About this file
This is Amendment 0003 to solicitation W911RZ26QA0200, issued by the U.S. Army Materiel Command (AMC) on July 7, 2026. The amendment updates the Performance Work Statement (PWS) for Absolyte Valve Regulated Lead-Acid (VRLA) Battery Cells Replacement at Fort Carson, Colorado.
The primary changes extend the quote due date from July 9, 2026 at 11:30 AM MDT to July 13, 2026 at 8:00 AM MDT. The amendment modifies the PWS to change the required battery model from 100A25 to Model 100G25, with specifications of 1200 amp-hours at 1.75 Volts Per Cell (VPC) for an 8-hour rate. The contractor must deliver and install 48 new Absolyte VRLA battery cells (two strings with 3x8 configuration of 24 cells each) at Building P-310 Communications Node, Pinon Canyon Maneuver Site (PCMS), located near Model, Colorado. The scope includes dismantling and removal of existing batteries, installation of new cells with modular steel tray housings, positive/negative terminal plates, hazmat sorbent pillows, and flame-retardant transparent module covers. The contractor shall perform battery load testing to verify 500 amps for 2 hours, maintain float voltage between 2.23–2.27 VPC, provide comprehensive documentation, and warrant all materials and workmanship for five to ten years or the Original Equipment Manufacturer warranty, whichever is longer. The contract period of performance runs from May 1, 2026 to October 30, 2026. The amendment also adds Fort Carson installation access requirements and an AMC-Level Protest Program notification.

AMC LEVEL PROTEST PROGRAM
If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103. If you want to file a protest under the AMC- Level Protest Program, the protest must request resolution under that program and be sent to the address below. All other agency-level protests should be sent to the contracting officer for resolution.

The current 48V Direct Current (DC) battery cells are over 12+ years old and due to environmental changes, this is causing failure of these battery cells require to be replaced every 15-20 years. Without battery backup, a power failure will cause an uncontrolled shutdown of core network distribution devices, risking equipment corruption that could prevent a successful restart even after generator power is restored. This failure would render all 15 downstream switches inoperable indefinitely, halting services for all range operations and local emergency services, thereby crippling training readiness and compromising safety at this vital training location.
1.3 Objectives: The objective of this contract is to provide, delivery, and installation new Absolyte VRLA battery cells, modular steel tray housings, Positive +/Negative - terminal plate, hazmat sorbent pillows, and Flame Retardant Transparent Module Cover (plexiglass) with standoff for building P-310 communications node Pinon Canyon Maneuver Site (PCMS) located Northeast of Trinidad, Colorado. The contractor shall ensure the new battery cells are configured and connected to the existing power supply and control system, maintaining a minimum of 54 volts DC throughout the system, upon completion of this contract.
1.4 Scope: The contractor shall provide labor, material, and personnel for dismantle and removal of existing GNB Absolyte VRLA battery cells , modular steel tray housings, Positive model 100A25 +/Negative - terminal plate, hazmat sorbent pillows, and Flame Retardant Transparent Module Cover (plexiglass) with standoff.

The contractor shall confirm the purchase order on hand before transport and install the new Absolyte VRLA battery cells to job site.
The contractor shall visually inspect the new Absolyte VRLA battery cells for cracks, leakage, bulges, swelling, which indicate potential internal damage. If damage is noted, immediately request an inspection by the carrier and file a concealed damage claim.
The contractor shall visually inspect the new modular steel tray housing for staining from leaking battery cells and damage to the steel tray housing, Inspecting the terminals and connection for cleanliness and corrosion buildup can hinder proper battery function. If there is a deficiency, the battery cell shall be replaced.
The contractor shall confirm that all miscellaneous hardware components are onsite.
The contractor shall be responsible for all necessary equipment for transportation loading and unloading new Absolyte VRLA battery cells and components to site location.
The contractor shall protect floor surface (parquetry floor, tiles floor, etc.) by mean of PVC foil or soft fiberboards during dismantle and removal work. Remove the protective measures after completion of work and clean the floor surface.

The contractor shall document all battery charge levels, before, during, and after each test. Provide the documentation to the Government for review and comments.
The contractor shall create a report for a battery load test on each new battery and provide a report to RNEC POC for approval.
The Battery Load Test is to verify the new batteries as a system will support 500A for 2.00 hours and to ensure the power remains uninterrupted during load test and the battery system returns to normal state. The Contractor shall take readings from each of the battery cells and document the readings. Connect the load bank to the DC Power Plant and turn it up to 500A, the rectifiers will be shut off at this time, and the load test will begin. Take readings of the batteries at 30-minute intervals and document until a full 2.00-hour discharge test is reached - Attachment 2 Absolyte Battery Maintenance Report.
