Mill & Overlay of Trooper Drive from ACP to Rifle Range Roundabout

QUESTIONS FROM INDUSTRY

AS OF 23JUL18

1. Plan Sheet 3 shows that quantities for Hitching Post road are included in the mill and overlay quantities. IS this correct? If so, will you break out the quantities for Hitching post, and show them in the work requirements on sheets 23 and 24?

Answer: Plan sheet 3 does not include mill and overlay quantities for Hitching post Option CLINS. Will revise the note on sheet 3 to remove hitching post and provide quantities for Hitching Post on sheets 23 and 24.

2. Is there any mill and overlay on 1st Street? Would that milling and overlay be included in the First Street alternate, or is it already in CLIN 0005?

Answer: Yes there is some mill and overlay on Phase VI Option CLIN. Will revise the plan note on sheet 17 to include mill and overlay quantities.

3. There are two structures in the parking lot of the Trooper ACP (a concrete storm shelter and a pre‐fab metal guard house). Does the Government want the Contractor to work around those structures or will they be re‐located prior to construction? If so, is the contractor responsible for moving them? To where? Are they to be returned back to their original location?

Answer: DPW will move both structures. There will be a change to the scope for this area including a concrete pad for both to be put back on. Will revise sheet 3 to include concrete quantities and location of building pads.

4. Reference Section 01 11 00 Summary of Work, 1.1 Scope: Will the Government consider revising the limits of daytime work to; “All daytime work must allow traffic flow on Trooper Drive, to include at least one 12 ft. lane of unimpeded traffic in each direction”.

It is very doable to accomplish this by temporarily shifting centerline of the road and completing shoulder widening/curb & gutter work in the “wide” lane. Night work would be mostly confined to asphalt paving, signals, and pavement marking.

Answer: It will be allowable for the contractor to do work behind the TOE of curb during daylight hours; with the caveat of NO lane restrictions. Additionally, channelizers will be placed on the pavement directly next to the toe of curb. If there is not existing curb, then the point of delineation will be the toe of the new proposed curb or the edge of existing travel way.

5. Reference Project’s Plan Sht. 4 for the Trooper Drive ACP (Phase I): There is an existing double cable security fence along the edge of Trooper Drive at the ACP. The amended detail has the distance between back of curb and the fence as “Varies”. That variable width will often be less than 1’, leaving

3’+ of a 6:1 slope, followed by a 3:1 slope (or flatter), back of fence. What compaction of the soil will be required in the area of the existing cable fence / fence posts?

Answer: The area in question is a “green space”, so, the compaction requirement is “Type B _ MR90”.

6. Reference Section 00 10 00 Solicitation, Item No 0001; Specifies three calendar weeks to complete Phase I, and a completion date NLT 30 Sept 2018. The duration seems to be insufficient to accomplish the work, especially at night. Can the specified duration be extended, to allow work to begin ASAP after contract award, allowing for two weeks’ notice, and keeping the NLT deadline of 30 Sept 2018?

Answer: There is a 3 week duration with completion NLT 30 Sep 18 for this phase.

7. Reference Section 00 10 00 Solicitation, Item No 0001 thru 0006, paragraph 3; The Government has specified “(Bidders shall insert Day/Month/Year for the beginning and end dates for this phase.)” with our bids. The durations listed for each phase (which total to 217 Calendar Days) are not sufficient to complete the work required. Also, the variables of weather make it impossible to define a specific future time period when a phase will occur. Several questions pertaining to this issue;

Answer: Create a schedule with durations and tentative start dates.

8. Will the Government accept a schedule that exceeds the duration for an individual phase if the overall construction time of 365 Calendar Days is maintained?

Answer: No.

9. If the answer to (a) (8 above) is yes, will the Government still charge liquidated damages for each phase that exceeds the durations stated in Section 01 11 00, Items 0001 thru 1003?

Answer: N/A

10. Will a negative Contractor Evaluation result from a construction schedule that is accepted by the Government but exceeds the solicitation’s stated durations?

Answer: Yes

11. Not knowing which Options the government may or may not exercise, how are we to incorporate the impact of their time frames’ into a master schedule?

Answer: See Paragraph 1, of extended CLIN descriptions for Option CLINS 1001 and 1002 as it states “If option is exercised at time of award, work shall be completed simultaneously with CLIN 0003, Phase III.” The durations for each of the CLINS is two (2) calendar weeks and adds a total of four (4) weeks to the duration of Phase III if both CLINS are exercised at time of award. CLIN 1003 is a standalone Option CLIN and bidders shall comply with the language within the Extended CLIN description for CLIN 1003 for planning purposes.

12. Based on the discussion at the Pre‐bid meeting; Could it be re‐stated which access points will be available by phase for Night work?

Answer: During Phase 1, Trooper Gate will be closed to both in and outbound traffic, the Grant Street Gate will be open for inbound Asphalt and Concrete deliveries and all outbound traffic, all other inbound commercial vehicles are required to enter Henry or Estes Gate between 7:00 p.m. to 5:30 a.m.

During Phases 3 through 6, Trooper Gate may be used for inbound asphalt and concrete deliveries, all other inbound commercial vehicles are required to enter Henry or Estes Gate between 7:00 p.m. to 5:30 a.m.
