Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a Request For Offers (RFO). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations Circular - FAC Number: 2025-05 Effective Date: 8/7/2025.
The associated North American Industrial Classification System (NAICS) code for this procurement is 333921 with a small business size standard of 700 employees. This solicitation will result in one (1) award.

Responses to questions are not considered changes to the RFO as the only way the RFO can be modified is through an amendment that will be issued. No Oral explanations or instructions will be provided. All questions must be submitted in writing, upon receipt of questions, the Government will post questions and answers to sam.gov and by email to all interested offerors.
Submission Due Date: All offers are due by October 3, 2025, at 1300hrs (1:00 PM CST). All responses received within this time frame will be considered by the government. The Acquisition Services Division for Red River Army Depot at 100 James Carlow Drive, Bld. 735 in Texarkana, TX is seeking to purchase an Industrial Platform Lift.

1. General. The industrial platform lift, drive-on/drive-off type system shall be factory assembled, bolted, metal alloy, sheet metal, structural steel, welded construction complete with runway ramps, runway stops complete with protective coating. The platform lift shall also be complete with runway legs, two (2), legs per runway, four (4) legs total.
The platform lift shall be powered by a factory assembled electric, electronic, remote/synchronized power unit complete with control devices, drive motor, hydraulic pump, hydraulic hoses, hydraulic piping, hydraulic valves and hydraulic reservoir. The platform lift system to include a console control cabinet that complies or meets the most recent revision codes and standards.
1.1. Place of Performance. The industrial platform lift complete with drive-on ramps shall be installed within concrete floor pits located within an existing tactical paint facility. The platform lift complete with console control cabinet and hydraulic system shall be delivered, installed and made fully operational by contractor at Red River Army Depot, 100 James Carlow Drive, Texarkana, TX. 75507-5000.
1.1.1. The Government will provide an installation site within an existing paint facility equipped with two (2) each in floor concrete constructed floor pits with overall dimensions of Depth: 18” x Length: 30’ x Width: 3’ and having operating distance of 6’ from existing east interior wall surface within paint facility.
1.1.2. The Government will identify main power and provide electrical safety disconnect within ten (10) feet to support the installation and start-up of new industrial platform lift system complete with hydraulic console control cabinet assembly equipped with remote/synchronized features
1.1.3. The offloading, installation and connection to all utilities to include start-up and operation test shall be the responsibility of the commercial contractor.
1.1.4 The Government does not work on the following Holidays: Martin Luther King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, Christmas Day, and New Year's Day.
2. General Requirements.
2.1. Item Condition. The items offered shall be as new and current production model. A current production model is defined as the commercial manufacture's current production model which, on the date the solicitation is issued, has been designed, engineered and sold or is offered for sale through advertisements of manufacture's published catalogs or brochures. The commercial product that includes product type units, pre-production models or experimental units do not qualify as meeting the requirements specified herein. The factory constructed, prefabricated product shall be complete, so that when positioned and installed the required anchoring, leveling devices and utilities can be installed by commercial contractor that will produce an operational industrial platform lift system.
2.2. General Safety. The industrial platform lift system, drive-on/drive-off type shall be complete with safety devices and covering of any component or parts that may present a Safety Hazard.

2.4. Environmental Protection. The industrial platform lift, drive-on/drive-off type, complete with console control assembly shall be designed so that under the operating service, transportation and storage conditions described herein, shall be equipped with standard devices that control the discharge of materials or solutions that are hazardous to the ecological system as prescribed by federal, state and local laws.
2.4.1. Compliance with Environmental Management Systems. The commercial contractor shall take the necessary actions to identify monitor and control those activities and operations that may compose a risk of contamination, or can negatively impact the natural and human environment.
2.5. Hazardous Materials Restrictions. The materials and components used in the fabrication and manufacturing of the industrial platform lift system shall not contain neither mercury nor mercury components, or be exposed to free mercury during the manufacturing processes. Asbestos and materials containing asbestos shall not be used on or be exposed or in the fabrication of components for the industrial platform lifts system.
2.6. Lubrication. Means shall be provided to ensure that adequate lubrication be provided for all platform lift system moving components and parts.
2.7. Console Control Cabinet. A separate factory assembled console control cabinet shall be provided to house the lift system remote/synchronizing, hydraulic system to include hydraulic controls, hydraulic pump, hydraulic valves, and hydraulic reservoir accessories and hardware. The industrial console control cabinet shall also be complete with synchronizing/raising and lowering elevations features.
2.8. Hydraulic System. The new platform lift system shall be complete with hydraulic system, including sufficient lengths of new hydraulic hose, hydraulic piping to interconnect the new platform lift to new hydraulic console control cabinet.
2.9. Electrical System: The required electrical system wiring, connecting devices and enclosures shall be supplied to interconnect power to connect the new platform lift and remote synchronized hydraulic console control cabinet and made fully operational by commercial contractor.
2.9.1. The industrial platform lift electric, electronic, lighting, hydraulic, and pneumatic systems to include console control cabinet unit shall comply or meet most recent Environmental, National Electric Codes, Fire Safety, Safety and OSHA Requirements.
2.10. Safety Locks. The platform lift system shall be complete with safety locks mounted to each lifting leg assembly. The safety locks shall be capable of supporting the rated load of the platform lifting legs. The safety locks shall be complete with features that will automatically disengage when the lift lowering device is operated and automatically re-engage when the lift lowering control is released.
2.11. Leveling and Anchoring Provisions. The new industrial platform lift system and hydraulic console control cabinet assembly shall be positioned, installed and leveled according to the manufacture's specifications.
3. Technical Requirements. The offer's industrial platform lift, drive-on/drive-off type shall meet the following minimum specifications. In addition, the offer's shall insure the platform lift and hydraulic system supplied meets all requirements. The platform lift system shall include two separate and independent runways attached to hydraulic lifting legs with built-in mechanical locking devices that will activate during the lowering and raising of lift system. The platform lift shall be capable of being position and installed within an existing in-floor concrete floor pit within a tactical paint facility. The industrial platform lift system shall also be equipped with a fully assembled, remote/synchronized, hydraulic power unit complete with pump, drive motor, hydraulic hose, piping, valves and tank assembly. The industrial platform lift shall be an integrated system for lifting tactical vehicles within the specified weight and dimensional ranges. The platform lift system shall comply with all applicable Federal, State, Safety, OSHA, UL, AWS, NEC, and ANSI-B153.1 Standards.

8. 8.1. Technical Review. The commercial contractor shall provide for review, preliminary drawings to Contract Team Office, Red River Army Depot,100 James Carlow Drive, Texarkana, Texas, 75507-5000.
8.1.1. Upon contract award a Government representative will be provided for coordination of delivery, installation, operational start up to include required load test to be performed by commercial contractor.
9. Shipment.
9.1. Marking and Shipping: The shipping and containment devices, (if applicable) shall be marked in accordance with MIL- STD-125 Standard.
9.1.1. Safety Requirement. The industrial platform lift system shall comply with Title 29 of Federal Regulation, Part 1910 National Safety Standards.
10. Final Inspection.
10.1. Upon completion of installation processes the new industrial platform lift system complete with runway ramps, runway stops, runway legs to include, electronic, electrical, hydraulic, pneumatic systems and console control cabinet assembly shall have operational acceptance test performed.
10.1.1. The contractor installed platform lift system shall be load tested prior to being places in final operation.
11. Warranty.
11.1. The industrial platform lift system to include hydraulic control cabinet console accessories and hardware shall be guaranteed for a period of at least one (01) year, whichever is longer against defective structural components, materials, parts, and workmanship.
11.1.1. Upon receipt of notice from the Government of any defect or platform lift system component failure the guaranteed parts including related components shall be replaced promptly with as new system components by and at the expense of the commercial contractor.
12. Access and Security, (OPEC)
12.1. For contractors that do not require CAC, but require access to a DoD facility or installation: Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center interstate identification lndex (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014- 05/AR 190-13), applicable installation, facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
12.1.2 R a n d o m Antiterrorism Measures Program (RAMP) participation: Contractor personnel working on an installation are subject to participation in installation RAMP security program (e.g. vehicles searches, wearing of ID badges, etc.).
12.1.1. Impact on contractor performance during increased FPCON during periods of increased threat (contractor personnel working on an installation): During FPCONs Charlie and Delta, services may be discontinued/postponed due to higher threat. Services will resume when FPCON level is reduced to level Bravo or lower.
12.1.2 Random Antiterrorism Measures Program (RAMP) participation: Contractor personnel working on an installation are subject to participation in installation RAMP security program (e.g. vehicles searches, wearing of ID badges, etc.).
12.1.3. AT Level I Training: All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within 60 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 60 calendar days after completion of training by all employees and subcontractor personnel. 12.1.4. Access and General Protection/Security Policy and Procedures: The contractor and all associated subcontractors’ employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security office. The contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HODA, and/or local policy. In addition to the changes otherwise authorized by the change clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
12.1.5. IWATCH Training: The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR or Government point of contact (POC). This training shall be completed within 60 calendar days of contract award and within 60 calendar days of new employees commencing performance, with the results reported to the COR or Government POC no later than 60 calendar days after contract award. ·
12.1.6 Personal Identity Verification of Contractor Personnel: Contractor will acquire and need to return all issued U.S. Government Access Cards, Installation Badges and Access Passes. 6
12.1.7. Personal Identity The contractor shall use Government provided training for all contractor personnel supporting the contractor who are operating on a DoD controlled installation. facility or area. All training shall be accomplished NLT 45 days after the contract award date and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 45 calendar days after contract award. The first and supplement submission shall be letter certifying that the contractor has completed the required training and have available upon request all certificates of completion for initial and annual reporting requirements.

The following solicitation provisions apply to this acquisition:
1. FAR 52.212-1, “Instructions to Offerors–Commercial Products and Commercial Services”
(Aug 2025). This solicitation will result in only one (1) award.
Complete Table I and offeror info and submit to the POC before closing date.
2. FAR 52.212-2 ADDENDUM, “Evaluation-Commercial Products and Commercial Services” The Government will Award a contract to the lowest responsive offer and capable of providing the platform lift in accordance with Purchase Description Contractor shall acknowledge all requirements in the Purchase Description.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical Capability. Technical capability of the supplies offered to meet the Government requirements per Purchase Description. Offers’ technical description of the supplies being offered shall be in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, technical features similar to Purchase Description, warranty provisions, or other documents.
(ii) Price. Price will be evaluated to determine if the offer is fair, reasonable, and balanced. The Government may determine that an offer is unacceptable if prices are significantly unbalanced. Unrealistically low offered prices, initially or subsequently, may be grounds for rejection for this solicitation.
(iii) Past Performance. Past performance will be evaluated to determine the confidence in the offeror’s ability to successfully accomplish the requirements of this solicitation based on the offeror’s demonstrated present and past work record. The Government will evaluate the offeror’s demonstrated record of contract compliance in supplying products and services that meet users’ needs, including cost and delivery schedule.
There will not be an adjectival rating assigned to each factor.
(b) Evaluation of offers. Evaluation procedures at FAR 13 will be used to evaluate all offers received in response to this solicitation.
The Government may award to other than the lowest offer.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer unless a written notice of withdrawal is received before award.

This is an open-market combined synopsis/solicitation for commercial products as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all offers must include a statement regarding the terms and conditions herein as follows:
