About this file

This document is a Questions and Responses file for a solicitation (W911RQ-25-Q-A002) by Red River Army Depot for an Industrial Platform Lift. The procurement involves a heavy-duty platform lift system designed to raise various types of trucks and tactical wheeled vehicles with a required 78,000 lb capacity. The lift will be flush/pit mounted, approximately 30 feet long, and capable of uniformly raising to 68 inches in height.

Key details include the government's recommendation for commercial contractors to schedule a site visit for field measurements, confirmation that both ramps will rise uniformly, and clarification that the site will prepare the installation area by removing the existing lift. Photographs of the existing pit and example lift systems are available on sam.gov. The solicitation specifically requires a lift with exactly 78,000 lb capacity, with no acceptable variance. The procurement is being managed by the Department of the Army Materiel Command Contracting Command Detroit Arsenal, located at Red River Army Depot in Texarkana, TX.

Questions and Responses - Industrial Platform Lift Q1. Is there a site layout or images to illustrate the concept?

R1. The Government recommends that the commercial contractor schedule a site visit to make the appropriate field verification measurements on existing floor pits to guarantee proper fit for new industrial platform lift system. There are links below at R6. Photos are now on sam.gov with ID # W911RQ25QA002.

Q2. The specifications reference this as a “ramp.” Does this mean that only one end of the system lifts to the specified 68” height, while the opposite end remains fixed?

R2. Runway Ramp Raised Height: 68” (Field Verification). Both ramps raise uniformly. (Ref. Section 3.1.6 of PD) Q3. Does the entire 30’ long platform rise uniformly to that height?

R3. The entire 30’ platforms rise to uniform height.

Q4. Is the intended use for vehicles to drive up the ramp onto an elevated platform that is supported by a set of wheels/legs on each side?

R4. The intended use is for vehicles to drive on and drive off as indicated in Technical Requirements Section 3 of the PD.

Q5. Since the requirement specifies installation within an existing pit, are there any available photographs or documentation of the previous lift/ramp system that could help clarify the intended design and answer many of these questions? Do you have a picture?

R5. Please see attached photos on sam.gov to the Combined Synopsis Solicitation to see what the pit is like. The Government recommends a site visit if needed by the interested party.

Q6. I’ve attached a link to a brochure for an industrial lift: 2021-skylift-brochure.pdf .

Is this along the lines of what you are looking for?

R6. The platform lift listed on the 2021-skylift link at Q6 is acceptable. The only difference is the platform lift should be of a flush/pit mounted type. The lift will be in the pit, to make it flush to the floor where the trucks can drive on without having to use a ramp. For another example, see also https://reederdistributors.com/heavy-duty-lifts (flush mounted).

Q7. What is this lifting? R7. It is lifting various types of trucks, tactical wheeled vehicles.

Q8. Our PD calls out 78,000 lb capacity, if a lift has a 77,000 capacity, is this acceptable?

R8. No, a 77,000 lb capacity is not acceptable.

Q9. Is the contractor going to be responsible for removing the old lift during installation?

R9. No. RRAD will be removing the old lift and controls that are currently there. The site will be ready for installation when contractor gets here. Removal of the old lift is not the contractor’s responsibility.
