Answers to Industry Questions References: PWS Paragraph 4.4, Page 12, specifies equipment that includes “…at a minimum 22 vendor owned and operated computers (no less than two per team based on Annex A).”

Additionally, PWS Paragraph 1.6.17, Page 8, states “No later than 7 days prior to contract execution, the Contractor shall submit a list of names and personal information of all role players that require DoD facility or military installation access. The list of required information can be found in Annex B 'FP 23-1-E FCCO Access Roster' of the PWS. However, there is no Annex A nor Annex B provided in the PWS.

Correction: There is no Annex A nor is it required. This was from a previous contract. Wording was removed. Annex B not required either as base access is granted at the front gate upon arrival. Wording removed.

Question: Can the Government please provide the referenced Annexes in an updated version of the PWS?

References: The PWS contains several references to “section 1.9 of the PWS” in the context of role player qualifications (PWS Paragraph 1.4, Page 2 and PWS Technical Exhibit 1, Page 17, including several references for PRS #1 and #3). However, there is no Paragraph or section 1.9 in the PWS.

Questions: Can the Government please clarify if references to “section 1.9” should instead be referring to PWS Paragraph 1.6.8, Special Qualifications, Pages 4-6? If not, then can the Government please provide the referenced “section 1.9” in an updated version of the PWS?

Correction: Section 1.9 should be section 1.6.8. Replaced all section 1.9 with section 1.6.8.

Reference: PWS Paragraph 1.2, Table 1, Pages 1-2 specifies 2x, 5x, and 6x Operations Officers/Support Operations Officer (SPO) (G/S-3) Role Players for Groups 2, 3, and 4, respectively. However, PWS Paragraph 1.6.8.c, Page 5, and Paragraph 1.6.8.i, Page 6, specifies personnel qualifications for two distinct positions, the Unit G/S-3 (Operations) Officer and the Unit Support Operations Officer (SPO), respectively.

Questions: Can the Government please clarify which personnel qualifications and experience requirements apply to the “Operations Officers/Support Operations Officer (SPO) (G/S-3)” Role Player position: PWS Paragraph 1.6.8.c or 1.6.8.i or both? Alternatively, can the Government please specify which Role Player position(s), Operations Officer or SPO, are required for each group and the quantity of each?

Correction: NO CHANGE: Role player numbers provided in table 1. Duties and responsibilities provided in 1.6.8.c and 1.6.8.i. Operations Officer and SPO are same position.

Reference: Solicitation 52.212-1 Addendum, Paragraph 1.6.3, Past Performance, Page 3 of 34, states “Provide a list of up to five similar previous contracts within the last 5 years where you have performed work that is similar in nature and scope.”

Question: Can the government clarify the minimum number of past performance references that need to be submitted?

Answer: The minimum of 5 of past performance references shall be submitted.

Question: Of those, how many must be provided by the prime offeror?

Answer: All must be provided by the prime contractor. The Government does not deal with subcontractor.
