Questions and Answers 25 Oct 2017

Question #1: Reference: TE-A, RFP p.53. There seems to be a discrepancy in a key technical evaluation factor. On the pre-award survey (TE-A), it states to provide one (1) to three (3) past performance references. On the pre-award survey information in the RFP (p. 53), it states that the contractor shall provide three (3) past performance references. Which is correct?

Answer #1: TE-A is accurate. The Government will accept one (1) to three (3) past performance references. The Solicitation pre-award survey text has been amended to reflect the discrepancy.

TE-A states “The Government reserves the right, prior to making award, to conduct a pre-award survey” and “A Pre-Award Survey may be conducted”, during the Responsibility Determination process it will be determined if a Pre-Award survey is needed or not.

Additionally, there are no technical or past performance evaluations being performed under this solicitation. The award will be made to the lowest responsible bidder, considering only price. The Pre- Award survey Form (TE-A) may be used only in the Responsibility Determination of the lowest priced bid, no technical evaluations are taking place, as identified in Section M of the solicitation. There is no Past Performance evaluation under this solicitation, the Pre-Award Survey may be used to make the Responsibility Determination in accordance with FAR 9.106.

Question #2: Reference: PWS 2.1 Definitions - Unscheduled Major Maintenance and Unscheduled Minor Maintenance. Is there a different process between Unscheduled Major Maintenance (exceeds $500) and Unscheduled Minor Maintenance (equal or less than $500)?

Answer #2: There is no difference in the process. A CSO (Contract Service order) is generated for all maintenance repairs. Repair parts would be taken out of the inventory (if available) or obtained by the process in PWS 5.7. The cost of the part would determine if it would be categorized as a major or minor repair.

Question #3: Reference: PWS 1.19.1 Quality Control Manager. Is the Government's intent for this requirement for the Contractor to have a full-time QC Manager on-site dedicated to QC duties solely for this contract?

Answer #3: Yes, the Government requirement is for a full-time onsite QC Manager dedicated solely for the duties of this contract. The QCM shall have no other duties or responsibilities outside of this contract; QCM shall not perform work on other contracts. The PWS paragraph 1.19.1 has been revised to clearly state as such.

Question #4: Reference: PWS 5.6.1 Emergency or Special Event Services. The PWS states that "Emergency work is not separately priced, but is included in the monthly payment of CLIN 0001, 1001, 2001, and 3001 IDS Maintenance and Monitoring." Are we to include only our labor for the emergency work in those CLINs? Would spare/replacement parts be provided by the Government?

Answer #4: The bid price in CLIN’s 0001, 1001, 2001 and 3001 shall encompass the monthly price to perform the entire PWS, except for PWS 5.7 Replenishment of Parts and 5.8 Special Project/Installs.

CLIN’s 0001, 1001, 2001 and 3001 is not “only our labor for emergency work in those CLINs”, but for the entire monthly amount to perform IDS Maintenance and Monitoring, which includes emergency work.

TE-C Workload History identifies the Emergency or Special Event Services history. Spare/replacement parts will be either provided by the Government as Government Furnished Equipment (GFE) or will be obtained through the process identified in PWS 5.7.

Question #5: Reference PWS 1.13 Safety. Is there a requirement to have an SSHO meeting the requirements in EM 385-1-1 01.A.17?

Answer #5: No requirement to have a SSHO on site. They may utilize the Corporate SSHO to develop/implement the Safety Plan/Program for the site.
