, etc. CAR is available in For Official Use Only (FOUO) and publically available versions via either desktop or mobile device, which enables discovery of content from any type of device at the user's point of need. CAR also has a Digital Rucksack capability that allows users to organize and share content they have found with others.
TRADOC Application Gateway (TAG). The TAG is a Mobile Application Store that supports TCM-
Mobile. Fully integrated with the Central Army Registry, TAG supports Apple and Android devices as well as mobile-friendly websites. TAG includes the desktop application, a mobile CAR application, and a mobile TAG application. TAG also provides support for distribution of Living Doctrine/Electronic Publication (ePUB) content.
My Training Tab (MT2). MT2 provides easy access through a single portal to all training products.
Soldiers access MT2 via the Army Knowledge Online (AKO) -> Services -> My Training. MT2 provides widget capability where AKO Single Sign-On (SSO)-enabled systems can share content in an integrated portal. MT2 is consistently the most popular page on AKO as reported by AKO's metrics.
System Interface Services (SIS). SIS provides business interfaces that allow systems to share data, and share business processes. SIS uses a Net-Centric service design based on Representational State Transfer
(REST) web services. SIS provides an enterprise interface to Army Training Requirements & Resources System (ATRRS) used by several training management and delivery systems. SIS provides Application Program Interfaces (APIs) that support delivery of data from training development systems to training delivery and training management systems including support for automation of the TRADOC Training Requirements Analysis System (TRAS) and Institutional Training Resource Model (ITRM) processes.
1.2.3 Training Support Materiel Armywide Tracking System (TS-MATS). TS–MATS is the Army’s system of record for collecting and maintaining TADSS inventory, maintenance, use and workload information for all Armywide and TRADOC Training Aids, Devices, Simulators, and Simulations (TADSS) and ARNG unique TADSS. This single source, single collection method is critical in managing all aspects of TADSS life cycle management, maintenance, and defining requirement for the Army training needs.
1.2.4 Inventory and Distribution Management System (IDMS). IDMS is an online Ordering and Warehouse Management tool for printed courseware materials produced and warehoused at ATSC.
1.2.5 System Training Plan (STRAP) Writing Tool (SWT). SWT provides a collaboration mechanism to develop and version control STRAP documents between users at disparate sites. SWT also enables staffing at multiple levels of approvals and tracks comments
1.2.6 Interim Enterprise Scheduling Capability (iESC). IESC is a web-based application currently hosted in the TCM ATIS data center that provides minimal scheduling support to the Maneuver Center of Excellence at Fort Benning, GA.
1.3 Objectives:
1.3.1. The Contractor shall provide functional analysis, design specification, functional reviews, and programming feedback on system compliance with policy and with functionality as specified within Government approved Use Case/Function Point (UC/FP), Story Card (SC), Wire Frame (WF), and Functional Test/Review Matrix (FTM) specifications documentation. The Government will provide documentation formats as Government Furnished Information (GFI). Execution of these requirements will be in accordance with government-approved schedules with other agencies and offices and on the system-based tasks in Part 5.
1.3.2.
