5. Reasons for Authority Cited:
a. Must meet the LENEL "Expert" certifications, must be certified on the current LENEL version and must have security clearance. BW Secure has multiple technicians which have security clearance and Common Access Card commensurate with government systems.
These systems are highly sensitive in nature and require rapid support 24/7, 365 days a year.
BW Secure is physically located within 15 miles of Fort Carson and can provide immediate around-the-clock support. T This allows them unique authority and access rights to the computer systems used for the ACS locally. BW Secure has been responsible for the installation and maintenance of CCTV and ACS since the inception of the current system, which is upwards of 15 years old. They are a local provider that has continued to exceed service requirements due to their extensive specified knowledge with the 10th SFG(A) compound and infrastructure. Given the restricted nature of the approximately 350-acre footprint, coupled with significant network and physical infrastructure changes over the past decade, BW has provided critical continuity with the existing systems. The complex and secure integration of these systems requires intimate knowledge of historical implementation, network integration, mechanisms used, and tie-in configurations, all of which only BW Secure can provide. Based on the above, BW Secure is assessed to be the most responsible source to procure the requested items to satisfy agency requirements.

b. This modernization project supports physical security and enables a continued strong force protection posture in the 10th SFG(A) compound. Moreover, it enhances protection against criminal activity and sabotage while protecting Soldiers and Government systems in accordance with AR 190-51, Ch. 6-4, para. e. (2).
c. A previous ACS renovation contract, much smaller in scope which only addressed a handful of buildings, resulted in further detriment to the current system. The contractor was unable to work with the existing system due to lack of familiarity with the existing infrastructure and therefore implemented a secondary system that fails to communicate properly with our primary system. Additionally, the contract was fulfilled out of Washington and Hawaii so any remediation took significantly longer to coordinate and incurred additional cost to the government. Having a new party address our legacy access control system is simply not viable as it will further fracture and deteriorate the already delicate system; however, this renovation will eliminate many of these concerns upon completion ensuring a more permanent and universal solution.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 ☒ do not apply due to the $ threshold, ☐ apply and will be followed, or ☐ do not apply due to an exception at 5.202
Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A)
☐ Action is NOT a brand name restriction and is under $250K, no posting required.
☐ Action is a brand name restriction, under $25K, no posting required.
☐ Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.
☐ Action is a brand name restriction over $25K but will not be posted due to exception:
☐ FAR 6.305(f) ☐ FAR 8.405-6(b)(3)(iii)(A) ☐ FAR 8.405-6(b)(3)(iii)(B) ☐ FAR 8.405-6(b)(3)(iii)(C) ☐ FAR 16.505(a)(4)(iii(C)
7. Market Research: The 10th SFG(A) conducted extensive market research on local vendors that met the basic vicinity prerequisite for response time. Given this major restriction and the constraints listed in Part a, BW Secure is the sole source that meets all necessary requirements to execute this government contract in its entirety. BW Secure is a Federal Government VAR (Value Added Resellers) and the VAR of record for Ft. Carson. Additionally, they are also the preferred vendor for Ft. Carson NEC and T&H for Access Control and CCTV. Because the requested vendor is the only responsible sources for the needs described above, and no other type of vendor will satisfy agency requirements, this sole source is requested.
8. Other Facts: To increase competition, the 10th SFG (A) will periodically monitor the market looking for other possible vendors.
