About this file
This is a Memorandum for Record - Limiting Competition document from the 918th Contracting Battalion at Fort Carson, Colorado, dated April 2021. The procurement is for 12 sets of specialized firefighting personal protective equipment (PPE) for the 60th OD CO, including Globe G-Xtreme 3.0 Structural Fire Jackets, Globe Pant Systems, Globe SUPREME 14-inch Pull-On Structural Boots, CAIRNS Custom Traditional Helmets, and PGI COBRA ULTIMATE Original Hoods. The contract will be a fixed-price purchase order funded by Operations & Maintenance, Army (OMA) funds, with a completion date of 30 September 2025. The justification emphasizes the critical need to replace outdated PPE to meet National Fire Protection Agency (NFPA) standards and ensure personnel safety during high-risk missions involving hazardous materials and emergency response.
The document justifies a brand name purchase under FAR 13.106-1(b)(1), citing the necessity of aligning with installation fire department equipment and mitigating supply shortages. The contracting officer determined the procurement is in the government's best interest, with the total value redacted. The procurement will be a sole-source action, with public display and synopsis requirements applied. The rationale highlights that the specified brand meets Army regulation AR 420-5 standards and that failure to approve the purchase would compromise operational readiness and potentially expose the brigade to legal and operational liabilities.

5. Reasons for Authority Cited:
60TH OD CO is tasked with supporting critical sustainment and logistics missions, including handling hazardous materials and responding to emergencies. This mission requires personnel to be equipped with modern and compliant PPE to operate safely and effectively in high-risk environments. This purchase includes essential items to replace outdated or non-compliant gear and meet current safety standards. The brand requested meets the criteria and standards necessary for National Fire Protection Agency (NFPA) and army regulation as outlined in AR 420-5.
If this purchase is not approved, 60th OD will face significant challenges in maintaining operational readiness and ensuring personnel safety. The outdated or inadequate PPE will increase the risk of injuries and reduce the unit’s ability to execute its mission effectively. Additionally, failure to meet NFPA standards and state regulations could result in legal and operational liabilities for the brigade

The products sought for purchase are what the instillation fire department uses and allows us to be flexible with using instillation equipment to mitigate size requirement shortfalls.
8. Other Facts: The single source of brand name equipment allows us to align with equipment that the instillation fire department is already using and allows us to resupply
