Mill & Overlay of Trooper Drive from ACP to Rifle Range Roundabout
QUESTIONS FROM INDUSTRY
AS OF 17JUL18
1. Reference Project’s Plans; Plan sheets are not numbered. Can plan sheet numbers be added? It really does help to organize work on a bid, and/or the actual project, if the plan sheets are numbered.
Answer: Yes, plan sheet numbers will be added by amendment.
2. Reference Project’s Plans; Given this project extends through the Trooper Gate Access Control Point (ACP), will we be able to use this ACP for our material deliveries and construction traffic?
Answer: No. The gates that secure the post will be closed during this phase. Access for asphalt and concrete will be allowed through Grant St during the Phase I. For other phases, concrete and asphalt deliveries can go through Trooper ACP. All other materials must go through a commercial gate.
3. Reference Project’s Plans for the Trooper Drive ACP (Phase I); There is an existing double cable security fence along the edge of Trooper Drive at the ACP. Please provide a detail showing how the new C&G at the ACP, including the back slope fill, relate to this existing security fence?
Answer: A detail will be provided by amendment.
4. Reference Project’s Plans for the intersection of Trooper Drive & River Road (Phase I); Can the one block of River Road be closed while installing the cross road pipe?
Answer: Yes.
5. Reference Project’s Plans for New C&G (All Phases); Has the government surveyed the existing roadway, and established C&G elevations to insure proper drainage? If not, there is no way to ensure the existing roadway, which is currently designed with a cross slope to sheet drain to a ditch, will support C&G carrying water hundreds of feet along a profile grade to the nearest flume.
Answer: No, a survey has not been completed. See note on the plans “Adjust Flume Location As Needed.”
6. Reference Project’s Plans on Multi‐Component Pavement Markings (All Phases); Can phases be temporarily striped as per KDOT standards, and then all of the project’s multi‐component pavement markings placed at the end of the project?
Answer: No. Each phase will be completed including striping prior to Government acceptance.
7. Reference Section 00 10 00 Solicitation, Item No 0001; Specifies three calendar weeks to complete Phase I, and a completion date NLT 30 Sept 2018. Both the duration and completion date seem to be insufficient to accomplish the work. Can the specified duration be extended, with a NLT deadline of 31 October 2018?
Answer: No. Days are sufficient. Actual dates will be determined by the approved schedule submitted to the Government.
8. Reference Section 00 10 00 Solicitation, Item No 0001 thru 0006, paragraph 3; The Government has specified “(Bidders shall insert Day/Month/Year for the beginning and end dates for this phase.)” with our bids. The durations listed for each phase (which total to 217 Calendar Days) are not sufficient to complete the work required. Also, the variables of weather make it impossible to define a specific future time period when a phase will occur. May we suggest that if the project has 365 days to complete, a schedule be required that complies with that requirement.
Answer: The allowed duration is accurate. Scheduling will be done IAW the contractually allowed weather days per month. Weather days, if necessary, will be assessed and working days adjusted on a monthly basis.
9. Reference Section 01 11 00 Summary of Work, 1.1 Scope; Specifies “Road work from edge of shoulder/back of curb to edge of shoulder/back of curb limited to night operations”. Is the referenced “edge of shoulder/back of curb” the current existing “edge of shoulder/back of curb”? Could it be re‐ stated to require 2 full lanes of unimpeded traffic for daytime work?
Answer: No. Back of curb/edge of shoulder are the accurate delimiters for the nighttime work.
Placement of curb during the day will require additional disruption of traffic in an already over‐ congested area.
If the answer is no, can this specification be changed to “edge of shoulder/toe of curb to edge of shoulder/toe of curb”? This would at least allow the project’s curb & gutter work to be completed during daylight work hours.
Answer: No. See above.
10. Will the Ft. Riley CD landfill be open during the required nighttime working hours for disposal of demolition materials?
Answer: No, Contractor shall stockpile C/D landfill materials in government designated location outside of work area and dispose of during C/D landfill operating hours.
11. What is the estimated construction cost?
Answer: See block 10 of the SF1442.
