QUESTIONS & ANSWERS
Questions submitted for Solicitation W911RQ-20-R-0012.
1) Q: Are utilities included with the office/warehouse space?
A: Yes
2) Q: Is internet included in the office space? If so, is the internet secured or unsecured?
A: No, the Contractor shall coordinate and pay for their own internet services.
3) Q: Do you anticipate the need for a clearance on this contract?
A: No clearance is required.
4) Q: Will the on-site employee be required to have a CAC?
A: Yes
5) Q: PWS Section 4.1.a states “Contractor shall co-locate a Site Manager with the following minimum qualifications to RRAD: Certified Emergency Vehicle Technician (EVT) with a minimum of 5 years’ experience in Emergency Service Vehicle parts identification and procurement and a current NFPA 1912-16 Pumper Certification.” Please provide clarity in regards to what individual credential the government is requiring. It is our interpretation, based on NFPA 1912 2016 edition, a Pump Certification is referencing an inspection to be performed by a 3rd party certifying body (e.g. UL) when a new pump is installed and the operations and capability specifications of a pump is certified within spec as a part of a refurbishment project (See NFPA 1912 - 6.19.1 “Pump Certification Tests”). This type of certification is not a credential held by an individual. Please clarify.
A: The requirement for an EVT certification has been removed from the solicitation. Please reference section 4.1, paragraph a., for changes incorporated through amendment 0003 for solicitation W911RQ-20-R-0012. Deletions are indicated with red font and are lined out. Sub-Paragraph n. was added to FAR 52.212-1 Instructions to Offerors.
Additions incorporated by this amendment are indicated with blue font.
6) Q: Will inbound freight be billable as a separate line item?
A: Inbound freight shall be included in the parts pricing.
7) Q: Should offers be submitted through the same email address as the questions?
A: Offers shall be submitted to the same email address as the questions. Changes to paragraph (b) of FAR 52.212-1 Instructions to Offerors is incorporated under Amendment 0003 of Solicitation W911RQ-20-R-0012. Additions incorporated by this amendment are indicated with blue font.
8) Q: Is the parts list in Exhibit C representative of an average “Lot” of materials required to refurbish 1 VIN in the Red River Army Depot’s (RRAD) Service Life Extension Program (SLEP)?
A: The parts list in Exhibit C is a sample list of parts generated for use in solicitation W911RQ-20-R-0012. The parts list in Exhibit C is not representative of an average “Lot” of materials required to refurbish 1 VIN in the Red River Army Depot’s (RRAD) Service Life Extension Program (SLEP). The data submitted in Exhibit C represents the offeror’s data other than certified cost and pricing data that will be used to establish budgetary estimates in support of the offerors unit price.
9) Q: How many Emergency Service Vehicles were refurbished as a part of RRAD’s Service Life Extension Program in 2018 and 2019? What was the average parts spend per VIN in these years?
A: The number of Emergency Service Vehicles that were refurbished in past years is not relevant to the requirements listed in solicitation W911RQ-20-R-0012. Further, with the unknowns associated with the type VINs that may be scheduled on contract, any pricing information will be invalid to the requirements listed in solicitation
W911RQ-20-R-0012.
10) Q: What is the government’s expectation for pricing description on SF 1449 - Continuation Sheet in the proposal for Items No 0002, 1002, 2002, and 3002?
A: Please reference the answer provided for Question 8.
11) Q: When completing Exhibit C, should S&H estimates be factored into parts pricing?
A: Shipping and handling should be factored into parts pricing when completing Exhibit C.
12) Q: Is there an incumbent or is this a new requirement?
A: Solicitation W911RQ-20-R-0012 represents a new requirement. There is no incumbent to list.
13) Q: What is the historical parts costs and contract value?
A: Solicitation W911RQ-20-R-0012 represents a new requirement. There is no historical parts cost or contract value to list.
14) Q: Paragraph m refers to DFAR 52.215-7010 (b)(1)(ii)(A) through (E). I am unable to find that on-line, can you provide a full text version of the clause.
A: Please refer to the correct DFAR clause 252.215-7010 incorporated in solicitation W911RQ-20-R-0012. The referenced clause number is a FAR clause and is not located in this solicitation.
15) Q: Paragraph m refers to pricing supporting Exhibit C. Can you clarify that for the proposal the government wants documentation of each quote for every item to include cost of the item plus additional costs incurred by the company for the total value, with shipping, tax and finance charges. Or can we provide a narrative of additional costs that were added to the manufacturer’s price for the proposal and that be part of the invoice for each VIN?
A: The offeror should follow the guidance set forth in the solicitation at FAR 52.212-1, Instructions to Offerors, paragraph (2), sub-paragraph m.
