Questions submitted for W911RX-23-Q-0020, 1ID Combatives
1. Is this contract ongoing, or for a set period?
Answer: Ongoing. The contractors we have suppor ng the Comba ves facility have been part of the program for years.
2. Physical Readiness Travel FFP Travel Cost designated - is this 15,000 amount a travel allowance for instructors, which may be applied to their housing? If not, please define this 15,000 amount.
Answer: Housing for instructors is provided by themselves. Once a year the head instructor travels to Fort Benning (Fort Moore), GA to help coach the 1st Infantry Division Comba ves Team for the All Army Compe on. The en re event plus travel lasts about 9 days with the head instructor paying for his flight, hotel and rental car out of his travel budget through the company.
Plans for 2023 and beyond include traveling to some local compe ons as well. Civilian instructors are encouraged to a end with the team if their company will support their travel costs (gas, car rental, hotel for 1-2 nights per trip). Goal is to do 3-5 more compe ons a year, although nothing has been placed for certain on the calendar as of this point.
3. Will housing accommoda ons be provided for instructors?
Answer: No, they pay for their own local accommoda ons. For TDY trips like compe ons, they will have their company provide reimbursement for travel costs.
4. What is the es mated number of FTEs required for this effort? Based off para 5.1 of the PWS we assume that 3 FTEs are required to meet all stated PWS objec ves.
Answer: The current contract has 3 FTEs, however there is not a required minimum/maximum number of FTEs. The 3 FTEs seems to be working well, would not recommend adding or subtrac ng form that number as of this me.
5. What are the total expected yearly hours for each LCAT?
Answer: Each contractor works a normal 40-hour work week throughout the year. During non-class mes their requirements to stay at the Comba ves Facility is reduced. During Comba ves Team train up (Jan-Mar), the head instructor comes in approximately 2 hours early. This comes out of their total duty me and can then leave 2 hours earlier. Occasionally throughout the rest of the year there are periodic prac ces, instructors that show up to the early AM prac ces can usually leave 2 hours early as long as classes aren’t occurring.
6. What hours will the instructors have access to Building 88312? PWS Para 1.6.4 states that the hours of opera on are 8:00 am to 4:00 pm. To ensure an adequate workforce, the contractors will require access to the facility before or a er to account for breaks.
Answer: They will have access during those mes in addi on during Comba ves Team training periods they will have access star ng at 0600. This occurs JAN-MAR and periodically throughout the year star ng in July.
7. Do the instructors require a security clearance? Para 1.6.7.4 states the a ached DD254 will define the security requirements. However, no DD254 was provided. We assume that the instructors do NOT require a clearance.
Answer: Comba ves instructors do not require a security clearance for secret or TS. They will be handling FOUO informa on though and should have a record of good standing.
8. Request average yearly travel me and costs for this effort.
Answer: Yearly travel me is 9 days for the All Army Comba ves compe on (requires flight, hotel, car rental, TDY, gas expenses). Addi onally, we are looking at expanding travel to 3-5 weekends a year locally for other compe on opportuni es. This would require cost of gas, hotel for 1-2 nights per trip, TDY and gas expenses.
9. Has there been a me where a modifica on for travel occurred for under expending or exceeding the 15K allocated travel costs?
Answer: Historically we have not exceeded the 15k travel allowance and do not expect to exceed it in the next year even with the plan for expanded travel/

Answer: Yes, in order to access military bases and have a government email a CAC is required.
11. Will the awardee be provided access to the incumbent personnel a er award?
Answer: Yes, if there is a changeover.
12. Will the awardee be expected to create a training plan from zero or will they take over an exis ng plan an adjust as needed?
Answer: They will take over the exis ng training plan for Basica and Tac cal Comba ves Courses since that is set by the Army. For training the Comba ves Team, they are expected to create a plan star ng from zero.
13. What is the total student through put per year?
Answer: 1st ID Comba ves runs a total of ~23x courses per year for the week long Basic Comba ves Course gradua ng around 315 personnel. Plus, they run an average of 4x two week long Tac cal Comba ves Courses gradua ng around 80 personnel per year.
The average class size is around 14 personnel. The maximum class size is around 36. 18-24 students is what we believe ideal looks like to maximize training and throughput of qualified Soldiers.

Answer: Students will be cer fied in Basica Comba ves Course upon comple ng the week long course which has around 23x courses per year. Students who a end the two week long Tac cal Comba ves Course (4x per year) graduate cer fied at that level.
In October 2023, we are looking at running a Master Training Course Mobile Training event at Fort Riley. Master instructors from Fort Benning will spend a month here cer fying up to 40+ Soldiers. This will not be an annual reoccurring event but something we look at doing every 3-5 years on Fort Riley.
