REQUEST FOR INFORMATION
Environmental Compliance Inspection
IMCOM USAG-Fort Riley
1.0 Description
1.1 The Installation Management Command (IMCOM), United States Army Garrison – Fort Riley, Directorate of Public Works, Environmental Division is seeking information on how an interested contractor (interested party/respondent) could develop a database tool deployable on handheld tablet that would allow environmental compliance inspection staff to use a tablet to annotate inspection findings against an established inspection checklist, synchronize the individual inspection data into a primary database, and automatically generate a report in a standardized format.
1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service. Furthermore, the Army is not, at this time, seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information nor administrative cost incurred in response to this RFI. Not responding to the RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps.gov) website. It is the responsibility of the interested party(ies) to monitor the website for additional information pertaining to this requirement.
2.0 Requested Information / Need: Develop an inspection form(s), in consultation with the Environmental Division, based on multimedia federal, state, Army environmental compliance regulations (similar to Attachment A), to include drop down menu(s) for the findings, fillable comment section(s), and photograph association to the inspection question record. Develop an automated (command), or limited keystrokes, process to merge the site’s inspection record into a single repository database on a Government network. Develop, in consultation with the Environmental Division, a standardized inspection finding report format to include any photographs taken during the inspection that can be automatically generated from the database. Develop, in consultation with the Environmental Division, 5-10 established statistically queries or summarization reports.
2.1 Hardware: NOTE: GOVERNMENT MAY PROVIDE THE TABLET WITH GOVERNMENT ISSUED STANDARD SOFTWARE. See paragraph 2.3 below. A tablet or similar device no larger than 10.6 inch measured diagonally. A case with hand strap to allow being held by one hand. A stylist to migrate through the form and select drop down choices, activate fillable comment fields, etc. Initially, six tablet or similar devices will be required.
2.2 Software: Ideally, this capability shall use existing standard Government issued Microsoft Office 2013 software running on Windows 10 operating system.
2.3 Alternate Solution: The respondent may identify a different solution (hardware and/or software) to accomplish the need. However, any software license fees, hardware configuration, and/or process to get inspection data, including photographs, to a Government networked computer shall be fully described. USB devices / connections are NOT allowed on Government computers.
2.4 Delivery Period: The development database and inspection form architecture and fielding of devices is planned for Fiscal Year 2019.
3.0 Responses
3.1 Format: Interested parties are requested to respond to this RFI with a white paper. The white paper shall be prepared in Microsoft Word for Office 2013 compatible format. Responses shall be limited to five (5) pages and submitted to Purchasing Agent Chrystal Artigue. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate propriety information. Please be advised that all submissions become Government property and will not be returned.
3.2 Discussions: USAG-Fort Riley representatives may or may not choose to meet with potential interested parties. Such discussions would only be intended to get/provide further clarification of potential capability to meet the requirements.
