General questionAnticipating the volume and complexity of the questions, would the government consider extending the response due date by two weeks? No.
General questionA history of unacceptable performance is generally an indication that an LPTA process poses undue risk on the government. Has there been a history of unacceptable performance? If yes, would the government consider a best value process instead? No
General questionWould the government consider adding a T&M CLIN to accommodate uncertainty in activities such as data center consolidation, migration to the cloud, and incorporation of innovative mobile technologies? No, this contract is a firm-fixed price contract. Workload is balanced via the PR/CR ticket mechanism. Effort expended in these areas is balanced against other workload (ex. normal bug reports) via the ATIS Configuration Control Board governance process which prioritizes PRs/CRs for execution.
Part 1: General InformationGeneralLevel of MaintenanceAre there any other plans for significant systems upgrade or changes outside of moving to the cloud?Changes are expected in the 5 year POP. They cannot all be determined at this time. Significant architectural changes will be managed by the government with work tasked to contractors through the CCB PR and CR process.
General questionGeneralLevel of MaintenanceIs there data available the number of requests for problem fixes, PRs, CRs, or enhancements?Information is included in the solicitation
C Evaluation ApproachFactor 3111Whether the offeror demonstrates the ability to provide PR and CR changes to the systems listed in the
solicitation on the first day of the Period of Performance (PoP);Is the Change Request (CR) and Problem Report (PR) process currently available for review by offerors? Are these processes documented? Will the documentation of the processes be provided as GFI?Yes, the process is documented. The Configuration Control Board has a published charter. Specifics will be available as GFI. A high level description is as follows: The government expects that the offeror will provide sustainment of the systems as described in the PWS (ex. Section 5) using an Agile methodology (ex. SCRUM) where PR/CR tickets are documented, triaged, prioritized by the government, sized by the offeror (level of effort in hours, etc.), scheduled in agile sprints/releases, tested and deployed using a formal process.
C Evaluation Approach112Contractor Pricing. The Offeror’s submission in response to L.5.3 above will be used by the Government to analyze

and evaluate each Offeror’s price proposal submitted for the solicitation. The Total Overall Evaluated Price, for the purposes of best value, (i.e., LPTA), evaluation will be the aggregate of the Evaluated Prices for each year plus the

six month option to extend value described below. Will the Government confirm whether the evaluation for this effort is LPTA or Best Value?Low Price Technically Acceptable (LPTA) is part of the Best Value Continuum.
General questionThe LPTA process does not appear to provide the best outcome for the government in the area of mobility, cloud technologies, data center consolidation, and software-to-software interfaces. The risk for unacceptable performance is high. Will the government consider changing this to a best value selection process?Low Price Technically Acceptable (LPTA) is part of the Best Value Continuum.
L.3.3. TAB C: FACTOR 3 – Technical CapabilityN/A105The Offeror’s approach to successfully completing every task of the solicitationWe understand that bidders must address Section 5. Specific Tasks but are unsure if bidders must address the Optional Tasks starting at 5.3. If the approach for a task incorporates methods used in other tasks, the offeror may use references to those tasks.
L.3.3. TAB C: FACTOR 3 – Technical CapabilityN/A105The offeror shall provide a chart summarizing the source of the experience (prime and/or teaming partner) for each requirementWhat is required in the chart to summarize source of experience, a narrative of the experience for each Specific Task in Section 5 of the Solicitation 5.2.1 thru 5.2.9 or just a chart that lists all the solicitation tasks down the left column and then shows the prime in the next column and each teammate in subsequent columns with bullets in each row cell where each teammate or the prime have experience to the particular task requirement? Please clarify.A short relevant narrative is preferred.

Factor 1110Whether the resume/qualifications for the Program Manager demonstrated a sound rationale for the selection of these positions and if the proposed personnel meet the minimum qualifications for the position as stated in the solicitation;”Is a resume only required for the Program Manager? Are resumes required for all positions? The only required resume is project manager. The offeror may use additional resumes as they feel necessary to demonstrate competence and experience in any of the factors.
