1. Question: Will the Government allow the contractor to place "Food Waste Only" containers at designated buildings that produce food waste? This will be essential to meeting the 2% yearly diversion rate.

Answer: yes

2. In regards to Q&A 5:

Question: Does the Government realize that this is a very costly investment for the contractor to weigh every, single container and that this will increase the cost of the contract cost due to an increase equipment cost, labor cost, and administration personnel cost? It has been our experience that performing waste audits on individual containers and educating the customer is more effective than informing the customer on the weights of their refuse container. This also goes without saying that these scales are not very accurate. Would the Government consider removing this requirement?

Answer: No. knowledge of individual weights will allow the government to pinpoint problem areas allowing for internal disciplinary action

3. In regard to Question 33:

Question: Would the Government allow the contractor to place its own 65/95 gallon roll carts at select areas on Fort Carson for single stream collection? If not, then the 2% deduction each year will not be able to be met, as there is not a dirty MFR in the State of Colorado nor does the Government allow for the contractor to have a MRF to sort through the current refuse stream. The only way to meet the 2% reductions is to capture the recyclable materials before it enters the waste stream, and if the Government is not willing to go to a single stream then the contractor is at a risk of not meeting PRS 4.

Answer: No - the government controls all recyclable containers on Fort Carson.
