Solicitation W911RZ20Q0004 Questions and Answers

Question 1 - On the PWS, at the end of paragraph 1.4 under Scope on page one it appears that these additional activities are not part of the CLINS on page 1 and page 2 of the synopsis. Therefore, it comes across as they are not invoiced or get paid for. The CLINS does not include the following activities " These services include pastoral ministrations in religious education, religious counseling, pastoral care, baptisms, weddings, sacraments, and other lay participation activities that support worship services.

Answer 1 - Religious education, religious counseling, pastoral care, baptisms, weddings, sacraments, and other lay participation activities that support worship services are all considered pastoral care per PWS para 2.1.6 and 2.1.5 and would be accounted/paid for on CLINs 0003 and 1003.

Question 2 - For your information these activities cited above belong more to a parish than to a hospital.

These makes the contract appears to be for a"Church with a hospital and emergency call included."

These makes the contract very difficult and complicated to bid for. I looks like it requires 2 priest or one and a half minimum.

Answer 2 – There is a chapel within the hospital, so any hospital and parish activities are co-located, and can be performed by one person.
