Government Response to Industry Questions

# Reference Question Answer 1 Page 116 of 142, Sub Section (8) Small Business Subcontracting Plan

Are vendors to assume the Small Business Subcontracting Plan is part of the Small Business Participation Proposal and is part of the evaluated subfactor, if so will the Government accept it as an appendix to Tab E, Volume I General? If the Small Business Subcontracting Plan is not part of the evaluation criteria and it is submitted as separate document, is there a specific naming convention for the electronic file, for example “Company name – Initial – SBSP”?

The Small Business Subcontracting Plan is NOT part of the Small Business Participation Proposal, as stated in Section L, para. C3(a)(8), page 116 of the solicitation.

It will not be evaluated during the source selection process. The submittal of a Small Business Subcontracting Plan is a requirement for award to a Large Business.

The Government will accept the Small Business Subcontracting Plan as an appendix to Tab E, Volume 1- General. There is no specific naming convention required. The stated example is acceptable.

2 Page 118 of 142, Volume IV Past Performance

Government Response to Industry Questions

7 Solicitation, Section H – Special Contract Requirements, Army FAR Supplement Clause 952.225- 0015, Private Security subparagraph (d).

There is no offering of US Force Protection while deployed in Afghanistan. Is this correct?

Yes, that is correct.

8 Pg 132 of 142 of the Solicitation No.

W911S0-13-R-0001, Attachment 2 - Pricing Matrix 1 & 2.

Instructions state that Matrix 1 is for labor hour CLINs (0006, 1005, 2005).

Reference Matrix 2, is it the Offeror's assumption that this Matrix is for the same labor hour CLINs (0006, 1005, 2005) as well?

Yes.

9 Reference W911S0- 13-R-0001, Attachment 1 - PWS - 5.1.3.2, c and d:

Other than Microsoft SharePoint, what systems or software is the Government currently using for field data collection?

AWG is currently in the process of purchasing CA Service Desk Manager (version: R12.6) which will assist in tracking trouble tickets for the help desk. AWG also has an old portal that operates on "AquaLogic User Interaction". Documents and some legacy applications still operate on the AquaLogic portal.

10 Reference W911S0- 13-R-0001, page 1, box 9/ Solicitation page 114, paragraph C

Sealed offers in original and 5 copies….” differs from Reference Solicitation page 114, paragraph C, table column “NO. HARD COPIES:

1 of each volume.” What is the correct number of printed copies of each volume to provide, 5 or 1?

1 hard copy is required for each volume. Follow the chart on page 114 in Section L of the solicitation.

Section A, page 1, box 9 of the solicitation has been revised to require only "1" copy, instead of "5." See Amendment 0001.

Government Response to Industry Questions

11 Reference W911S0- 13-R-0001, Page 21, Para (a) and (c);

Page 118, Subfactor

Pg 21 Para (a) states that ""Key Personnel"" were identified by name within the contractor’s proposal and their resumes were submitted for evaluation during the source selection process.

Subfactor 3 states that resumes for key positions will be evaluated. Yet Para (c) states that ""The Key Personnel in this contract are as follows: to be filled-in at time of award."" Which reference is correct, Para (a) or Para (c)?

What is the Government’s preference or guidance for key personnel selection?

Offerors must provide Key Personnel in their proposal as stated in Section M, Subfactor 3, of the solicitation.

The reference on pg 21 is a clause that will be completed at the time of award for the successful Offeror. It states "to be fill-in at time of award" because there is not a successful Offeror at this time.

12 Reference W911S0- 13-R-0001 page 125 Factor 2:

Please confirm that past performance information is not required for any subcontractor, teaming partners and/or joint venture partners that will not be performing at least 20% of the proposed effort. If this is so, please confirm that this 20% rule also negates the requirement for a Consent Letter and/or Client Authorization Letter in such cases since no past performance information needs to be presented or referenced.

Past Performance information and the consent letter are only required for subcontractors proposed to perform 20 percent or more of the contract based on the total proposed price as stated in Section L para.

C.3(d)(1).

Government Response to Industry Questions

13 Reference W911S0- 13-R-0001 page 120 Factor 2, submission requirements (6), second bullet, Summary Page

“….the Offeror is required to provide Past Performance Specific Relevant Contract Reference Sheets for the past performance experience.”

Clarification of the “Past Performance Specific Relevant Contract Reference Sheets” is requested. What are the Past Performance Specific Relevant Contract Reference Sheets?

Will the Government provide sample copies of said Past Performance Specific Relevant Contract Reference Sheets? Will the Government amend the page count for the Past Performance volume to accommodate the Reference Sheets?

Offerors may use the Past Performance Questionnaires as their “Past Performance Specific Relevant Contract Reference Sheets” for subcontractors, teaming partners, and/or joint venture partners that are proposed to perform 20 percent or more of the proposed effort based on the total proposed price as stated in Section L, para. C3(d), Volume IV - Past Performance, page 118 of the solicitation.

Questionnaires or "Past Performance Specific Relevant Contract Reference Sheets" are excluded from the page count.

14 Reference W911S0- 13-R-0001 page 119- 120, para (3) (ii)

For one of our past performance references, the Contracting Officer’s policy does not allow submission of past performance questionnaires. This Government customer’s policy is to refer to the past performance evaluation in CPARS in lieu of filling out a past performance questionnaire. What is the Government’s guidance for obtaining the required information from this customer to ensure that this past performance information is used in the past performance evaluation?

As stated in Section L, para. C3(d), Volume IV - Past Performance of the solicitation, the Government may obtain Past Performance from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA), and commercial sources.

Offerors must provide all pertinent information so the Government can access the Past Performance records.

15 Reference W911S0- 13-R-0001 page 127 Factor 3, paragraph

Regarding Small Business (SB) percentage, is the SB percentage a percentage of total contract procurement or sub contracted dollars?

Total dollars .

16 Reference Attachment 1 – PWS –1.4.1.1.1, para b, d (Phase-in Period/Transition)

(A) Regarding AKO and IT training that must be completed prior to the first day of arrival at the unit, will AWG provide sponsors prior to arriving at the unit?

(B) Regarding AKO accounts for contracting personnel, are contract personnel required to have a sponsored AKO account at the beginning or at the end of the transition period?

(A) AKO and IT training are part of Phase-In and must be completed prior to the first day of full performance.

(B) AKO sponsors will be provided during Phase-In.

17 Reference Attachment 1 – PWS

- 6.3

PWS - 6.3 states that “The Contractor shall submit a QCP with the Contractor proposal…” which differs from Attachment A which states “Develop and maintain a PMP throughout the contract POP to include the…QCP…” with the “Initial plan submitted within 45 days after contract award.”

(A) Will the Government clarify if they in fact want a Quality Control Plan (QCP) included with the proposal, or will it be required as part or the PMP that is submitted upon Phase-in/Transition, due within 45 days of contract award?

(B) If a full QCP is required with submission, then will the Government allow it to be submitted as a separate volume and exclude it from the 75 page limit for Volume III?

(A) A draft QCP is due with the proposal and the QCP is also due with the PMP.

(B) The QCP is not included in the page count.

Government Response to Industry Questions

18 Reference W911S0- 13-R-0001 Attachment 2

(A) Regarding Matrix 1, are the surge rates proposed without lifts for danger and Post Premium? If not, then what assumptions should be made on locations of deployment?

(B) Regarding Matrix 2, what periods and CLINs are populated on matrix 2? How are the CLINs diferentiated on matrix 2?

(A) Yes. Surges are un-forecasted requirements... when there is a surge additional labor would be authorized.

There has been 1 surge and 4 combat operations...in which case premium pay was authorized.

(B) The fully burdened labor rates for all LH CLINs (Base and all option periods) are populated on Matrix 2. The Offeror can diffrentiate the CLINs within the position title (i.e. Laborer-Base Period, Laborer-Option 1, etc.)

(Contracting officer must enter the names of the operation locations of the contract that the requiring activity has properly coordinated with the respective Forward Operation Base (FOB) Mayor).”

Will the government provide the locations at which this support shall be provided?

Clause 952.225-0011, Government Furnished Contractor Support, applies currently to Afghanistan.

The specific locations within Afghanistan will be identified after contract award once the requiring activity (AWG) has coordinated with the Respective FOB Mayor.

Government Response to Industry Questions

20 RFP page 120 Section L paragraph C.3.(d)(6), and RFP page 119 Section L paragraph C.3.(d)(3)(ii), and RFP page 138 Attachment 6

Will the government please clarify what, if anything, is to be included within the Past Performance Volume under the section for Past Performance Questionnaires?

The Offeror can provide copies of the Past Performance Questionnaires but this is not required. Nothing is required in this section since these are coming directly to the Contracting Office.

21 RFP page 98 Section L Clause 52.222-46 Evaluation of Compensation for Professional Employees

The RFP is silent as to the submission requirements of Sealed Packages from Subcontractors. Often, when Clause 52.222-46 is required of the Prime contractor it is also stated to be required of Subcontractors. Will the Government please clarify if Subcontractors are required to submit Sealed Packages in support of the Prime contractor’s proposal response. If yes, please provide specifically what level of detail and supporting documentation the Subcontractors are to provide.

Sealed packages are not required from Subcontractors.

22 RFP page 114 Section L paragraph C.2.(c)

Will the Government allow the addition of a naming convention necessary to differentiate between the different files themselves? In other words “Company Name – Initial – Price”, “Company Name – Initial – Tab B SF33”, etc.

Yes.

Government Response to Industry Questions

23 PWS 5.1.3.2

Knowledge Management Support

To what extent does a SharePoint Capability currently exist?

AWG owns and operates its own Knowledge Management System. SharePoint is used to support all unit functions to include support, staff and operations on both NIPR and SIPR enclaves. AWG has developers and administrators that control access at the farm level and do a significant amount of development and deployment work. AWG owns and operates a development server and a production server.

24 PWS 6.1.1 Transition Plan

When is the draft Transition Plan due to the Government?

The draft Transition Plan is due 60 days prior to contract expiration. The Transition Plan is part of the Phase-Out requirement.

25 PWS Quality Control Plan

When is the draft Quality Control Plan due to the Government?

A draft QCP is due with the Proposal and is not included in the page count. The QCP is also due with the PMP and is updated as needed throughout the contract period of performance.

26 General Question Due to the impacts of Hurricane Sandy (power loss, office closures, travel restrictions, etc.), will the Government consider extending the due date for the proposal by one week, so that proposals are due NLT 21 November 4 PM EST, instead of 14 November 4 PM EST?

Yes, the revised due date is now 21 Nov 2012 , 4:00 PM EST. See Amendment 0001.

27 General Question Please confirm that all weapons and personal protective equipment (PPE) will be issued by the Government to deployers.

Confirmed. All weapons and personal protective equipment (PPE) will be issued by the Government.

Government Response to Industry Questions

28 General Question When and where will weapons and PPE be provided to individual deployers? Will contractors be responsible for transporting PPE and individual weapons into theater?

Weapons and PPE will be issued to contractor personnel after contract award. They will be issued from the Central Issue Facility (CIF) located at Ft.

Meade, Maryland prior to deployment. Contractors will not be responsible for transporting PPE and individual weapons. Weapons and PPE will be stored in military containers (i.e. ISU90s) and transported by the unit into theater.

29 General Question Can export costs related to carrying PPE and weapons overseas be treated as an Other Direct Cost (ODC)?

Yes, if the Contractor is required to export weapons or PPE overseas, it can be treated as ODCs.

30 General Question How are the rates provided in Section

52.222.42 – Statement of Equivalent Rates for Federal Hires - to be addressed in an offeror’s proposal?

These do not need to be addressed in the proposal.

They are just given as reference information.

31 General Question The proposal contains both FAR Clause 52.227- 17 Right in Data-Special Works and DFAR Clause 252.227-7020. Since the clauses conflict, would the government consider removing the FAR clause?

These clauses do not conflict with each other. The DFARS Clause supplements the FAR Clause.

Government Response to Industry Questions

32 Section M, Subfactor 2 – Staffing, Recruitment, and Retention

Section M, Subfactor 2 – Staffing, Recruitment, and Retention states “The Proposal will be evaluated on the demonstration of an efficient and effective technical approach to accomplishing the work and approach to mitigating risks.” We do not believe evaluating the Staffing, Recruitment, and Retention Subfactor on technical approach is aligned with Section L or with other evaluation criteria for Staffing, Recruitment, and Retention in Section M. Therefore, will the Government consider moving that sentence and applying that evaluation criteria to Subfactor 1 – Specialized Experience?

Section M para. b(1)FACTOR 1, Subfactor 2 refers to the staffing mix identified in the Offeror's proposal. For clarification purposes, Subfactor 2 has been revised.

See Amendment 0001.

33 General Question The Industry Questions and Answers (Q&A) document posted on 18 October 2012s was a compilation of questions fielded in response to the draft RFP and industry day, but were not posted until after issuance of the final RFP. It did not appear that any of the areas addressed within the Q&A document were modified or clarified in the Final RFP. Are offerors to consider the guidance or clarification within the draft RFP Q&A document to be applicable to the Final RFP? And if so, will the Government issue an amendment to the RFP to formally include the draft RFP Q&A document as an amendment to the final RFP?

The draft RFP Q&As are provided for reference. They were orginally posted to Army Single Face to Industry (ASFI) Web site on 25 Sep 12 and posted again on 18 Oct 12 to FedBizOpps. The questions we received from Industry were used to assist us in developing the final RFP. We are not formally including them in an amendment.

Government Response to Industry Questions

34 Questions 44 and 45 of the AWG_Quest_Draft_ RFP_Answered.pdf” posted on FedBizOps

Questions 44 and 45 of the referenced document provide that 1980 hours should be used as the equivalent man-year for FFP pricing. Typically a man-year is based on 1920 hours for FTEs. Will the government please clarify on what the 1980 FTE man-year is based?

The 1980 FTE man-year takes into consideration the unique scheduling requirements of AWG (i.e. Extended Work Week scheduling). See PWS Para. 1.4.3.2.

35 Attachment 2a_Matrix 3

The Pricing Matrix states that personnel assigned to PWS Spec Item 5.5.1 must have a TS clearance. Section 5.5.1(g) of the PWS states that these personnel need only a Secret Clearance. Please clarify.

Personnel providing Range Training & Maintenance Support at Ft. AP Hill, Virginia are required to only have a Secret Security Clearance, as stated in PWS para.

5.5.1. The Pricing Matrix has been revised to be

consistent with the PWS requirement. See Amendment 0001.

36 PWS 5.1.1, 5.1.2,

…5.2.b

How many military personnel or USG civilian personnel are assigned

See AWG's Command Brief. However, the Offeror is responsible for proposing the appropriate level of FTEs to satisfy PWS requirements. The Government seeks innovative solutions to the required tasks.

37 PWS 5.5.1 Does the Government anticipate that of the roughly 131 range days per year, most or all will include activity at all five ranges?

No. This is an estimate. Range use will vary depending on demand.

38 PWS Section 1.4.1.1.1.f

This section refers to key events and key contractor tasks during transition. Is the government designating the five positions mentioned as Key Positions?

No, the Offeror is responsible for identifying the individuals that they consider to be Key Personnel as stated in Section L, para. C3(c)(1), Subfactor 3, page 118 of the solicitation.

Government Response to Industry Questions

39 Pg 118 of 142, Proposal Instructions, Subfactor 3 - Management

Understanding the total contractor force requirements outline in PWS section 1.1.1, The manning totals does not provide sufficient information to accurately distribute the FTEs across the task areas to adequately provide cost effective pricing under a FFP type contract.

Will the government provide a historical staffing matrix showing the distribution of FTEs across the task areas?

No. The Government will not be awarding a Level of Effort (LOE) contract and will not be changing the acquisition strategy. The Offeror is responsible for proposing the appropriate level of FTEs to satisfy PWS requirements. The Government seeks innovative solutions to the required tasks.

40 Pg 118 of 142, Proposal Instructions, Subfactor 5 – Phase- In/Transition

Understanding that CLIN 0001, Phase-In has a Not-To-Exceed 45 Days, are offerors to assume the incumbent workforce contract performance will overlap with the incoming workforce during the 45 transition period? Are we to assume that the Offerors proposed Key Personnel will transition in on day one of the 45 day transition period?

Yes, there will be overlap during the phase-in period.

The hiring and implementation plan for key personnel and other employees should be addressed in the Offeror's discussion of Phase-In.

41 PWS paragraph 6.3, Quality Control Plan

(QCP)

PWS paragraph 6.3, Quality Control Plan (QCP), includes a reference to “earned value”. As the Solicitation does not include any clauses formalizing an Earned Value Management System requirement (FAR 52.234-4, DFARS 252.234-7001 or 7002), we believe this reference was included in error. Can you confirm?

There is no formal requirement for an Earned Value Management System. This verbiage has been removed from the PWS. See Amendment 0001.

Government Response to Industry Questions

42 RFP Attachment 5, Certificate of Non- Disclosure and PWS Attachment B, Non- Disclosure Agreement

RFP Attachment 5, Certificate of Non-Disclosure and PWS Attachment B, Non-Disclosure Agreement for Contractor Employees, appear duplicative in that both are individual nondisclosure agreements intended to be executed by contractor employees prior to commencement of work. Can you confirm that RFP Attachments 4 and 5, and PWS Attachments B and C are not required to be executed prior to contract award?

Correct. Only one NDA is required for each employee.

These would be completed during Phase-In.

43 Reference solicitation clause 952.228-0001, Workers Compensation Insurance (Defense Base Act)

It is our understanding, per paragraph (b), that an offeror may elect to provide proof of a valid DBA Insurance policy in lieu of the CNA Insurance policy offered through the US Army Corps of Engineers. For the last 8+ years we have maintained a valid DBA Insurance Policy with a highly rated and respected insurer which provides broader protection for our employees at lower cost to the Government than is currently offered by the CNA policy. Can the Government confirm that non-USACE/CNA DBA Insurance premiums maintained in accordance with FAR 52.228-3 will be allowable under the contract? With the Government consider revising or deleting 952.228-0001?

952.228-0001 is a required clause and cannot be deleted.

Per 952.228-0001(b): The contractor agrees to procure Defense Base Act (DBA) insurance pursuant to the terms of the contract between the U.S. Army Corps of Engineers (USACE) and CNA Insurance unless the contractor has a DBA self-insurance program approved by the Department of Labor. Proof of this self-insurance shall be provided to the Contracting Officer. The contractor shall submit either proof of a valid DBA Insurance policy or acceptance of an application with CNA Insurance for the Prime and their Subcontractors at every tier prior to performance of the contract.

Government Response to Industry Questions

44 RFP Attachment 2a Matrix 3

Is it the Government’s intent, that columns K through N excluded Phase In amounts? If yes, is the Offeror to include the Phase-In summary amounts in Columns E through J in rows 5 through 12 and row 45 titled “Grand Total for AWG Operations Support CONTRACT”?

For Phase-In, only column K and column N need to be filled in. Since Phase-In only occurs at the beginning of the contract, these figures should match.

The Phase-In total should be included in the Grand Total figures in Cells K45 and N45.

45 RFP Attachment 2a Matrix 3

Is it the Government’s intent that in this Matrix 3 that “cost”, “costs”, and “cost estimate” are to mean “fixed price”?

Yes. This is for the Operational Support Services in CLIN 0002 in Section B on page 2 of the solicitation.

46 RFP Attachment 2a Matrix 3

For columns E thru G and columns H through J:

Is it the Government’s intent that Hours, FTEs, and Costs associated with personnel subject to the Service Contract Act be excluded from the summary amounts in these columns?

a. If yes, then in Column K titled “Total Base Year Cost estimate”, is it the Government’s intent that the Base Year Fixed Price associated with all personnel be summarized in this column? If no, please clarify.

No. SCA personnel should not be excluded. The rates proposed for these individuals should be included, even if they match the Wage Determination exactly.

a. This should include all personnel.

Government Response to Industry Questions

47 RFP Attachment 2a Matrix 3

For columns E thru G and columns H through J:

Is it the Government’s intent that in this Matrix 3 that the “Hours” column is a summary of all hours for all years? In other words, if 2 full time personnel are supporting PWS Spec Line

5.1.1.1 for the Base through Option Year 2, with the Base Year being 10.5 months long, and the FTE man-year being 1980 as provided in the Q&A under the draft RFP, that the amount in this column would be 11,385 hours comprised of (1,732 hours BY+1980 hours OY1+1980 hours OY2) X 2 full time personnel = 11,385? If no, please clarify.

a. With respect the above scenario, the same question applies to the “FTE” column in that is it the Government’s intent that this column reflect 6 FTEs? If no, please clarify.

b. With respect the above scenario, the same question applies to the “Costs” column in that is it the Government’s intent that this column reflect the “Fixed Price” for the Base through Option 2? If no, please clarify.

No. Only Base Year information shoud be included in columns E through G and H through J. The Offeror may add breakout columns (like E through G and H through J) for each Option Year, if desired, but not required.

Only a lump sum is needed for each option Year (in columns L and M).

a. Same as above.

b. Same as above.

48 “Summary – Check” area in columns B through H in rows 47 through 54

Will the Government please clarify the difference between the summary amounts desired for column E titled “Base Labor” and column D titled “Total Base Labor”?

There is no difference. Column D, "Base Labor," has been deleted. See Amendment 0001.

Government Response to Industry Questions

49 “Summary – Check” area in columns B through H in rows 47 through 55

Is it the Government’s intent that the amount desired under “Number of FTE” is to reflect the summary of the Base Year through Option 2?

In other words, if the Offer is proposing 10 personnel for each year in support of AWG Headquarters is it the Government’s intent this column reflect 30? If no, please clarify.

No. This should only be a summary check of the Base Year figures. Offerors may insert the FTE Column for each option period, if deemed neccassary.

50 “Summary – Check” area in columns B through H in rows 47 through 56

Row 48 asks for summary data for “Phase-In”.

Is it the Government’s intent that these amounts be excluded from the amount in column H titled “Total Base + 2 Years” and row 54 titled “Totals”? If no, please clarify.

No. The Phase-In total should be included in the column “Total Base + 2 Years” and row 54 titled “Totals.”

51 Attachment 2 Matrix 1 and Attachment 2 Matrix 2

For the referenced Matrices, is it the Government’s intent that the Offeror provide Fully Burdened Labor Rates in support of the Labor Hour CLINs (0006, 1005, and 2005) for each PWS Spec Item that is reflected on Attachment 2a Matrix 3? If no, please clarify what Task Areas and Labor Categories the Government desires to be reflected within these Matrices.

The Offeror only needs to list the labor categories. It is not necessary to set it up as shown in Matrix 3. If a specific labor category is used in support of more than one Task Area it is not necessary to list it multiple times, unless different rates are charged for the different Task Areas.

52 Attachment 2 Matrix 1 and Attachment 2 Matrix 3

2. Is it the Government’s intent that for any Task Areas/Labor Categories which are subject to the Service Contract Act that the Offeror provide both a Regular Time Fully Burdened Labor Rate and an Overtime Fully Burdened Labor Rate?

Government Response to Industry Questions

53 Attachment 2 Matrix 1 and Attachment 2 Matrix 4

Is it the Government’s intent that we complete these Matrices for each year? In other words, should our proposal response contain Attachment 2 Matrix 1 Base Year, Attachment 2 Matrix 1 Option Year 1, Attachment 2 Matrix 1 Option Year 2, and so on for Attachment 2 Matrix 2?
