Agricultural Wash and Disinfecting W911RZ-22-Q-0001
Questions and Answers
1. Will the contractor have access to the wash rack?
- The contractor will have access to the wash rack equipment whenever temperatures are
40 degrees Fahrenheit or above. The Wash rack open space will remain open to contractors to conduct all weather operations with their equipment.
2. I was on meeting earlier today and I did not see what the 3500 units will consist of. Is there any way you could tell me what those units may be?
- Please see attached list for all equipment by type.
3. Performance Schedule On page one of the PWS in section 1.4 it is mentioned that the period of performance starts on 22 December 2021 which in contradiction to section 1.2 that specify the Period of Performance (PoP) to start on 28 December 2021. This contradiction forms an ambiguity as it can be interpreted in multiple ways. Would you please clear the ambiguity?
- The start date will be 28 December 2021, see amended solicitation for the correction.
4. Period of Performance Section 1.4 of the PWS indicates “There will be no Break in work except the holidays listed under section 1.6.3” but section 1.6.4 indicates: “The contractor shall conduct business, between the hours of 0630-1830 hours MST, Monday thru Friday in
December and Monday thru Saturday in January except Federal holidays” a. Please explain the meaning of “no Break” of section 1.4 considering the contradicting schedule of weekend breaks specified in 1.6.4. b. Does the government require the contractor to work on weekends?
- The contractor will not be required to work on holidays, but shall be available to work on weekends
5. Density List- Can the government provide the density list or quantities of equipment by categories (armored carriers / wheeled / trucks / tanks / paladins / engineering / shipping containers / trailers, etc.)?
- Yes, a list of quantities by tracked, wheeled, flat rack, and container will be provided.
6. IDIQ vs FFP The solicitation identifies Firm Fixed Price as the pricing method for this contract, however, the solicitation on page 2 identifies in table 3,500 as QTY and provision of Unit Price per piece of equipment. a. Please identify if the table structure is for convenience or does the government plan to apply FAR part 16.5. b. We believe and respectfully suggest to the government that this project will have a QTY of 1 and be quoted holistically for the requirement and its overhead.
- The contract will be firm fixed price purchase order and the award shall be made using a trade-off per the solicitation instructions.
7. Utilities and Facilities- It is unclear what utilities the government will provide and what utilities are expected from the contractor: We believe the government plans to provide water for washing and disinfecting, would the government provide the following utilities:
a. Lavatories for contractor staff at each work location- The WV site that has indoor facilities and the wash rack has a latrine.
b. Domestic water- Yes, there will be water points.
c. Electricity to power the contractor equipment Page 2 of 2- No new power sources will be established by the government. The government may provide generators if needed.
d. Fuel for government furnished generators- If the government provides generators, then the government shall provide fuel to said generators.
e. Shelter from inclement weather - No
f. Storage location for contractor equipment - The motor pool that will be used for containers can be utilized by the contractor for storage as well as the containers shown in the site visit.
Government will not provide contractor with key, they will have to coordinate with COR for access.
8. Tent The PWS on page 10 section 4.4 requires “Contractor shall provide a tent wide enough to fit at least 3 lanes (est 60 feet), long enough to fit 3 track vehicles (Est 60 feet or longer), high enough for tracks to fit (est 16 feet)”
a. It is unclear if the government requires the use of tent\s in the wash rack or in the disinfecting sites, please clarify. - The government only requires it for one sterilization site. If the contractor wants a tent at the AG wash site, they shall provide their own.
b. Can the government provide a facility to conduct disinfection in a climate-controlled hangar? -No
c. Does the government require tents for the two disinfecting sites or only for a single site?
- Only for a single site.
d. Does the government require a climate-controlled environment for the wash site?
-No; only the ability to wash in any temp. Other solutions will be reviewed and taken into consideration when evaluations occur.
9. Heaters to dry equipment at sterilization points The PWS on page 10 section 4.4 requires
“Contractor shall provide heaters to dry equipment at the sterilization points entrance prior to sterilization” We ask the government to consider substituting the requirement stated above with: “Contractor shall overcome possible dilution of wet surfaces by increasing Virkon concentration in a manner controlled and demonstrated to the government inspectors”
a. As long as the Vets approve this concept. Heaters are there to dry equipment if the weather is wet for sterilization.
10. Wash Rack a. The wash rack in Fort Carson consists of 20 wash lanes. The PWS identify that the government will allocate only 13 lanes to the contractor. Can the government increase the allowed lanes to 20 lanes? b. Please provide the wash rack architectural drawing with dimensions.
- The government will provide up to 18 lanes, leaving 2 lanes for other units if needed. The contractor must understand that if weather temp is below 40 degrees, the wash rack equipment might not be able to operate. This is why the contractor shall provide their own wash equipment if the Wash Rack is not available.
11. Disinfecting Lanes: The virtual site visit visited three locations for disinfecting: maintenance hangar, an adjacent motor pool to conduct disinfection of containers, a yard to disinfect armored equipment. This setup is not accurately reflected in the PWS and we ask you to confirm our understanding of your requirement. Please confirm the below:
a. Maintenance hangar: 3 disinfecting lane for wheeled equipment under a climate-controlled conditions.
i. Yes
b. Motor Pool: 2 lanes for disinfecting containers
i. Yes
c. Yard next to the wash rack for tracked vehicles
i. 3 Lanes, Lanes above are the minimal, If contractor wants to increase through put by adding lanes, they can. They can also create more lanes outdoors at the sanitization sites if the weather is dry and they meet the sanitization standard.
12. Disinfecting sites Fabric Structure- Would you require a fabric structure in the containers disinfecting area and the tracked vehicles yard?
a. Just the Tracked Yard
b. Contractor may erect a fabric structure at the container yard for a heating tent.
Intent is to sanitize out doors.
13. Fabric structure at the tracked vehicles yard- Would you require climate control at the tracked vehicle disinfecting fabric structure?
a. Yes
14. Fabric structure at the containers disinfecting spot- Would you require climate control at the containers disinfecting fabric structure?
a. It is not a requirement.
15. Fabric structure/s at the wash rack- Your requirement for the contractor to provide a safe environment and washing and disinfecting can be drawn multiple interpretations, hence ambiguous for its requirements. We ask you to clarify this ambiguity by specifying if you require the contractor to provide climate-controlled fabric structure/s at the wash rack.
a. If that is how the contractor needs to keep his/her personnel warm and safe.
16. Section 1.4 states There will be one AG cleaning team that can operate 13 lanes and the drive through wash facility starting on 22 December 2021 and ends when all equipment has been certified AG cleaned. However, section 1.5 Period of Performance states that it shall be from 28 December 2021 to 18 February 2022. Please advise.
