Industry Questions and Answers – Combatives Training, W911RX-16-B-0003
1. Q. What is the schedule for training? every day for a year?
A. Please see performance work statement (PWS) paragraphs C.1.8, C.1.43
2. Q. Option to Extend?
A. This requirement is for a base year and two (1) year options. Please refer to the Section B
Bid Schedule and Federal Acquisition Regulation (FAR) FAR Solicitation clauses 52.217-8 and 52.217-9.
3. Q. Do you require a technical proposal? If so, what do you need us to address?
A. Bid Submission requirements can be found in Section L of the solicitation, under the heading “Instructions to Bidders”
4. Q. Where should we include resumes? Are resumes required?
A. Bid Submission requirements can be found in Section L of the solicitation, under the heading “Instructions to Bidders”
5. Q. I am concerned that the IFB procurement type (in which only price and the price related factors are to be considered) will allow a less than qualified bidder to receive award? My questions all focus on that point. How will you ensure the low bidder is technically capable to perform given that M.1, Basis of Award, says only price and price related factors will be considered? I understand that you will make a responsibility determination, but if the low bidder is found non-responsible, and happens to be a small business (which is very likely), you will have to go through the Certificate of Competency process with SBA in accordance with FAR19.602- which would significantly delay award. Would you consider converting from an IFB to an RFP with a technical proposal and/or past performance proposal component to ensure the Army receives the quality of training desired and described in the solicitation? It is unlikely the level of service described will be achieved if only price and price related factors are considered.
Alternatively, would you consider using "lowest price, technically acceptable" as the award criteria? This would allow the first cut to be made on technical merit (offerors are either in or out based on an evaluation of technical/past performance proposals) and then the award is made to the lowest price among those found technically acceptable. This would ensure the Army gets the level of service desired at the lowest available price.
A. The requirement will be awarded as solicited under FAR Part 14, and evaluated as described in section M of the solicitation.
6. Q. Reference PWS section 1.10 Key Personnel Requirement, it states 3 FTE positions (1 Lead and 2 Instructors). Question- Has the requirement been reduced from 4 to 3 FTE?
A. Previous requirements have no bearing on the current solicitation. The requirement for Key
Personnel is accurately listed in the PWS.
