Statement of Work
Steam Boilers
Background:
The U.S. Department of Defense – Army, Pine Bluff Arsenal (PBA) has a requirement for two (2) each complete High Efficiency Steam Boilers systems that provide total redundancy (N +1) to include, inside delivery, installation, start‐up and testing at Bldg. 34‐125. The boilers are needed to replace two (2) existing non‐operational Kewanee H3S‐350‐GO2 boilers required to provide steam to production operations at PBA. The boilers are to be located inside building 34‐125, which is where the current boilers are located. The building is 34’ x 38’ (field verify) and access to the boilers is via two 10’ x 10’ rollup doors (field verify). The available space for the boilers will be field verified. Also included is the repairs of roof and insulate.
Minimum Requirements:
The contractor shall furnish all labor, travel, material, parts, kits, permits, tools, components (valves, controls, fittings, etc.), subparts and equipment necessary to install two (2) each steam boilers systems complete with feed water system, DE aerator, integrated controls, and blowdown separators. The Contractor shall unhook, remove and dispose of the existing boilers from the premises, repair roof and insulate ceiling and provide inside delivery, installation, inspection, start‐up and testing of the new equipment as a turn‐key solution to resume steam operations. Steam production shall be maintained throughout the entire changeover process.
The new boilers installation shall be performed by formally trained and certified technicians/engineers, following Original Equipment Manufacturer (OEM) specifications, manuals, and service bulletins, using OEM certified parts, components, subassemblies, etc. The components and equipment shall be a newly manufactured, not be used, refurbished or previously used for demonstration. Contractor is responsible for equipment integration to the existing utility sources.
Equipment, including both the boilers and all ancillary equipment, shall be tested once installed to verify all aspects of the system are operating within parameters of the required specifications. Contractor shall utilize existing boiler stack exhaust. The vendor shall demonstrate upon installation and testing that the item meets all performance specifications.
Once the system is verified by both the Contractor and the Government to be operating within the OEM performance specification, at a minimum, the Contractor shall provide onsite basic familiarization training of the equipment with PBA boiler technicians, to include, but not be limited to system operation, system optimization settings, calibration, and maintenance procedures. Contractor is responsible for obtaining required state inspections and certifications required for operation. All standard information on the equipment, including but not limited to
User Manuals, Operation and Maintenance (O&M) Manuals, Material and Safety Data Sheets
(MSDS), troubleshooting guides and any other applicable documentation, shall be provided upon installation of the system.
Natural Gas is the available fuel source. Electric power available is 480 Volt, 3 Phase, 60 Cycle.
Contractor shall provide equipment meeting or exceeding the following requirements:
The boilers shall meet American Society of Mechanical Engineers (ASME) design requirements.
Each boiler system shall meet a minimum steam output of 13,500 lbs. per hour.
The boilers shall have the capability to operate independently. Isolation valves shall be accessible from ground level.
The boilers shall have a Gas Fired Burner with an input rate of at least 16,000 Thousand British Thermal Units per Hour (MBH) natural gas.
The boilers shall have an integrated control system with touch screen interface for full function access and real‐time display.
Controls shall have independent actuators for optimal efficiency in low NOx burner applications.
Feed water system shall be designed to reduce corrosion problems in the boiler and piping system. Feed water system may include preheater for boiler efficiency and emission reduction. Condensate cannot be returned to the boiler system due to the industrial process that utilizes the steam system.
The boiler shall be inspected by authorized inspector and be registered with the National Board of Boiler and Pressure Vessel Inspectors. The package boiler shall carry the Underwriters Laboratory label “B”, and the boiler‐burner unit shall meet the requirements of (U.L. or F.M. or I.R.I.).
Boiler systems shall comply with ASME, UL, CSD‐1 and ASHRAE standards.
Boiler shall be designed for optimum fuel efficiency as a “High Efficiency” boiler.
The entire system, including boilers and ancillary equipment, shall include at least a one
(1) year from date of acceptance parts and labor warranty.
Make any repairs to roof of old or new penetrations and insulate ceiling with a sprayed insulation (nonflammable).
Place of Performance:
Removal of existing systems, inside delivery, installation, start‐up and testing shall be performed at:
Pine Bluff Arsenal 10020 Kabrich Circle Bldg. 34‐125 Pine Bluff, AR 71602
Contractor shall coordinate onsite access and performance with the technical point of contact from PBA: to be provided at award.
Period of Performance:
Inside delivery, installation, start‐up and testing shall be completed within sixty (60) calendar days after date of award.
