Yes
H H.1.0 Dual Bidding (Multiple Teams)

L.5.4.2. a. Fair Opportunity. Awardees shall be given a fair opportunity to be considered for each order based on the procedures summarized below and FAR
16.505. The Contracting Officer shall follow the procedures set forth in FAR 16.505(b)(2) for exceptions to the fair opportunity process. These procedures will be identified in the MAIDIQ Ordering Guide which will be incorporated into the resulting contract(s). For RTOPs that are set-aside, SBs will be required to comply with FAR Clause 52.219-14, Limitations on Subcontracting. This clause does not apply to any RTOPs that are not set-aside.
Section M states the government will award approximately 6 Small Business Awards. Furthermore, the Small Businesses must demonstrate specialized experience and knowledge in all nine (9) Functional areas, wouldn’t this result in all future Task Orders being set aside for Small business? Yes, however if there is not a acceptable proposal from Small business, the action may be competed under amongst all awardees.

Attachment 4 - Past Performance
Questionnaire The solicitation is silent regarding Attachment 4
Should offerors assume that for each Attachment 1 - Specific Relevant Contracts Sheet submitted in Volume 2 - Past Performance, an Attachment 4 - Past Performance Questionnaire should also be submitted?
Past Performance Questionnaire information added to L.4.6, and should be submitted directly to the POC.
J
Attachment 4 - Past Performance
Questionnaire The solicitation is silent regarding Attachment 4
If the answer to the first question is yes, should questionnaires be forwarded directly to the procuring contracting officer (PCO) for this solicitation upon completion by the responsible party (usually the administrative contracting officer (ACO) of the cited work)? If not, please provide instructions for handling of completed questionnaires.
Past Performance Questionnaire (PPQ) information added to L.4.6, and should be submitted directly to the POC on the PPQ. It is the offeror's responsibility to request the input.
J
Attachment 4 - Past Performance
Questionnaire The solicitation is silent regarding Attachment 4
Will the government accept Past Performance Questionnaires completed by a commercial entity (usually a prime contractor or upper tier subcontractor) where the cited Specific Relevant Contracts performance was by a subcontractor?
Past Performance Questionnaire (PPQ) information added to L.4.6, and should be submitted directly to the POC on the PPQ. It is the offeror's responsibility to request the input.
J
Would the Government adopt a price agnostic award approach such as the one illustrated above?
There are two artifacts identified as Attachment 1; one is Labor Categories, the other Specific Relevant Contract Sheets. Within the attached document named “Attachment_1_Specific_Relevant_Contracts_Sheet.docx” is titled Attachment 2.
The RFP in section L.4.6 (page 73) refers to the specific relevant contract sheet as attachment 2. Within the attached document named “Attachment_2_Sample_Consent_Letter.docx is titled Attachment 1. Within e attached document named “Attachment_4_Past_Performance_Questionnaire.docx” is titled Attachment 2.
Can the government clarify and provide consistency in the naming convention for the attachments. Solicitation attachments corrected
J Past Performance
Questionnaire
At the top of page 3, the questionnaire states: “The questions shown below should be tailored to the Factors/Subfactors of the instant acquisition.” The technical performance questions are not relevant to the CAC PWS requirements.
It is not clear whether offerors are directed to build their own tailored questions for the questionnaire, of if this guidance was intended to be undertaken prior to release. If offerors tailor the questions, then the questionnaires will be different for each offeror.
Can the government clarify if offerors are supposed to tailor the questionnaire? And if not, then provide a set of questions applicable to the CAC requirements? The form shall be filled out as provided.
J
Past Performance Questionnaire requirements
A past performance questionnaire was provided with the RFP, but there is no reference to the questionnaire submission requirements in the RFP. Neither the RFP nor the questionnaire itself include an e-mail address; only a mailing address.
Most clients would prefer to complete forms electronically and submit them via e-mail; and physical mail would introduce potential delays and uncertainty in receipt. The form also indicates that a signature is required which could require printing and scanning. Current Government e-mail systems are CAC card enabled which verify the identity of the sender.
Can the government provide submission guidance for the questionnaires including requirements, e-mail address and due date. Request that questionnaires be accepted if originating from the government e-mail address of the respondent. Also request the government provide a means for offerors to verify receipt of questionnaires by MICC: e-mail or phone.
Past Performance Questionnaire (PPQ) information added to L.4.6, and should be submitted directly to the POC on the PPQ. It is the offeror's responsibility to request the input.
J Attachment 1 In the file labeled Attachment 1, the actual heading in the document says Attachment 2. Are we correct to assume the file name is correct and the heading is not? Solicitation attachments corrected
J Attachment 1 Attachment 1 is referred to both as the Labor Category and Specific Relevant Contract Sheets.
This is a question regarding the contract sheet. On that form, Page 2 differs from page 1 description of the sections in that sections 2 and 5 are identical on page 2. Both list “completion date/delivery schedule”, and it is listed again in the page 1 item 10. Can this form be modified/edited to be used in our response providing all of the information is included and redundant questions are removed? Specific Relevant Contract Sheet revised.
J Attachment 3
Does Attachment 3, the Certificate of Non-disclosure need to be completed and submitted with the proposal or is this provided for future use? The other attachments are discussed in the RFP, however this one is not mentioned elsewhere.
Certificate of Non-disclosure will be completed at the task order level.
J Attachment 1 to the PWS
RFP pages 32-39 are identified as Attachment 1 – Labor Categories. RFP Section J lists a separate Attachment 1 with description of Specific Relevant Contracts Sheet.
Will the Government revise the RFP to eliminate the dual designations of these two documents as Attachment 1? Solicitation attachments corrected
J
