2.2 Equipment and Facilities

2.2.1 Attendance and Equipment at Landfill

The Operator of the landfill shall have a full time attendant present at all times at the entrance building when the landfill is open. All contractor equipment shall bear the contractor’s logo on both sides of said equipment or it will not be permitted on the site without a signed exemption from the KO. In addition, equipment Operator(s) shall be present as required to operate equipment and monitor unloading of waste materials. Permanent equipment required at the landfill includes the equivalent of a D8 dozer, or larger, and shall be equipped with compaction shoes and a loader. The loader shall perform placement of fill on asbestos waste. Other equipment that will be required on a periodic basis includes a grader, a compactor and dump trucks for the purpose of placing, compacting and grading cover and to maintain the access road.

2.2.2 Roads

The Operator shall maintain and repair all roads within the landfill site as necessary to ensure the roads are usable by all customers during all types of weather. Maintenance and repair of roads shall not include the portion of the roads from Campbell Hill Road to the landfill entrances. In addition, the Operator shall be responsible for constructing any roads that are required. The Operator shall remove snow and ice as necessary to provide acceptable access.

2.2.3 Scale/Attendant Building

The Operator shall maintain the landfill scale/attendant building close to the mechanical scale to permit the attendant to monitor and control access, inspect vehicles, weigh vehicles, complete the disposal records, direct vehicles to designated disposal areas and to protect the scale beam from the weather. A ladder shall be kept at the attendant’s building of sufficient length to inspect all vehicles. A water cooler, chemical toilet and two-way communication shall be provided for the attendant by the Operator. There is no running water at the site. At the end of Phase 3 and before Phase 4 can begin, the scale/attendant building and the scale shall be relocated by a contractor approved by the government, to the upper entrance of the landfill. The lower entrance shall be gated to limit access only to vehicles depositing asbestos in the asbestos cell. This work will also be accomplished by the contractor relocating the other equipment.

2.2.4 Mechanical, Concrete Deck Scale

At the end of Phase 3 and before Phase 4 can begin, the scale shall be relocated to the upper entrance of the landfill and reconstruction of the reinforced concrete pit and reinforced concrete approach slabs, as constructed at the lower entrance, shall be completed. A qualified construction contractor will be hired by the government who will be responsible for relocating the scale, reconstructing the reinforced concrete deep pit and reinforced concrete approach slabs and all excavating and other incidental work necessary.

2.2.5 Weather Conditions

The Operator shall prepare and submit an operation plan that provides detailed information on how they propose to operate the landfill during periods of inclement weather. During severe winter weather, frost can penetrate up to 3 feet. It is also normal to have several inches of rain in one day. Inclement weather may necessitate additional handling of waste in order to obtain required placement and compaction in accordance with the appropriate Phase map. To accomplish this, it may be necessary to deposit waste initially at a designated interim location at the top of the slope and to relocate the waste, or push it down the slope, when final placement and compaction can be obtained. However if this cannot be achieved without containing all contact water, waste placement shall cease until it can be placed in the properly constructed waste cell.

2.2.6 Dust Control

Contact water may be utilized for dust suppression. Suggested procedures for use on Fort Riley roads are water sprayed from a distributor truck to settle the dust and if a more permanent solution is required, then recycled asphalt pavement will be spread on the road at 3-4 inches deep.

2.2.7 Open Burning

Open burning is not permitted.

2.2.8 Litter

The Operator shall be responsible for all litter control. The area covered includes all areas inside and outside of the landfill that are affected by any litter that comes from the landfill. The area includes all areas within the landfill itself; fences; roadways, including the portion of the entrance road from Campbell Hill Road to the landfill and the entrance gate and 50 feet on either side of the road; buildings; and wind-blown material on surrounding areas. Litter includes debris that has fallen from vehicles. The Operator shall keep all litter picked up on a daily basis. If the activity responsible for dropping debris can be identified, those responsible will be directed to clean up the spillage and to prevent similar occurrences in the future.

2.3 Water Management

All storm water control systems shall be maintained as specified and shown in the C/D landfill construction plans. Refer to the construction plans for phasing and directing of storm water. Construction plans shall be kept and maintained in an acceptable location at both the landfill and Public Work’s offices.

The storm water design for the C/D landfill is such that all runoff water is diverted from operating cells by means of earth berms and channels, thus preventing contamination via contact with the C/D debris. However, water which is in direct contact with the C/D debris through precipitation is contained in the cells as indicated in the C/D landfill construction plans.

The cell design volume is such that all contact water from the 25 yr, 24 hr storm can be stored in the cells for removal by evaporation and seepage. Water from the cells may be used for dust suppression or irrigation of the landfill grasses, but may not leave the landfill site.

The Kansas Department of Health and Environment (KDHE) shall be contacted by the end of the next business day if the storm water control and management system should fail. However, if for any reason contact water is discharged from the 79.8 acre C/D site, the department shall be notified immediately pursuant to KAR 28-48-2. A copy of the KDHE Spill Notification List is included in Appendix A.

2.4 Waste Screening

Operator personnel shall be on site during hours of operation and inspect every load before it is deposited into the C/D cell, storage areas for scrap metal or rejection. Inspection may be performed either at the scale house or in a provided area in the C/D cell. Signing, posted at the access gate, is to inform customers what is and is not accepted, as per KSA 65-3402 and that all waste will be screened.

The following types of solid waste will be accepted: wastes from construction and demolition activities, wood crating materials, inert wood ammunition boxes, wood based furniture, asphalt pavement, concrete, lime sludge from the water plant, street sweepings, diseased trees and other wastes as may be designated by the COR. Concertina (razor) wire, treated wood from demolition projects, non-friable and friable asbestos waste, and lime sludge from the drinking water plant will also be accepted, but must be deposited in the areas set aside specifically for these purposes.

The following wastes will not be accepted: hazardous waste, controlled waste, ammunition, regulated medical waste or dead animals will not be accepted at the C/D Landfill. If any of these wastes are discovered in the refuse containers or dumped at the landfill, it will be protected from damage. The KO and the COR will be notified within two hours of discovery. If hazardous or controlled waste is spilled or found leaking, immediate action must be taken to protect the safety and health of personnel and the environment. In the event of a hazardous or controlled waste spill, the Operator shall promptly contact the Fort Riley Fire Department and then the COR.

All vehicles entering the landfill shall be recorded on the Construction and Demolition Disposal Record or the Asbestos Disposal Record included in Appendix C. The Construction and Demolition Disposal Record shall list the date, time, vehicle number or license plate number, unit designation or contract name and number, and description of material.

The loaded vehicle shall be weighed upon entering the landfill and this weight recorded in the loaded weight column. Before leaving the landfill, the vehicle shall be weighed and this weight recorded in the empty weight column. The difference between the loaded weight and empty weight shall be recorded in the waste weight column.

Asbestos deliveries shall be recorded as specified in Section 2.10. Lime sludge deposits shall not be recorded on the C/D disposal record by the Operator. The Directorate of Public Works (DPW) will accomplish this action as the need arises.

In the event a load or items are rejected the screener shall document the date, time, driver’s name, license plate number, hauling company name and address if applicable, size of load, reason rejected and inspectors name (KAR 28-29-308(f)(3)). If a rejected load’s contents consist of hazardous waste, regulated PCB waste, medical waste, or any other waste deemed questionable by the screener, KDHE shall be notified within one business day. Phone numbers are included in the KDHE Spill Notification List in

Appendix A. Rejection records shall be kept with the landfill’s operating records located in the DPW office (KAR 28-29-308(p)(2)(b)).

Asbestos waste will only be accepted if separated from other waste. The material must be wet, tarp covered and or bagged. The landfill operator will dispose of in the designated area in the C/D site. Immediately upon completion of unloading the materials into the designated area, the area shall be covered with soil.

The C/D Landfill may dispose of dry mud trap solids that pass the paint filter test and EPA method SW 846/9095 test from commercial car washes and applied as cover on the C/D cell.

Clean rubble is accepted at the C/D site. According to KSA 65-3402 clean rubble is defined as inert uncontaminated construction and demolition waste which includes concrete and concrete products, reinforcing steel, asphalt pavement, brick, soil or rock.

The landfill has area on the floor of the C/D cell near the working face for screening. The waste is visually inspected, however, the operator may use the loader to spread suspected loads so unacceptable waste can be rejected and properly disposed of. Unacceptable material is placed in a dumpster located on-site and emptied when needed. The materials are transported to the transfer station.

2.5 Handling Waste

The Operator shall designate, on a copy of the Phase map in use at that time, areas for depositing wastes. Traffic flow patterns shall also be shown and revised as necessary. Areas that have reached the top elevation for that Phase shall be continuously updated. A copy of this map (updated as necessary) shall be posted to assist and direct users of the landfill.

The Operator shall also designate a site for salvable items near the attendant’s building and the disposal records shall indicate those customers whom deposit salvable items.

Small amounts of scrap metal that arrive with other acceptable debris will be handled per Section 2.8 Scrap Metal. The Operator shall also designate areas for reusable materials such as topsoil, fill material, concrete and masonry rubble and asphalt. These materials may be re-used at other locations or as cover or buried as debris.

The expected daily volume is estimated to be 199 cubic yards. Requirements for cover of final development, including slopes and top surface, are included in Section 2.14, Cover Requirements.

2.6 Traffic Flow and Unloading

The Operator shall establish a traffic flow pattern as indicated in Section 2.8 to ensure that people using the C/D landfill know where to dispose of the wastes. Pylons, barricades, guardrail and/or traffic signs shall be used to direct traffic. The Operator shall monitor the unloading of waste to ensure that materials are placed in proper locations and that materials not observed at initial inspection by the attendant are authorized for disposal. Those dumping in a wrong place will be directed to move and those unloading unauthorized wastes will be required to pick it up.

In the event that solid waste (unauthorized) materials are found in the C/D landfill and the contractor/individual responsible for the placement of the solid waste (unauthorized) material in the landfill can not be identified, the C/D landfill operator shall be responsible for the removal of the unauthorized material from the landfill. The unauthorized material shall be removed from the site by appropriate methods, which must be authorized by the KO.

2.7 Waste Placement

Waste is placed as near to the toe of the waste slope as possible to permit adequate room for additional screening, if necessary. The working face should be between 20 and 30 degrees horizontally from the cell floor. The material is then worked up the slope in not more than two feet lift increments. At a minimum, the waste is placed on the face of the slope by the end of the working day.

Due to the material characteristics being placed, the operator must always use judgment in properly working the materials up the face of the slope. This is to ensure stability of the slope and minimize differential settlement in the future.

2.8 Waste Compaction

Compaction is required daily when waste has been accepted. The daily compaction is achieved by driving the equivalent of a D8 Cat with compaction shoes up and down the slope while working the entire face back and forth. The recommended number of passes ranges from between two to five, with two being the minimum. Some materials may require more than five passes. Larger equipment will require fewer passes due to the larger compactive effort induced. However, the operator must always use judgment in properly working the materials up the face of the slope so the maximum practical density of the material is achieved. This is to reduce bridging, ensure slope stability and thereby minimize differential settlement in the future while maximizing available cell volume.

2.9 Scrap Metal

Small amounts of scrap metal or other recyclable items that arrive with other acceptable debris will be diverted and placed in the salvage area. No more than 20 pounds of divertible material will be accumulated at any one time. The Operator will notify personnel from the Fort Riley Recycle Program at 239-8686/2385 when 20 pounds is accumulated. The Recycle Program personnel will then make arrangements to pick up the material. The remark column of the C/D disposal record will be used to indicate which customers have delivered salvable items. The purpose of this set aside area is to prevent disposal of incidental amounts of scrap metal (steel, aluminum, brass, copper and cast iron) in the landfill. It is not intended to augment or replace proper turn-in of metal to Defense Reutilization and Marketing Office (DRMO). Careful annotation on the C/D disposal record is to ensure this is not abused.

Salvable items include the following:

· electrical components, equipment and fixtures;

· serviceable vitreous china plumbing fixtures;

· fire protection equipment and appurtenances;

· HVAC equipment and appurtenances (equipment which has or contains refrigerant cannot be accepted and shall be directed to the DRMO)

Recyclable items include the following:

· chain link fence components;

· sheet metal items such as; siding, flashings, roofing, fasciae, soffits, gutters, downspouts, metal doors, door frames, builders hardware, windows, metal toilet and bath accessories, metal toilet partitions, metal pipe, pipe fittings and valves (insulation must be removed prior), and metal plumbing fixtures.

2.10 Asbestos

Waste asbestos generated by demolition and renovation operations will be disposed of by burial in the area set aside specifically for this purpose. Asbestos waste shall only be accepted if properly packaged and handled according to Kansas Administrative Regulation 28-50. Asbestos waste shall be accepted by appointment only, 24 hours in advance. Asbestos waste shall be placed in the specified area and immediately covered with one foot of a low permeability soil and compacted as necessary to prevent contact water and erosion due to runoff. Asbestos shall be handled to preclude visible emissions to outside air. Each asbestos delivery shall be recorded on the Asbestos Disposal Record. The recorded data shall include date, time, license or vehicle number, source (facility number), action agency (contract number or Department of Public Works), name and signature of person making delivery, telephone number, estimated volume, and disposal location.

2.10.1 Asbestos Area Stormwater Control

Positive storm water drainage of the asbestos area shall be maintained at all times. The Operator shall maintain a drainage ditch running along the southwest edge of the landfill crossing under the lower entrance road. Placement of debris near the southwest corner of the asbestos area shall be in such a manner as to maintain the drainage ditch.

2.11 Concertina (Razor) Wire

Concertina (Razor) wire will be disposed of by burial in the area set aside specifically for this purpose. Concertina (Razor) wire shall only be accepted if it bound “ sandwiched “ between two wooden pallets and banded to ensure that the concertina (razor) wire is firmly secured between the two pallets. All Operators handling concertina (razor) wire will be informed on the safety hazards of concertina (razor) wire and will wear the proper personal protective equipment when handling it to lesson chance of injury. Concertina (Razor) wire shall be placed in the specified area and earth berms shall surround the perimeter to contain contact water. The Operator shall apply cover to the deposited material every sixty days or more often if deemed necessary; dependant on the amount of concertina (razor) wire waste generated. In no case shall the period between cover applications exceed sixty days. Cover is to be applied to a compacted depth of at least one foot. The Operator shall accomplish periodic grading and compaction to repair erosion damage, cracks, and fill depressions.

2.12 Treated Wood

Treated wood generated from demolition projects will be disposed of by burial in the area set aside specifically for this purpose. Treated wood shall be placed in the specified area and earth berms shall be used to contain contact water as shown in the construction plans for the waste cells. The Operator shall apply cover to the deposited material every sixty days or more often if deemed necessary; dependant on the amount of treated wood being generated and the amount of precipitation received during the period between cover applications. In no case shall the period between cover applications be greater than sixty days. Cover is to be applied to a compacted depth of at least one foot. The Operator shall accomplish periodic grading and compaction to repair erosion damage, cracks, and fill depressions.

2.13 Salvaging and Scavenging

There shall be no salvaging or scavenging of any item(s) from the landfill except for items of military importance. The Operator shall only permit this search to take place when approved by the KO. The Operator shall direct customers to the Defense Reutilization and Marketing Office (DRMO) that have hauled salvable items to the landfill. The Operator’s personnel shall be familiar with DRMO time schedules and turn- in procedures required for salvable items. The Operator shall ensure his personnel follow those instructions.

2.14 Cover Requirements

2.14.1 Intermediate Cover

Intermediate cover material shall be applied to the compacted waste based on the following conditions; every 2,000 tons of waste disposed or every 120 days, whichever occurs first. During construction of waste cells, soil is stockpiled to be utilized during the cover processes. The intermediate cover shall have a minimum compacted thickness of one foot. This minimum cover depth will help limit air intrusion to control risk of fire, litter and limit vector harborage. For further clarifications, refer to the C/D landfill construction plans.

Cover will be applied procedurally by those means deemed most suitable. Material may be placed directly over the waste material by a scraper and then graded by the dozer, or deposited at the toe of the slope and placed entirely by the dozer. Again, the operator shall use their best judgment for equipment selection and procedures. The operator shall accomplish periodic grading and compaction to repair erosion damage, cracks, and fill depressions.

2.14.2 Bi-Monthly Cover

The Operator will apply cover to the Treated wood cell and the Concertina (razor) wire cell every 60 days or more often if deemed necessary; dependant on the amount of waste deposits received. The Operator will notify the KO immediately upon noticing that either one of these cells is filled to seventy five percent of their operating capacity. Cover is to be applied to a compacted depth of at least one foot. The Operator shall accomplish periodic grading and compaction to repair erosion damage, cracks, and fill depressions. Cover material may be obtained from the upper area of the landfill above the rock face, from off-site areas or from wastes being deposited as indicated in Section 2.5. In all cases, the Operator is responsible for obtaining the cover material. However, all cover material must be approved by the KO.

2.14.3 Final Cover

The Operator shall apply compacted layers of final earth cover to a minimum depth of 42 inches over the entire surface (slopes and top surface) of all completed portions of the fill within 90 days following the final placement of refuse. The upper 12 inches is comprised of a vegetative supporting soil, while the inner 18 inches shall be a low permeability soil, which is preceded by the 12 inches of intermediate cover. Refer to the Construction Quality Assurance (CQA) plans in the Engineering Report and also the construction plans for further details for final cover procedures. In the asbestos disposal area, the final earth cover must have a minimum depth of 4 feet

The cover material is to be applied and compacted in 6-inch layers. Prior to installing the 18-inch impermeable layer, a soil proctor and permeability test shall be performed on the selected soil to ensure it is capable of producing less than 1 x 10-5 centimeters per second permeability. The impermeable layer shall then be installed with at least the minimum moisture and compaction requirements determined by the proctor and permeability test for the soil being utilized. If additional cover soil is required, the Operator shall furnish the needed material as necessary. The Operator is responsible for digging, loading, transporting, and spreading any required additional cover materials. The Operator shall grade the final cover as needed to prevent ponding. The Operator shall take the necessary provisions to control surface water around the landfill site to prevent erosion and ponding. Bulky items shall not be permitted to protrude through the final surface. The grading of the top surface of the final surface of the fill area is to provide a slope of at least 2 percent. The Operator shall place one foot of top soil (not compacted) on top of the final cover and seed with:

Communications for the C/D landfill operator are provided by means of land line and mobile telephone. The telephone allows direct communications with the law enforcement and emergency services of the Post.

3.2 Fire Prevention

Although proper procedures for placing and compacting C/D debris are practiced, there is always the possibility of fire.

In the event of accidental fire, the Operator shall promptly contact the Fort Riley Fire Department. The Operator shall provide his on-site equipment with operators to assist the Fire Department under their direction in spreading out the burning debris so water can be applied. If a vehicle arrives carrying burning waste, the Operator shall not permit it near the working face of the landfill, routing it as quickly as possible to a safe area, away from buildings, where its load shall be dumped and the fire extinguished. The Operator is not required to provide any fire fighting equipment except for fire extinguishers as required in vehicles (KAR 28-29-23) and dozer to spread burning debris.

In case of fire, KDHE is to be notified within one day and a written report submitted within one week after fire fighting activities have ended. Refer to the KDHE Spill Notification List for proper contact numbers in Appendix A. The area affected shall be re-graded so proper cover and grades are achieved. If an area with final cover is affected, seeding for proper vegetative cover will also be required.

3.3 Accident Reporting

The 24-hour local contact emergency number is 911, which shall be displayed at the landfill entrance. The Post has made arrangements with the local law enforcement agency to contact the appropriate people in case of an emergency at the landfill.

4. Records

The Operator shall submit Construction/Demolition Disposal Records weekly, Asbestos Disposal Record monthly and Site Maps quarterly to the COR. Site Maps shall consist of a copy of the appropriate Phase Map with disposal locations (C/D wastes and Asbestos wastes), applicable for that quarter noted thereon. All vehicles entering the landfill shall be recorded. The remark block shall be used to describe materials rejected and reason for rejection. Retention of long-term permits and plans shall be maintained by the DPW. All pertinent documents shall be stored for a minimum of five years after the completion of the post- closure period. Copies of these pertinent documents shall be maintained at the DPW office. The following documents for permits and construction shall be included:

1. Permit application and renewal documents.

2. Construction Quality Assurance (CQA) plans and reports.

3. Additional information as required by the conditions of the permit. The following documents shall also be stored at the landfill facility:

1. Current permit.

2. Permit conditions.

3. Construction plans.

4. Operating plan.

5. Contingency plan.

6. Closure/Post-Closure plans.

7. Engineering Report (CQA Plans)

4.2 Record Keeping (Short-term)

Retention of short-term operation records shall be maintained by the DPW. All documents shall be stored for a minimum of five years after the occurrence of the event. Copies of the documents shall also be maintained by the Operator at the landfill site. The following operations records shall be retained:

1. Waste screening records.

2. Records of refused and returned waste.

3. Records of waste recycled.

4. Records of dates cover materials are applied.

5. Employee training records.

6. Gas monitoring results.

7. Groundwater monitoring results.

8. Additional information as required by the conditions of the permit.

The DPW shall submit to KDHE in the appropriate time intervals the following information on forms provided from the department:

1. Disposal information:

a. Number of tons or volume of C/D waste disposed.

b. State in which the C/D waste was generated.

Note: The landfill only accepts waste generated by any Government activity operating government owned or military vehicles, any Government Contractor, or any other activity or agency designated by the KO. Government Contractors may deposit only approved materials generated on Fort Riley.

5. Contingency Plan

5.1 Emergencies

If the site becomes unusable due to fire, spill of materials, or other emergency all incoming C/D waste will be directed to Hamm’s Quarry Landfill.

As previously stated in section 3.2, in case of fire, KDHE is to be notified within one day and a written report submitted within one week, after fire fighting activities have ended. Refer to the KDHE Spill Notification List for proper contact numbers in Appendix A.

In case of spilled liquids such as fuel, on site soils shall be used to contain the spill until the liquids can be removed. Spills of liquids which could be detrimental to water quality shall be reported to the KDHE immediately. Refer to the KDHE Spill Notification List for proper contact numbers in Appendix A.

5.2 Equipment Breakdown or Personnel Emergency

In case of personnel emergency in which screening operations may not continue, waste acceptance will cease until the emergency is resolved. Once personnel are in place to begin screening, waste will be accepted.

If the Campbell Hill Construction/Demolition Landfill has to suspend operations unexpectedly, Fort Riley will transport material to one of the several surrounding communities' construction/demolition landfills. If they are unavailable then Fort Riley will transport material to the Hamm's Quarry Landfill.

5.3 Phase Capacity Near Design Elevations

Once a particular phase is approaching the final closure elevations, as shown in the construction plans, and will be closed, KDHE must be given written notification at least 60 days prior to the event. Waste acceptance will move to the next phase and a closed sign shall be placed at the old cell entrance.

In the case that the last phase is approaching the final closure elevation, KDHE must be given written notification that the facility will be closing at least 60 days prior to the event. Signs shall be posted on the gate notifying haulers of the upcoming C/D landfill closure date, directing them to an approved alternate site.

Closure Plan

1. General

Final cover must be placed within six months of receiving the last accepted waste. The KDHE, Bureau of Waste Management requires written notification of intent for closure at least 60 days prior to the following events:

1. Closure of each individual cell and phase.

2. Final closure.

Closure details for grading and cover requirements are shown in the plans. However, the general guidelines require that a total of 30 inches of final cover be placed over the C/D waste with a minimum grade of 2%. Of the 30 inches, the bottom 18 inches require a permeability of less than 1 x 10-5 centimeters per second or less; while the upper 12 inches are comprised of topsoil conducive to supporting vegetative growth. Soil permeability tests on remolded samples shall be performed prior to placement for each soil burrow location.

Each phase will be closed upon meeting its designed fill capacity. The anticipated life span of the landfill based upon historical records is approximately 41 years.

Post-Closure Plan

1. General

Upon approval of the closure, the owner shall conduct post-closure care for 30 years. During this post-closure period, the owner shall perform inspection and maintenance. An annual inspection report shall be submitted to the Bureau of Waste Management. Repairs shall be made as necessary to correct settlements, erosion, or other problems encountered. This frequency may be lowered upon written request to the Bureau of Waste Management following five years of approved inspections.

Following completion of the post-closure period, the owner shall submit to the Bureau of Waste Management a certification stamped by a professional engineer licensed in Kansas. This shall verify that all post-closure care requirements have been fulfilled.
