QUESTION & ANSWERS

QUESTION (Q)

ANSWERS (A)

Q: The equipment replacement requirements are not detailed enough to properly bid without the following clarifications:

A: Per SOW: Pine Bluff Arsenal (PBA) has a requirement for two (2) each complete High Efficiency Steam Boilers systems… to include, inside delivery, installation, start-up and testing at Bldg. 34-125. The contractor shall furnish all labor, travel, material, parts, kits, permits, tools, components (valves, controls, fittings, etc.), subparts and equipment necessary to install two (2) each steam boilers systems… Equipment, including both the boilers and all ancillary equipment, shall be tested once installed to verify all aspects of the system are operating within parameters of the required specifications. Essentially, this contract is a turn-key solution provided by the winning contractor.

Q: Existing boilers are rated at 350 HP and 12,075 LBS/HR steam. Statement of work indicates boilers LBS/HR steam to be 13,500 LBS/HR that would equate to 391.3 HP. This would be a size between a Standard 350 HP Boiler or a 400 HP Boiler. If we go with a 400 HP Boiler the stack outlet would increase to 24” in lieu of the existing 20” boiler stack and the 20” that would be furnish on a 350 HP Boiler. This would require the boiler stacks to be changed.

A. Provide equipment capable of producing 13,500 lbs. /hr. of steam. It is acceptable to increase the tack size.

Q: The existing boilers are gas #2 oil fired. Do you want just gas fired burners and you mention low NOx with no specific NOx level. Typical low NOx would be 30 PPM. What level do you want?

A: Provide natural gas fired burners. Firing with #2 fuel oil is not a requirement. The maximum desired NOx emission is 60 ppm

Q: Do you want boiler surface blowdown and would it be manual or auto conductivity?

A: Provide for auto conductivity surface blowdown and ability for manual blowdown. The Government requires a complete turn-key boiler system to including installation and all ancillary equipment.

Q: Existing boilers have a blowdown separator for each boiler, you can get by with one or do we provide a blowdown separator per boiler?

A: Provide a new blowdown separator for each boiler.

Q: The control system is indicated to have independent actuators for optimal efficiency in low NOX application. Do you require oxygen trim?

A: Provide for oxygen trim as necessary to achieve optimum fuel efficiency while meeting the NOx specification.

Q: Existing boilers have modulating feedwater controls. There is no statement to type of Feed‐water controls to be supplied on the boiler.

A: The intended application is to provide steam to production operations at PBA. Steam demand is expected to vary significantly with very little condensate return. Provide feed water valves consistent with the intended application. The government requires a complete turn‐key boiler system to including installation and all ancillary equipment.

Q: The existing feed water system is a 24,000 LBS/HR deaerator rated at .005 cc/liter with factory Supplied jacket, (3) boiler feedwater pumps, one per boiler with a standby pump and control panel with indicating lights and disconnect. There is no detailed description of replacement feed system as to oxygen removal, supplied with or without factory jacked, number of pumps or controls required.

A: The intended application is to provide steam to production operations at PBA. Steam demand is expected to vary significantly with very little condensate return. Provide independent feed water system for each boiler consistent with the intended application with one (1) auxiliary pump for back up to support operation of either boiler. The government requires a complete turn‐key boiler system to including installation and all ancillary equipment. . Provide desecrator rated for oxygen removal down to levels of 7 ppb by weight (0.005 cm³/L) or less.

Q: The existing Kewanee boilers arc rated at 350 BHP each, however both the synopsis and SOW state a steam output of 13,500 lbs./hr., which depending on the operating conditions, (assuming feed water temperature of 227 F and operating steam pressure of 100 psig) would equal approximately 400 BHP. What is the desired size for the replacement boilers?

A: Provide equipment capable of producing 13,500 lbs./hr. of steam.

Q: What will be the normal desired operating steam pressure for these boilers?

A: 125 psig

Q: What will be the "Design" steam pressure?

A: 150 psig

Q: What will be the desired set pressure for the boiler safety relief valves?

A: Manufacture’s recommended set pressure. Conform to ASME boiler and pressure vessel code.

Q: The SOW states Low NOx burner. What is the actual desired ppm level for NOx? We can provide 60 ppm, 30 ppm, or we do have as low as 9 ppm available. To my knowledge, Pine Bluff Arkansas area is uncontrolled.

A: 60 ppm

Q: What is the available gas pressure to the inlet of the gas trains on the new boilers?

A. Up to 60 lbs.

Q: Would P.B.A. want the boilers to be hydro‐static tested in the factory or in the field? Factory hydro includes testing of all piping to the first valve as standard.

A: The government requires a complete turn‐key boiler system to including installation and all ancillary equipment. Contractor is responsible for all testing, installation, and system startup consistent with the specification.

Q: Would you want to include a chemical feed connection and piping to the stop valve?

A: Yes. The government requires a complete turn‐key boiler system to including installation and all ancillary equipment.

Q: Would you want to include a surface blowdown manual valve and piping to the valve?

A: Yes. The government requires a complete turn‐key boiler system to including installation and all ancillary equipment.

Q: Would you want to include an automatic surface blowdown system with each boiler? These would be shipped loose for field installation. Piping and wiring by installer.

A: Yes. The government requires a complete turn‐key boiler system to including installation and all ancillary equipment. Contractor is responsible for all testing, installation, and system startup as required.

Q: If the hydro test is to be performed at the factory, then the SOW should state that the following valves should be supplied by the boiler manufacturer; Main Steam stop valve, Main Steam Non‐Return stop/check valve with free blow drain mounted to the valve, feed water stop and check valves, (with or without full 3 valve by‐pass), blowdown valves (recommend front and rear quick open valves and one slow open blowdown valve), manual surface blowdown throttling valve and chemical feed stop valves, if these last two options are desired ( highly recommended).

A: The government requires a complete turn‐key boiler system to including installation and all ancillary equipment. Contractor is responsible for all testing, installation, and system startup as required per SOW.

Q: Main Steam Non‐Return Valve can be a standard 2: 1 turndown or as high as 10:1 turndown.

Please specify type of valve desired and the materials of construction desired for this valve.

A: The intended application is to provide steam to production operations at PBA. Steam demand is expected to vary significantly with very little condensate return. Provide turndown ratio consistent with the intended application.

Q: Will the boilers operate with modulating feed water valves? ON/Off is not recommended on this size boiler at high pressure.

A: The intended application is to provide steam to production operations at PBA. Steam demand is expected to vary significantly with very little condensate return. Provide feed water valves consistent with the intended application.

Q: Would you want to include a sample cooler with each boiler? If yes, would you prefer a steam sample cooler or water sample cooler?

A. Yes, provide a sample cooler. Steam sample cooler

Q: What will be the actual mode of operation of the boilers? We assume burners to be fully modulating, but will you want a lead/lag system, one boiler as lead and one in hot standby, or will only one boiler run at time with the other boiler in cold standby?

A: Fully modulating, alternating lead/lag system but require the capability to operate with one boiler running and other boiler in cold standby.

Q: The SOW calls out independent actuators. These would be for fuel, air and FGR (assuming Low NOx requires FGR.) -SOW states for optimal efficiency. Can we assume you would want Oxygen trim and parallel positioning for each boiler?

A: Provide for oxygen trim as necessary to achieve optimum fuel efficiency while meeting the NOX specification consistent with the modes of operation described in question 16.

Q: Is there an existing Emergency Stop Button (required by code). We prov ide terminals, and switch is by others.
