About this file
This is a Questions and Answers document for federal contract opportunity W911RQ-26-Q-A015 for a Hydraulic Pump Test Stand.
The acquisition is governed by NAICS code 333996 with a 750-employee size standard. The contract closing date is 25 June 2026 at 1600 hours CST, with amendments 0001-0003 issued to date. The binding delivery requirement is 12 months after award. Installation and training must be completed within 30 days of the vendor's arrival on depot, with mandatory IWatch Training required if this deadline is not met. The test stand will be installed at Building 1172 in a fluid containment pan and should preferably remain within the current size range of 52" x 92" or smaller, though this is not a mandatory requirement. The installation area has an overhead door measuring approximately 9.5' high by 20' wide for equipment access.
Utility requirements include electrical service not exceeding 200 amps at 480V 3-phase, compressed air at 100 PSI, water supply and return for the water-cooled heat exchanger with temperature dependent on exterior conditions, and accommodation for pressure, flow, and connection requirements. The motor shaft driving the pumps is 1 5/8" in diameter. Test duration is estimated at 20–25 minutes per unit. Either analog or digital displays are acceptable; however, any PC/HMI interface (networked or standalone) requires TACOM approval prior to award. Data acquisition and reporting beyond visual or digital displays are not required. There is no minimum reservoir capacity requirement, but capacity must be sufficient to sustain the test load. The Government was attempting to purchase an off-the-shelf test stand; additional technical documentation and torque range requirements were still pending from the subject matter expert and end user at the time these questions were answered.

Questions/Answers
W911RQ-26-Q-A015 Hydraulic Pump Test Stand
1. Question: NAICS code. The solicitation header lists NAICS 333996 (size standard 750 employees), while the Description cites 333923 (700 employees). Which NAICS and size standard govern this acquisition?
Answer: The is NAICS 333996 (size standard 750 employees)
2. Question: Delivery timeline. The Purchase Description states completion "no later than 12 months after award," while line item 2 states "6 Months ADO." Which is the binding delivery requirement?
Answer: 12 months after award
3. Question: Installation/training window. The PD states installation and training "shall be completed within 30 days," or IWatch Training is required. Is the 30 days measured from delivery to RRAD, and what is the scope/basis of IWatch Training if exceeded?
Answer: A vendor is not allowed to be on depot longer than 30 days without completing IWatch training. The 30 days starts once the vendor arrives on depot. Not when the equipment arrives unless they arrive on the same day.
4. Question: Level of automation / controls. PD 3.1.5 permits "manual or digital displays."
Does RRAD require or prefer automated controls, data acquisition/logging, or a PC/HMI interface - or is a manually operated stand with electronic transducers and digital instrument readouts (no PC/HMI, no data logging) fully acceptable and responsive? If a PC/touchscreen HMI is offered, what equipment information and lead time are required for TACOM approval, must approval complete before award, and is a standalone (non-networked) HMI acceptable?
Answer: We currently have analog displays. Either analog or digital would be sufficient. Any HMI would require TACOM approval, whether it is network or non-network.
5. Question: Utilities at Building 1172. Please confirm available electrical service (voltage/phase/amperage) and compressed-air pressure/flow at the 20-foot hook-up point, and confirm availability of cooling water for the water-cooled heat exchanger (PD 3.1.16).
Answer: *Our preference is to not go over 200 amp, 480v 3 Phrase. The current air supply reading is 100 PSI. There is a tank outside that currently supplies water to our existing test stand.
6. Question: Brand name or equal. The Purchase Description is a "brand name or equal" specification. Please identify the referenced brand/model - including its control and data-acquisition configuration - so offerors can establish equivalence.
Answer: We were attempting to buy a test stand off the shelf.
7. Question: Governing test criteria / GFI. Does any Government technical document (e.g., a DMWR or TM) establish acceptance/test criteria beyond the PD envelope, and if so, will it be furnished as Government-Furnished Information?
Answer: still awaiting answer from SME/End user
8. Question: Amendments. Please confirm Amendments 0001-0003 are the only amendments issued to date and that the closing date is 25 June 2026, 1600 hrs CST.
Answer: Confirmed, amendments 0001-0003 are all that exist and closing date is 25 June 2026, 1600 hrs CST
9. Question: Please confirm the available power and air utilities at Building 1172, Commodity Section II, including voltage, phase, amperage, and available air pressure.
Answer: *Preferably no more than 200 amp, 480v 3 Phrase. We can make accommodations. We would need the requirements for the test stand once that is determined. The current air supply reading is 100 PSI.
10. Question: Please confirm whether floor anchoring is required and whether there are any floor/foundation limitations the contractor should account for.
Answer: *The stand would be placed in a fluid containment pan. Anchoring is not required by the vendor.
11. Question: Please provide any available layout details for the installation area, including available footprint, access path, door dimensions, and any movement restrictions for placing the equipment.
Answer: *The current stand is 52”x92”. The preference would be to stay in that size range or smaller, but it’s not a requirement. There is an OH door that will allow access to the location. The dimensions for that door are approximately 9.5’Hx20’W.
12. Question: Please provide the required shaft sizes or shaft size range for the pump testing requirement.
Answer: *The shaft we have now coming out of the motor to drive the pumps is 1 5/8”.
13. Question: Please provide the required torque range for the torque monitoring requirement.
Answer: *I am waiting on a response on this one.
14. Question: Please confirm the expected duty cycle or test duration for the units under test.
Answer: *The test duration is estimated at 20 - 25 minutes
15. Question: Please confirm whether reporting or data acquisition is required beyond visual/manual or digital displays. If required, please identify the expected reporting, logging, export, or data capture requirements.
Answer: *Data acquisition is not required.
16. Question: Please confirm the required reservoir capacity if there is a minimum requirement.
Answer: *There is no capacity requirement. However, it must be large enough to sustain the test load required.
17. Question: The revised purchase description requires a water-cooled heat exchanger system. Please provide available water utility details, including water supply/return availability, temperature, pressure, flow, and any connection requirements.
Answer: *There is water supply and return. Temp will depend on exterior temp. We should be able to accommodate your requirements for pressure, flow and connection.
